There have been important steps forward in Component Project 4 - the item considered the critical path to putting into synchronous operation the Long Thanh International Airport Project Phase I on December 31, 2025.

Long Thanh International Airport is actively under construction to complete phase I before December 31, 2025.

Call out investor names

After more than a year of struggling to implement, last weekend, the Ministry of Transport announced the names of investors for the first three aviation service projects of Component Project 4, Long Thanh International Airport.

According to Decision No. 1496/QD - BGTVT dated December 6, 2024, the Project on Investment in Construction and Business of Aircraft Maintenance Services No. 4 was awarded to Aircraft Engineering Company Limited (VAECO) - a member unit of Vietnam Airlines Corporation.

The project aims to invest in the construction of an aircraft maintenance service facility, along with an equipment system capable of servicing 1 code E aircraft and 2 code C aircraft at the same time; building an operating house and auxiliary items, and synchronous technical infrastructure to serve production and business.

The total preliminary cost of the Project is about 785 billion VND; the implementation location is Area E-01 at Long Thanh International Airport, with an area of ​​45,454 m2. The progress of the Project implementation is 17.9 months (from the effective date of the project contract).

In return, in the first 5 years (60 months) from the date the Project is put into operation and provides aircraft maintenance services, aircraft propellers and aircraft equipment, VAECO must pay the state budget 0.05% of revenue (excluding VAT).

From the 6th year onwards, the minimum payment to the state budget will be 2% of revenue (excluding VAT) with the increase rate of the minimum payment to the state budget being 2.5% of the minimum payment to the state budget.

One day later, in Decision No. 1499/QD - BGTVT, the Ministry of Transport also approved the results of selecting investors for the Project on Investment in Construction and Business of Repair and Maintenance Services for Aviation Vehicles, Equipment and Ground Commercial Technical Services No. 2, at Lot KV2, with an area of ​​7,045 m2.

The winning investor of this project is the consortium of Saigon Ground Services Joint Stock Company and Hanoi Ground Services Joint Stock Company (SAGS-HGS), with a total implementation cost of about 781 billion VND. The project implementation progress is 535 days from the effective date of the project contract.

In this Project, from the 6th year onwards, the SAGS-HGS consortium must pay to the state budget at least 2% of revenue (excluding VAT) from providing repair and maintenance services for aviation vehicles and equipment; 3% of revenue (excluding VAT) from providing ground technical and commercial services. The increase rate is 0% of the minimum payment to the state budget for both services.

Another aviation service project that has just found an investor is the Investment Project for Construction and Business of Air Catering Services No. 2 at Long Thanh International Airport.

Specifically, Vietnam Air Catering Services Joint Stock Company was selected as the investor for the first air catering project at Long Thanh airport. The project has an investment value of about 655 billion VND, the implementation period is 17 months and 20 days (from the effective date of the project contract).

It should be added that the chain of 3 projects that have just found investors last week are aviation service projects that need to be completed in sync with the progress of other important construction items such as: Air traffic control tower of Component Project 2; Passenger terminal and runway of Component Project 3.

In order to complete the Long Thanh International Airport Construction Project Phase I before December 31, 2025 as requested by the Prime Minister, the Ministry of Transport has requested the Civil Aviation Authority of Vietnam to negotiate with the winning investor to shorten the progress as much as possible.

“The goal is to put aviation service projects at Long Thanh International Airport into safe and effective operation, in sync with other projects under the direction of the Government and the Prime Minister,” said Mr. Le Anh Tuan, Deputy Minister of Transport.

Roadmap to become a transit airport

According to the leader of the Civil Aviation Authority of Vietnam, in addition to the three aviation service projects mentioned above, next week, this unit will complete the selection of investors for the following items: Aircraft cleaning and maintenance area No. 1; Aviation catering area No. 1... The goal is to complete the selection of investors for urgent aviation service projects, with priority investment in December 2024.

In Notice No. 545/TB-VPCP, for Component Project 4, the Prime Minister requested Minister of Transport Tran Hong Minh to urgently adjust the Project implementation plan to comply with regulations and practical requirements, noting that it is necessary to clarify the work, agencies, units, and implementers, products, and completion deadline of December 31, 2025.

Regarding the progress of investment projects to build aircraft maintenance areas (hangars), ground service vehicle maintenance areas, aviation catering areas, etc., the Prime Minister requested the Ministry of Transport to complete them synchronously before December 31, 2025. In case appropriate mechanisms and policies are needed for implementation, promptly report to the Government and the Prime Minister.

Previously, the Ministry of Transport approved the list of works under Component Project 4 that need to be prioritized for investment to ensure the operation of the Port, including 8/17 construction items: Aircraft cleaning and maintenance area No. 1 (construction items No. 4 and No. 5); Aircraft cleaning and maintenance area No. 2 (construction items No. 9 and No. 10); Airline catering area No. 1 (construction item No. 6); Airline catering area No. 2 (construction item No. 12); Airline operations center (construction item No. 13); Aircraft maintenance area (hangar) No. 1, No. 2, No. 3, No. 4 (construction item No. 14).

In addition, based on demand assessment and current legal regulations, the Ministry of Transport is immediately implementing the selection of investors for 4 other construction items, including: express cargo terminal; cargo warehouse No. 1 and No. 2; fuel pipeline system from the upstream port to the boundary of Long Thanh International Airport.

“Early investment in the fuel pipeline system will help limit the need to transport fuel by tanker trucks from the upstream port to Long Thanh International Airport, helping to reduce traffic congestion and risks when transporting flammable and explosive materials,” said a leader of the Ministry of Transport.

Regarding the Airport City (project item No. 15), according to the Ministry of Transport, this is a highly specific complex of projects, established to take advantage of the Port's land fund to build non-aviation service projects (offices, transit hotels, conference centers, free trade zones, parks, casinos, golf courses, etc.), thereby helping to increase revenue and profits to support projects and services with low or no profits (such as common infrastructure).

Because countries around the world have different approaches to this model, cautious and with a roadmap, the planning of Long Thanh International Airport and the Feasibility Study Report of Phase I only determine the location and name of the land. Regarding the investment and exploitation model, countries around the world all assign airport enterprises (such as the current Vietnam Airports Corporation - ACV) to invest and exploit the Airport City.

Currently, the Ministry of Transport has proposed that the United States Trade and Development Agency (USTDA) provide technical assistance to select international consultants to conduct a comprehensive study on the development of Phase II and Phase III of Long Thanh International Airport, and at the same time specify the planning of the Airport City areas, aviation industrial parks, aviation logistics areas, solar power systems, etc.

“The consulting unit will research and propose solutions to gradually become an international transit airport in the region, promoting the role of ACV in investing in the development of Long Thanh International Airport,” said a leader of the Ministry of Transport.

According to Decision No. 1777/QD-TTg dated November 11, 2020 of the Prime Minister, Component Project 4 includes 17 construction items, divided into 2 groups:

Group of construction items 4a (included in the total investment of the Project) includes the following items: (1) Cargo terminal No. 21; (2) Express cargo terminal; (3) Forwarder warehouse No. 1; (4) Aircraft cleaning processing area No. 1; (5) Ground service vehicle maintenance area No. 1; (6) Air catering area No. 1; (7) Solar power system.

Group of construction items 4b (not included in the total investment of the Project) includes the following items: (8) Fuel pipeline system for aircraft from the source port to the Port boundary; (9) Aircraft cleaning treatment area No. 2; (10) Ground service vehicle maintenance area No. 2; (11) Forwarder warehouse No. 2 to No. 8; (12) Aviation catering area No. 2; (13) Airline operations center; (14) Aircraft maintenance area (hangar); (15) Airport city; (16) Aviation industrial park; (17) Aviation logistics area.
