Digital transformation in building civilized and modern urban areas

As the political, economic, cultural and social center of Ha Nam province, Phu Ly city always focuses on digital transformation on three main pillars: digital government, digital society and digital economy. To implement, Phu Ly city has focused on investing in digital infrastructure and people to operate digitalized content.

The city is interested in planning, managing investment in infrastructure development, urban beautification, and investing in technology infrastructure to promote comprehensive digital transformation in all areas. The city's digital transformation results are prominent in a number of areas such as: Effectively operating the Party Member Handbook software with 85.97% of party members registering for an account; applying information technology in management and operations, focusing on departments, offices, and People's Committees of wards and communes.

Up to now, 100% of cadres, civil servants and public employees at all levels in the city are proficient in using computers and applying information technology in handling work; leaders of specialized departments, offices, and People's Committees of wards and communes have digitally signed documents in the electronic environment, completely replacing paper documents. The whole city has about 3,575 personal digital signatures issued free of charge to people to digitally sign essential public services; 12,095/12,695 cases of coordination in paying pensions through accounts (reaching 95.1%); 9,352/9,416 social security beneficiaries in the area have opened accounts (reaching 99.32%); 100% of schools in the city have effectively implemented the non-cash policy.

The most prominent in the digital transformation work of Phu Ly city is the construction and effective operation of the Smart City Operation Center (built and put into operation since March 2021). This center has invested in basic information technology infrastructure such as: Image storage and traffic violation processing machinery system, software of subsystems; operating room equipment. The city has invested in expanding the center's subsystems such as the Phu Ly-S scene reflection software system and other subsystems such as smart lighting, surveillance cameras and processing.

After more than three years of implementation and operation, the Phu Ly City Smart City Operation Center has initially achieved some remarkable results. That is the Phu Ly-S on-site feedback system: The whole city has 11,547 PHU LY-S accounts installed; from October 2023 to present, 600 feedbacks have been sent, of which the Smart City Operation Center has received, filtered and processed 458 feedbacks, of which 447 feedbacks have been processed, reaching 97.5%.

The content of the reflection is mainly related to the fields of construction order, urban order, traffic safety order, environmental sanitation, etc. Basically, the reflections have been promptly resolved by the competent authorities and local authorities to ensure compliance with regulations, initially helping the authorities to grasp information quickly, promptly, multi-dimensionally, handle and resolve cases right at the grassroots level, contributing to building Phu Ly city to be increasingly rich, beautiful, civilized, modern and transparent.

The city has installed 74 security cameras and AI traffic cameras at intersections with high traffic density, routes that require security and order monitoring, and traffic violation monitoring. From March 2021 to September 2024, through the automatic penalty camera system, the city has fined violations with a total amount of more than 2.7 billion VND.

The city police have issued warnings and administrative penalties to a number of vehicles that have violated the law by means of direct fines or through images at the Smart City Operations Center. These results have contributed significantly to ensuring traffic safety, urban order, and the environment in the area, and people have gradually become accustomed to a civilized urban lifestyle and strictly abide by the law.

Chairman of Phu Ly City People's Committee Do Hoang Hai said: The city is interested in building an urban government with sufficient capacity and ability to comprehensively manage all aspects of socio-economic development; focusing on training a team of cadres and civil servants with moral qualities and professional qualifications suitable for the new situation. At the same time, local authorities at all levels regularly innovate management and operation methods, flexibly apply the mechanisms and policies of the Party and State to the actual situation of the locality to effectively build and manage urban areas.

In the coming time, the city will continue to focus on investing in urban renovation and upgrading towards synchronous and complete infrastructure systems; strive for 100% of main roads to apply modern and smart technology in public lighting systems; install smart sensor traffic signal clusters, ensure appropriate adjustment, prevent traffic congestion and ensure traffic order and safety. Along with that, the city directs all levels and functional branches in the area to strengthen propaganda and mobilize people to raise awareness of law compliance, build civilized urban lifestyles, build cultural residential groups, units, agencies, families, and build civilized and elegant city people.
