Speaking at the 2023 Labor Forum on the afternoon of July 28, National Assembly Chairman Vuong Dinh Hue said that this is a special forum organized for the first time at the initiative of the Vietnam General Confederation of Labor and held at Dien Hong Hall, National Assembly House - where National Assembly sessions take place.

Considering this as a thematic voter meeting, the National Assembly Chairman said that this meeting is also very special as it is organized for the first time and has the participation of specialized ministers.

"It is necessary and very meaningful for the National Assembly and National Assembly agencies to have the opportunity to meet, exchange and listen to the opinions of workers, laborers and trade unions at all levels to perfect the legal system," said Mr. Hue.

The National Assembly Chairman asked representatives of trade union officials and workers to focus on speaking and giving opinions on two major groups of issues.

One is the thoughts, feelings, aspirations, recommendations and proposals of workers, civil servants and trade union officials to resolve difficulties and problems related to labor, employment, livelihood and income of workers.

Second, the National Assembly Chairman hopes to listen to discussions, recommendations and proposals on perfecting the legal system in this period as well as the coming period, in order to meet the need to build a complete, synchronous and highly feasible legal system.

Workers' accommodation is often cramped and damp...

Being the first to express her opinion, worker Dao Thi Loan - Hai My Industrial Company Limited, Binh Duong province said that housing is one of the concerns and concerns of many workers. Workers from the North, Central and Western regions come to Binh Duong and other provinces and cities to work, most of them have to rent houses. The rented houses are often cramped, damp, makeshift, and difficult to live in.

“Recently, I was very happy to hear that the Government has a project to build 1 million social housing apartments for workers and low-income people. Especially in the draft Law on Housing (amended) discussed by the National Assembly, the Vietnam General Confederation of Labor has been allowed to participate in investing in building social housing and workers' accommodation. This is good news for workers, but I am still worried when the press says that businesses are not interested in social housing,” Ms. Loan said.

Therefore, female workers hope that the National Assembly will soon amend the law so that businesses and the Vietnam General Confederation of Labor will have favorable conditions to implement housing projects for workers. At the same time, the Government and local authorities will allocate appropriate funds for the task of building housing for workers and low-income people.

Also related to this issue, Mr. Nguyen Minh Son - Chairman of the SWCC SHOWA Vietnam Co., Ltd. Union (Hanoi City Labor Federation) said: "Through understanding the thoughts and aspirations of workers, we see that workers are happy and looking forward to the 120 trillion VND credit interest rate support package, applicable to both project investors and buyers and renters of social housing recently issued by the Government in the one million apartment project.

However, the interest rate of 8.2%/year is still very high, beyond the tolerance of low-income people; the preferential period of the credit package for home buyers of only 5 years is too short, causing insecurity for workers and laborers when borrowing. In fact, almost all workers have not accessed this source of capital.

"I propose that the National Assembly monitor and request the Government to have solutions on this issue to help workers access capital," Mr. Son commented.

Mr. Nguyen Viet Anh shared that he had witnessed many families of 4-5 workers living in just over 10 square meters, with children sleeping on beds and parents sleeping on the floor on mats.

Mr. Nguyen Viet Anh - a member of the Union of Viettel Post Joint Stock Corporation, commented that several decades ago, when the country was still very poor, almost every place with a factory or enterprise with a large number of workers had a dormitory, school, medical station, and cultural house.

Up to now, the country has developed more but many industrial zones have hundreds of thousands of workers but the apartment buildings do not meet the needs of workers, affecting their lives. Workers have to rent houses, because of little money, so the rented houses are cramped and unsafe.

“We witnessed many families of 4-5 workers living in just over 10 square meters, the children slept on the bed, the parents slept on the floor on a mat. Many families did not want to let their children stay with them and had to send them back to their hometowns to save money. Some workers were about to give birth but the landlord demanded their house; some workers were near Tet and the company owed them their wages so they did not dare to go home, but stayed, and the landlord demanded money. At that time, fortunately, the union promptly provided some support…”, said Mr. Viet Anh.

Therefore, he hopes that the National Assembly and the Government will pay attention to the housing issue for workers, because if they are cared for, they will settle down, have better labor productivity, and contribute to building the country.

Policies to support social housing development

At the forum, participating in clarifying the issues raised by workers, related to the implementation of the 120 trillion package, Deputy Minister of Construction Nguyen Van Sinh said that according to the Government's Resolution 33 program, there is a program to implement the project to invest in at least 1 million apartments for low-income workers and laborers. To implement this project, there are many solutions related to institutions and implementation organization.

Accordingly, specific tasks have been assigned to localities, along with policies related to encouraging and supporting investors in social housing for workers.

In the period of 2021-2030, how to invest in at least 1 million apartments for workers and laborers. To implement this, the State Bank has actively deployed a support package of 120 trillion to support investors to support those who can buy social housing and workers in industrial parks with preferential interest rates of 1.5-2%.

The loan term for investors is 3 years, for home buyers is 5 years. This support certainly helps investors have more investment capital for workers.

Mr. Sinh said that recently, the State Bank has actively issued guiding documents, the Ministry of Construction has also issued guiding documents, and commercial banks have also actively implemented them. During the implementation process, there have been difficulties in supply sources, and some procedures still have many problems.

The Prime Minister has also given many instructions, especially the State Bank has specific instructions, commercial banks have also actively implemented this package. In addition to the 120 trillion VND support package, the National Assembly issued Resolution 43, the Government also issued Resolution 11.

Deputy Minister of Construction Nguyen Van Sinh further clarified issues raised by workers, related to the implementation of the 120 trillion package.

Accordingly, we also have a 30 trillion VND package to support investors with social housing projects; a support package for workers to buy houses with an interest rate of 4.8%. These two support packages can help workers access and borrow to buy social housing.

Responding to issues related to policies to support the development of social housing and accommodation for workers, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that the issue of ensuring social security policies as well as the legal and legitimate rights of workers has always been of concern to the Party and State.

One of the important contents stipulated in the draft Housing Law being submitted to the National Assembly is incentives and investment support to promote social housing and accommodation for workers.

According to Mr. Tung, the draft law has proposed many support policies, such as allocating suitable land funds for social housing development, which is the responsibility of local authorities; it is necessary to arrange suitable land funds for low-income workers; have preferential policies (exemption and reduction of land use fees, land lease for investors to access land to develop social housing; preferential policies on taxes and credits)... to attract the attention of many investors.

Workers also enjoy interest rate support packages to access social housing. For worker accommodation, this is considered an important institution of the industrial park.

Accordingly, the infrastructure investor will invest in worker accommodation, then rent it to workers at preferential prices to solve the housing problem for workers right in the industrial park. Investors building worker accommodation will also enjoy the same policy as building social housing.

Currently, the National Assembly Law Committee is coordinating with the Ministry of Construction to collect opinions from National Assembly deputies, the Vietnam General Confederation of Labor, businesses, etc. to perfect the mechanism and policies, then submit the law to the National Assembly for approval at the 6th session.
