Ngoc Hoi is a mountainous, border district located in the Northwest of Kon Tum province. The district has 07 communes and 01 town (including 05 border communes), with 68 hamlets, villages, and residential groups. The total population of the district is 66,180 people, ethnic minorities account for 57%, with 17 ethnic groups living together.
In recent times, with investment attention from capital sources from the Central Government, the province and especially capital from the National Target Program 1719, Ngoc Hoi district has focused on investing in completing infrastructure in ethnic minority areas and supporting livelihoods so that ethnic minorities can change their production methods, increase income and improve their quality of life.
Ms. Y Lan, Permanent Vice Chairwoman of Ngoc Hoi District People's Committee said: In recent years, the district has paid attention to and seriously implemented ethnic affairs and ethnic policies. The policy contents have closely followed the practical needs of the locality, as well as the legitimate aspirations of the people.
In particular, focusing on implementing National Target Programs, prioritizing infrastructure investment, implementing projects to support production development, transferring scientific and technological applications to production development; encouraging investment attraction in ethnic minority and mountainous areas to increase income for ethnic minorities.
Particularly for the National Target Program 1719, with a total allocated capital of more than 136 billion VND, from 2022 to present, Ngoc Hoi district has implemented support for residential land for 3 households, housing for 8 households, production land for 16 households; job conversion for 127 households; distributed domestic water for 158 households; invested in 1 Project for planning, arranging, relocating, and stabilizing residents for 1,041 households; 1 centralized domestic water project to serve the domestic water needs of people in Dak Ang commune; invested in infrastructure works serving transportation, production, cultural activities, study, projects to support production development for ethnic minorities and implemented many contents of the Program, contributing to improving the material and spiritual life of people in ethnic minority areas in the district.
Mr. Tong Van Dong, Chairman of the People's Committee of Po Y Commune, Ngoc Hoi District, said: In the process of implementing the National Target Program 1719 and ethnic policies, the commune focuses on investing in infrastructure, especially supporting people with trees, seeds, planting techniques, and care to contribute to improving the material and spiritual life of the people. The commune also determines to effectively implement investment resources, which will help the commune soon complete the goal of a commune meeting advanced new rural standards.

Changing the face of ethnic minority areas
Dak Ang commune has 6 villages, with more than 5,300 people; of which, ethnic minorities account for 96%. Investment resources from the Fatherland Front Programs, especially more than 10 billion VND from the National Target Program 1719, have helped the commune invest in completing infrastructure and improving people's lives. Currently, the average income in the commune reaches over 48 million VND/person/year; the poverty rate has decreased to 8.38%... In 2024, the commune has achieved 19/19 new rural criteria and is also the last commune in Ngoc Hoi district to achieve new rural standards.
Mr. A Nuy, Elder of Dak Gia 2 village, Dak Ang commune, Ngoc Hoi district said: In recent years, the Party and the State have paid much attention to investing in ethnic minority areas. In the commune alone, roads and bridges have been concreted; schools have been invested in; poor and near-poor households have been supported in production. People are very excited because their lives have changed, they are no longer as poor as before.
Ms. Y Ty, Vice Chairman of Dak Ang Commune People's Committee, said: During the implementation of National Target Program 1719 and other National Target Programs, the commune has always received high consensus from the people. For example, when building roads, people participated in donating land and contributing working days; when supporting production, people took care of developing production, many households boldly borrowed more capital to expand production. With investment resources from the Party, the State and the participation of the entire political, economic and social system, the ethnic minority area of Ngoc Hoi district has had remarkable changes, infrastructure is constantly invested and upgraded, contributing to supporting ethnic minorities to develop production, change farming practices; awareness of promoting internal strength has changed positively, community spirit is always promoted; people's lives have improved, the poverty rate at the end of 2023 decreased to 2.95%; the great national solidarity bloc is increasingly tightened.
Ms. Y Tranh, Giang Lo 1 village, Sa Loong commune, shared: Previously, she was only familiar with growing upland rice and local rice varieties, so the yield was low. In 2022, the family received support from the commune to participate in the ST25 high-yield rice growing model. The commune supported seeds, fertilizers, and pesticides. The family planted an area of 2 sao, and took care of it with the right techniques, so the rice grew very well, harvesting more than 1 ton of rice from 2 sao. Since then, the family has switched to growing ST25 rice varieties.
Mr. A Tan, Vice Chairman of the People's Committee of Sa Loong Commune, Ngoc Hoi District, said: Implementing Sub-project 2, Project 3 on "developing sustainable agricultural and forestry production", under the National Target Program 1719, in 2022, the commune will deploy the high-yield rice growing model ST25, with an area of over 6 hectares with the participation of 32 ethnic minority households.
This model has brought practical results, with an average yield of more than 5 tons/ha. Above all, it has helped ethnic minorities change their thinking and working methods, and know how to apply new varieties and science and technology to production. Currently, the model is being replicated by households.
Up to now, Ngoc Hoi district has 7/7 communes meeting the new rural commune standards, of which 02 communes have met the advanced new rural commune standards; 7 villages have been recognized as new rural villages in ethnic minority areas; the district has met 6/9 criteria for building a new rural district. The fine traditional cultural identity of ethnic minorities has been preserved and developed. The grassroots political system in ethnic minority areas has been consolidated, national defense and security have been maintained and stabilized.
