With the aim of raising awareness of the law in the process of participating in fishing and exploiting aquatic products, contributing to the implementation of the Prime Minister's Action Plan on removing the IUU yellow card for Vietnamese seafood; at the same time, encouraging and motivating fishermen to stay at sea and preserve the sovereignty of the sea and islands, in April 2023, Ho Chi Minh City Law Newspaper launched the program "Lighting up the sea with fishermen"; expected to take place in 28 coastal provinces and cities and last until the end of 2025.

At the program, the Organizing Committee presented 200 gift sets (including: Battery + LED light + a life buoy + medicine bag with necessary medicines, along with the handbook "Things to know about fishing" edited by Ho Chi Minh City Law Newspaper) to local fishermen and 40 scholarships (each worth 3 million VND), along with many exercise books and nutritious food for children of fishermen in difficult circumstances who are good at studying. Previously, the Organizing Committee of the Program coordinated with Ngoc Minh General Clinic in Ho Chi Minh City to organize free medical examinations and medicine distribution for 1,000 people in two communes of Ca Na and Phuoc Diem (Thuan Nam).

Speaking at the ceremony, Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed that this is a Program with profound social significance. In addition to supporting practical gifts for fishermen, granting scholarships to children of fishermen in difficult circumstances; The Program also commends and replicates models and positive factors who know how to get rich from the sea, have beautiful actions to protect the sea in the context that the Government, central ministries, and localities, including Ninh Thuan and many fishermen are making efforts to implement urgent solutions to remove the IUU yellow card for the Vietnamese seafood industry. From there, it creates inspiration and encouragement for the determination of Ninh Thuan fishermen to "Go offshore, understand the law, stick to the sea in peace", firmly protect the sovereignty of the Fatherland.
