According to the Department of Labor, War Invalids and Social Affairs, the province currently has more than 7,000 people with disabilities; of which, more than 5,200 people with severe disabilities and nearly 1,900 people with extremely severe disabilities are receiving regular monthly allowances according to current regulations.

In recent years, the authorities in the province have actively implemented the Law on Persons with Disabilities and Directive No. 39/CT-TW dated November 1, 2019 of the Secretariat on strengthening the Party's leadership over the work of persons with disabilities. Accordingly, the organization and implementation of policies and laws on persons with disabilities in recent years has created positive changes in the lives of persons with disabilities. Activities to support persons with disabilities have attracted the attention and promoted the responsibility of organizations, individuals, and communities, and the rights of persons with disabilities have also been increasingly better guaranteed.

Deputy Director of the Department of Labor, War Invalids and Social Affairs Dinh Van Tho said: In recent years, the work of supporting social protection beneficiaries in general and people with disabilities in particular in the province has received attention and direction from all levels and sectors; the Party's policies, the State's policies and those of Lao Cai province on people with disabilities have been effectively propagated, disseminated and implemented.

By the end of 2023, the whole province will have more than 7,000 people with disabilities receiving regular subsidies from the state budget (excluding disabled people who are war invalids, sick soldiers, and people infected with toxic chemicals) with a budget of over 50 billion VND/year. In addition, each year, more than 70% of people with disabilities in Lao Cai access medical services in various forms; 70% of children from birth to 6 years old are screened for early detection of congenital disabilities, developmental disorders and receive early intervention for various types of disabilities; more than 500 children and people with disabilities receive orthopedic surgery and rehabilitation, and more than 1,000 people are provided with appropriate assistive devices... Thereby, contributing to helping people with disabilities integrate into the community and overcome difficulties, and improve themselves in life.

Lao Cai Provincial Social Work Center is currently nurturing and caring for 28 people with disabilities. Ms. Tran Thi Huong Giang, Deputy Director of the Provincial Social Work Center, said: The Center always focuses on caring for and ensuring the regime and benefits for people with disabilities being nurtured and cared for at the unit, such as issuing health insurance cards, regular medical examinations, organizing therapeutic activities... In addition, people with disabilities being cared for at the center also receive a lot of attention and sharing from individuals, philanthropists, and humanitarian organizations inside and outside the province. Such attention and sharing have helped people with disabilities rise up, overcome their current circumstances to integrate into the community.

According to the Department of Health, the implementation of the provisions of the Law on Persons with Disabilities has been of interest to medical units in the province, focusing on integrating work on persons with disabilities into specific programs, plans, and projects and implementing them from the provincial to the communal level; the work of screening, counseling, health education and access to medical examination, treatment, rehabilitation services, and implementation of policies for persons with disabilities is ensured. For example, in 2023, the Provincial Rehabilitation Hospital coordinated with district-level medical units to conduct 11 disability screening sessions for 4,700 people, of which 3,850 were examined for preschool students in Lao Cai city, 850 people in Bac Ha district, Y Ty commune, Bat Xat district, etc.

Regarding the issue of creating jobs for people with disabilities in Lao Cai, Mr. Dinh Xuan Hoc, Director of Phu Minh Private Vocational Training Center, said: Employment for people with disabilities is very important, because it will help them learn life skills, communication skills, and basic occupations. However, the most important issue is to create jobs for people with disabilities in need, so that they can have advice and support for appropriate vocational training. Therefore, in the past time, the Center has opened vocational training classes for nearly 100 people with disabilities in the province to participate in mushroom growing and mushroom breeding, information technology, food processing techniques, etc.

However, in addition to the achieved results, the implementation of the Law on Persons with Disabilities in Lao Cai still has difficulties and limitations. For example, in the work of identifying persons with disabilities, some commune-level councils are still confused in identifying the type of disability and the level of disability, and have not applied the actual diseases of the subjects to the types of disabilities to determine the level of disability; the role and responsibility of each member of the council has not been fully promoted, and it still depends a lot on medical staff, so the implementation progress is still slow, affecting the rights to receive monthly social allowances of persons with disabilities...

In the coming time, in order to effectively care for people with disabilities and ensure proper social security policies for this group of people, localities in the province need to continue to do a good job of communicating policies on the Law on People with Disabilities, policies and support for people with disabilities according to current regulations, thereby enhancing the responsibility of all levels, sectors, organizations, associations, communities and families.

Localities in the province need to promote the work of determining the level of disability and issuing disability certificates, as a basis for implementing social security policies for people with disabilities in the whole province; promote socialization of assistance for people with disabilities, mobilize organizations, individuals and communities to participate in assisting people with disabilities. There should be a mechanism to encourage schools and vocational training institutions to develop specialized and advanced training programs, ready to accept people with disabilities to learn a trade, and provide training so that they can create jobs for themselves at home, with their families, or participate in the labor market.

With the strong development of policy mechanisms and the attention of the Party, State and localities, activities to support people with disabilities have been receiving the participation of the entire political system, for an inclusive, barrier-free society and for the rights of people with disabilities.
