On the morning of August 21, more than 300 parents were present at Tay Mo 3 Primary School, Nam Tu Liem District, Hanoi, because the opening day was approaching but their children still did not know where to study, while the school announced that it had met its enrollment quota.
Parents are upset
Many parents shared that their children had been waiting for nearly 3 months of summer with the hope of studying near home at Tay Mo 3 Primary School, but the news that "the school had reached its enrollment quota" surprised the parents and made them restless when their children had not yet submitted their application.
Speaking with Tuoi Tre Online , Ms. Vuong Phuong Oanh, a permanent resident of Vinhomes Smart City urban area (Tay Mo, Nam Tu Liem), said that she heard the principal of Tay Mo 3 Primary School announce to the public that the school had already filled its enrollment quota, while the parents here had not received any official enrollment information from the school before, either in writing or by word of mouth.
"Because the school principal replied that the school had enrolled enough students, we came here today from 5-6 am to find out the specifics of this matter. However, we have been at the school from morning until noon and still have not met anyone representing the school to answer the parents' questions.
We have only received a written application stating our child's wishes about the school. It is now August 21 and there is still no information. Will the students who are currently stranded from other schools who want to transfer be able to make it in time? The application also does not specify the response time or its legal value," said Ms. Oanh.

Similarly, Ms. Nguyen Thi Thuong (permanent resident of Vinhomes Smart City urban area) has a child who will be in 3rd grade this year. Ms. Thuong has planned to transfer her child to Tay Mo 3 Primary School to study, but after many days of waiting, there is still no enrollment information from the school.
Education department representative apologizes to parents
Some parents had to go to the Department of Education and Training to ask more questions. After about an hour of waiting, more than 30 parents met Ms. Le Thi Thanh Tam, Deputy Head of the Department of Education and Training of Nam Tu Liem District.
Ms. Tam apologized to the parents for causing them to worry and gather in large numbers. Ms. Tam shared that parents can rest assured that their children will be able to go to school before the opening day.
Because they could not meet the school leaders, more than 50 parents of students still sat waiting through the afternoon in the meeting room of Tay Mo Primary School to find a suitable answer.
What does the Department of Education and Training say?
The Department of Education and Training of Nam Tu Liem district has just reported on enrollment at Tay Mo 3 Primary School.
According to the Department of Education and Training of Nam Tu Liem district, those wishing to study at Tay Mo 3 Primary School include three main groups:
- Students in grades 2, 3, 4, and 5 from neighboring schools requested to transfer to the new school. According to a preliminary survey, Ly Nam De Primary School has 233 students requesting to transfer.
- Students from other provinces and districts have just moved to live in apartment buildings.
- Students entering grade 1 this year but in the recent 2024 enrollment period of the Department of Education and Training did NOT submit their application to the school (some students applied to other schools, now seeing that Tay Mo 3 Primary School is in operation, they have withdrawn their application to transfer back)...
According to the Department of Education and Training of Nam Tu Liem District, Tay Mo 3 Primary School is a public school separated from Tay Mo Primary School and is for children in the ward.
After separating grades 2, 3, 4, 5 and recruiting new grades 1, the total number of students at Tay Mo 3 Primary School is 30 classes with 1,111 students, exceeding the quota (30 classes with a maximum of 1,050 students).
According to the policy of Nam Tu Liem district, striving to turn Tay Mo 3 Primary School into a high-quality school soon, it is necessary to maintain the number of students meeting the prescribed standards.
All students (grades 2, 3, 4, 5) separated from Tay Mo Primary School and newly recruited (grade 1) are students in Tay Mo ward according to the prescribed enrollment route (belonging to groups 7, 8, 9, 10, 11, 12 and the ungrouped building in Vinhomes Smart City urban area, Tay Mo ward).
First grade students are recruited according to regulations, according to the right subjects that have been assigned with a registration quota of 400, however, due to the rapid population growth rate, the enrollment ended up exceeding 60 quotas (with a total of 460 first grade students divided into 13 classes). Cases that do not submit their applications within the prescribed time are considered to have no need.
