In recent times, the licensing and management of mineral exploitation activities in Quang Tri province has received the attention and direction of Party committees and authorities at all levels and the coordination of sectors and localities. In addition to the achieved results, this work still faces many difficulties, and illegal mineral exploitation still occurs in the province.

The province currently has 71 areas belonging to 50 sand and gravel mines with a total reserve and resource of 17.93 million m3 ; 22 areas belonging to 19 stone mines for common construction materials with a total reserve and resource of 332.49 million m3 . Up to now, the province has 24 valid licenses for mineral exploitation for common construction materials issued by the Provincial People's Committee.

Specifically, there are 12 licenses for sand and gravel mining in river beds, of which 11 mines are in operation with a total area of ​​100.3 hectares, total licensed reserves of 2,199,664 m3 , mining capacity of 228,000 m3 /year; 1 mine is not yet in operation due to the unfinished staging area.

There are 12 licenses for mining stone for common construction materials, of which 7 mines are in operation with a total area of ​​63.68 ha, total licensed reserves of 7,459,792 m 3 , exploitation capacity of 749,520 m 3 / year; 5 mines are not yet in operation with a total area of ​​63.64 ha, total licensed reserves of 14,002,938 m 3 , exploitation capacity of 635,000 m 3 / year because they have not been granted land lease by competent authorities for mineral exploitation.

During the mineral exploitation process, the units have complied relatively well with legal regulations such as exploiting according to the granted license, within the leased land area, paying attention to the work of returning the site and planting trees on the exploited area.

Conduct periodic environmental monitoring according to environmental impact assessment reports or commitments, environmental protection plans, declare and pay environmental protection fees for wastewater, and make periodic reports in mineral activities. In 2023, mineral operating units paid more than 107 billion VND to the state budget, and deposited nearly 3 billion VND for environmental improvement and restoration.

Also in 2023, Quang Tri Provincial Police discovered, handled and issued decisions to administratively sanction 72 cases/95 violators in the field of mineral resource protection, fined more than 1.3 billion VND, and prosecuted 1 criminal case "Violating regulations on research, exploration and exploitation of resources" as prescribed in Clause 1, Article 227 of the Penal Code.

One of the difficulties and limitations in planning, management, licensing, and exploitation of minerals (stone, sand, gravel) for common construction materials in the province today is that the areas where mineral activities are prohibited and areas where mineral activities are temporarily prohibited have been approved by the Provincial People's Committee in Decision 1259/QD-UBND dated June 19, 2015, but have not yet been supplemented or adjusted to suit the local socio-economic development situation. Detailed maps of planning, exploration, and exploitation in the province have not been established, causing difficulties in monitoring, evaluating, and managing mineral exploitation activities.

On the other hand, illegal sand and gravel mining is mainly carried out by some households along the river at night, while the inspection force is small and the budget is limited, so it is difficult to inspect and eliminate illegal mining activities. Therefore, illegal mining still occurs in the province.

To help prevent illegal mining, localities need to strengthen inspection and supervision of local mining establishments in compliance with environmental protection laws, detect violations and promptly handle them according to the provisions of law. Implement measures to protect unexploited mineral resources, promote propaganda, popularize the law and mobilize people to participate in protecting mineral resources, not to assist or participate in illegal mining.
