On the afternoon of October 19, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, together with leaders of departments, branches and sectors, worked with the leaders of Thai Hoa town to assess the socio-economic situation, national defense and security since the beginning of the term, more than 2 years of implementing Resolution No. 02 of the Provincial Party Committee Standing Committee; key tasks and solutions in the coming time.
INVESTMENT ATTRACTION IS THE BRIGHT SPOT OF THE TOWN IN DIFFICULT CONTEXT
Reporting at the meeting, Chairman of Thai Hoa Town People's Committee Chu Anh Tuan said that since the beginning of the term, the town's socio-economic situation has developed according to plan; the economic growth rate in 2021 reached 7.55%; in 2022 reached 9.35%; in the first 9 months of 2023 reached 6.6%.
The town has gradually formed a concentrated agricultural production area applying high technology with more than 426 hectares. Some new production models have been initially deployed and brought about economic efficiency such as the high-quality pure rice model, the sweet corn growing model, the goat breeding model...
The town's economic structure has shifted in the right direction, gradually increasing the proportion of services, industry - construction, and gradually decreasing the proportion of agriculture - forestry - fishery. Total social development investment capital has increased quite well; State budget revenue in 2022 reached 252,450 billion VND; in the first 9 months of 2023, it reached 99,524 billion VND.
Attention is paid to the cultural and social fields; 100% of schools and health stations meet national standards, of which 58.6% of schools meet level 2 standards. People's lives are constantly improving, the poverty rate according to the new standards is 1.17%. National defense, security, social order and safety are ensured.
Investment attraction has shown many improvements. After more than 2 years, the town has attracted 8 projects with a total investment of 1,845 billion VND. In addition, the town is actively attracting 5 projects with a total investment of more than 2,000 billion VND, expected to complete investment procedures in 2023. The result of public investment disbursement as of October 10, 2023 reached 52.89%, higher than the provincial average (46.56%), ranking 10th in the district block.
Many large-scale public investment projects in the area are being gradually implemented such as: National Highway 48 bypass route through Thai Hoa urban center, Bau Sen Park, Sub-project to build N7 inner-city crossroad and Hieu 2 Bridge head road, Thai Hoa town under BIIG2 Nghe An project... contributing significantly to completing the town's infrastructure.
The construction of a type III urban area of the town up to now basically meets the standards. Up to now, through the results of self-assessment and scoring according to the criteria of a type III urban area, Thai Hoa town has achieved 80.02 points/75.0 minimum points, corresponding to 54/63 standards. The town will continue to complete the criteria to prepare a profile for recognition as a type III urban area in 2024, 1 year earlier than the target in Resolution No. 02 of the Provincial Party Standing Committee.
In addition to the achieved results, the economic growth rate of the town has not reached the set roadmap. Administrative reform has not yet met the requirements. Investment resources are still small compared to the need to complete infrastructure to build the town into a provincial city before 2030.
At the meeting, leaders of departments, branches and sectors requested Thai Hoa town to pay attention to investing in cultural institutions in blocks and villages; increase the application of scientific and technological advances in tourism, urban areas and healthcare; form a regional logistics center; promote the connection advantages of the Northwest regional center to develop industry, trade and services.
Thai Hoa town also needs to strengthen training and create jobs for workers; review land use planning; strengthen economic restructuring according to the Resolution of the Town Party Congress; study mechanisms and policies for land accumulation; focus resources on investing in transport infrastructure; effectively improve the investment and business environment, and coordinate to handle 27 projects behind schedule.
HIGH DETERMINATION, GREAT EFFORT TO ACHIEVE THE SET GOAL
Concluding the working session, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung highly appreciated and commended the positive results that Thai Hoa town has achieved since the beginning of the term despite facing many difficulties.
In terms of economy, the town's economic growth rate is quite good; Budget revenue in 2022 is quite good, but the first 9 months of 2023 still face difficulties. The town's investment attraction has positive changes, initially attracting large-scale projects, such as the Viet A Steel Structure and Electric Cable Factory Complex project with a total investment of 1,128 billion VND.
The results of public investment disbursement in the town are higher than the average of the whole province. The fields of culture - society, social security, and job creation are concerned and have achieved many positive results. The urban appearance of the town is quite spacious, green, clean, and beautiful; national defense, security, and ensuring social order and safety are maintained stably.
To achieve the above results, the Chairman of the Provincial People's Committee said that the important factor is the spirit of solidarity, high unity, companionship and sharing in performing the common tasks of the Party Executive Committee of the town, the Standing Committee and the Standing Committee of the Town Party Committee.
In addition to the achieved results, the head of the provincial People's Committee said that the economic scale of the town is still modest, ranking 17th out of 21 districts, towns and cities; many criteria for a type III urban area have not been met compared to regulations. Budget revenue is not sustainable, depending heavily on revenue from land use fees.
Many projects, site clearance progress in some projects is slow. State management in some areas in the area is still inadequate, especially violations in construction activities, encroachment, misuse of land, and violations of traffic safety corridors. Administrative reform is not stable, there is no breakthrough.
Emphasizing the key tasks for Thai Hoa in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung reiterated the development goals of Thai Hoa town according to the Resolution of the Town Party Congress: by 2025 it will become a type III urban area and by 2030 it will become a city directly under the province.
On the other hand, according to Resolution No. 02 of the Provincial Party Standing Committee, Thai Hoa town is to be built and developed into a central urban area of the Northwest region of Nghe An; according to Resolution No. 39 of the Politburo, Thai Hoa town is to be built into a dynamic urban area, the center of the Northwest region of Nghe An.
"To achieve the goals in the above Resolutions is a huge pressure for Thai Hoa town. If the town does not have high determination, make great and strong efforts, choose key issues, and prioritize implementation, Thai Hoa will find it difficult to achieve the above goals", the Chairman of the Provincial People's Committee emphasized and said that this is not Thai Hoa's task alone but the task of the province and the sectors accompanying the town. And in fact, the province has paid attention to Thai Hoa town with many special mechanisms and policies.
To implement the identified goals, comrade Nguyen Duc Trung suggested that Thai Hoa town must review and evaluate the results of implementing the goals, targets and tasks set out in the Resolution of the 3rd Town Party Congress, Resolution No. 02 of the Provincial Party Standing Committee to have solutions for leadership, direction and implementation in the coming time.
The Chairman of the Provincial People's Committee also emphasized that the priority of Thai Hoa town is to review and complete the planning, in the current conditions, the town's development space is still limited, not meeting the criteria to develop into a city in the future.
In the planning, the town needs to pay attention to reviewing land use planning for reasonable adjustment, especially agricultural land. In addition, it is necessary to pay attention to reviewing existing urban planning and urban areas in the area, planning along Hieu River, planning technical infrastructure to meet urban criteria, planning centers in the direction of prioritizing centers with capacity and suitable for actual conditions.
The Chairman of the Provincial People's Committee also requested Thai Hoa town to mobilize and effectively use resources. In the context of limited resources, the town needs to prioritize the selection of key infrastructure projects for investment, and complete each project. The allocated resources must be used effectively, especially public investment capital and the 3 National Target Programs.
In addition, the town needs to calculate to implement the goals of economic restructuring. Regarding services, the town needs to focus on the services in the Resolutions, arranging the order of priority: Trade, education, health, vocational training, high-tech agriculture.
In industry, increase attraction of investors and enterprises. To do so, the town needs to adjust the land use planning, build suitable industrial clusters and study the construction of industrial parks in the future to take advantage of the proximity to Hoang Mai town.
In agriculture, the town's application of high technology still has limitations and is not very effective. Therefore, the town needs to pay attention to the orientation of shifting from high-tech agriculture to organic agriculture to improve quality and sustainability. Focus on directing the construction of advanced New Rural Areas, building and replicating production models, improving production efficiency and consumption of OCOP products.
Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the town to strengthen the management of land, construction, and urban order. Urban beautification needs to be paid attention to right now so that Thai Hoa urban area is truly modern and civilized; attention should be paid to environmental protection for production projects, especially industrial production projects.
In addition, Thai Hoa town needs to promote cultural and historical values for economic development. To do so, it is necessary to promote the call for capable investors. Continue to improve the quality of education - training, health care. Pay attention to vocational training, job creation, livelihood creation, income improvement and life for people. Take care of social security work, policies for people with meritorious services.
Emphasizing that Thai Hoa town still needs to develop industry if it wants to develop, the head of the provincial People's Committee also requested Thai Hoa town to step up improving the investment and business environment in the spirit that investors' difficulties are the government's difficulties; actively accompany and support investors.
Focus on administrative reform to create breakthroughs, review and urge the implementation of slow-progressing investment projects; pay attention to strong digital transformation in agencies and units in the area, aiming to serve people and businesses.
Emphasizing that if the town wants to develop, it must be stable, the Chairman of the Provincial People's Committee requested Thai Hoa to properly resolve complaints, denunciations and pressing issues right from the grassroots level; not to let hot spots form; to strengthen national defense, security, social order and safety, and security in special areas.
At the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded the directions for resolving the recommendations and proposals of the town from the perspective of creating favorable conditions for Thai Hoa to develop according to the set goals./.
