On the morning of August 4, the Provincial Party Standing Committee organized a meeting and dialogue program between the Provincial Party Standing Committee and heads of Party committees and authorities of communes, wards and towns in the province in 2023.

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee chaired the dialogue program.

Also attending the program were members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee; leaders of departments and the Provincial Party Office; leaders of provincial departments, branches and sectors; representatives of affiliated Party Committees; leaders of 21 districts, cities and towns and 1,022 Party Committee Secretaries, Chairmen of People's Councils and People's Committees of communes, wards and towns in the province.

CONTINUED INTEREST IN CONNECTING SALT PRODUCTION AND CONSUMPTION

As the first delegate to ask the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Quynh Thuan Commune (Quynh Luu District) Le Khanh Toan said that currently, the salt production profession of the people is facing many difficulties due to the weather, low salt prices, fragmented and small-scale consumption, and low production value.

The Secretary of the Quynh Thuan Commune Party Committee asked what mechanisms and policies the province will have to care about the salt industry and salt farmers in the coming time; at the same time, he requested that all levels and sectors pay attention to supporting purchasing and consumption; and invest in infrastructure for salt production villages in the area.

In response to the question of the Party Secretary and Chairman of the People's Council of Quynh Thuan commune, Director of the Department of Agriculture and Rural Development Phung Thanh Vinh said that the issue reflected by the delegate was correct.

In the past, the Provincial People's Committee has submitted to the Provincial People's Council Resolution No. 14/2017 and Resolution No. 18/2021, including one-time support of 3 million VND when building improved filter sets and supporting plastic tarpaulins. Up to now, the province has supported the construction of 9,508 improved filter sets, and spread crystallization tarpaulins to 2,540 units.

In the coming time, the industry will advise the Provincial People's Committee to approve the project to increase the value of salt production and processing in the province in the period of 2023-2030 from the sources of the Ministry of Agriculture and Rural Development and the province.

Currently, the province has 2 salt products that have achieved 3-star OCOP status and entered the market. In Quynh Luu alone, there are 5 salt processing facilities, purchasing and consuming about 40,000 tons of raw salt for salt farmers each year, the export price of refined salt is 200,000 VND/kg. In addition, we will continue to diversify products and markets to increase the value of the salt industry.

Discussing the opinions of delegate Nguyen Khanh Toan, Chairman of the Provincial People's Committee Nguyen Duc Trung shared the difficulties of the salt industry and salt farmers. In recent years, the salt industry has encountered many difficulties, production has been limited, not effective, traditional salt villages are at risk of disappearing. The main reasons are small-scale, fragmented production, slow development of clean, high-quality salt production area, limited productivity, low prices.

To support the salt industry and the people, the Provincial People's Committee has submitted to the Provincial People's Council 2 Resolutions and the Provincial People's Committee has also issued a Project to improve the value of salt production and processing in the province in the period of 2023-2030 with 3 projects. Among them, there is a project to invest in renovating, upgrading infrastructure, and solidifying the salt field irrigation system in Quynh Luu district with a total capital of 100 billion VND.

In addition, the project includes 2 more projects: Project on Reorganizing production, re-planning salt fields, improving production capacity, salt processing through promoting mechanization, transferring applications, scientific and technological advances in salt production and processing and Project on developing linkages in salt production and processing between cooperatives and enterprises, building a model to preserve and develop traditional salt production associated with tourism.

Regarding the issue of salt price support and consumption, Chairman of the Provincial People's Committee Nguyen Duc Trung said that salt is not a product group that is supported in terms of price. Currently, there are 5 salt processing facilities in the province, consuming about 40,000 tons of raw salt, accounting for 70% of salt output, of which 20,000 tons of refined salt have been processed for export. In the coming time, the province will focus on organizing connections between salt production and consumption.

Questioning the Standing Committee of the Provincial Party Committee, Deputy Secretary of the Party Committee, Chairman of the People's Council of Nghi Thuy Ward (Cua Lo Town) Nguyen Canh An said that in the ward, there is a project of eco-tourism complex, resort villas, sports and entertainment area Lan Chau - Song Ngu which has been implemented since 2014 but has not been completed after nearly 10 years. Therefore, it is recommended that the province pay attention to urging investors to implement the construction progress or withdraw the project to transfer to another unit, ensuring security, order, environment and urban beauty.

The Deputy Secretary of the Party Committee and Chairman of the People's Council of Nghi Thuy Ward also proposed that the province have a policy to support ships participating in Decree No. 30 and Decree No. 130 on mobilizing ships to participate in protecting the sovereignty of sea and islands to buy hull insurance. At the same time, he suggested that the province study the regime for militia forces to participate in training; pay attention to supporting the upgrading of Nghi Thuy fishing port and dredging of waterways, creating convenience for the people.

In response to this question, Director of the Department of Planning and Investment Pham Hong Quang emphasized that in recent times, the Provincial Party Committee and the Provincial People's Committee have led, directed, and operated departments, branches, and sectors to focus on reviewing slow-progressing projects to have solutions with a resolute viewpoint.

For the project of Eco-tourism Complex, Resort Villas, Sports and Entertainment Area Lan Chau - Song Ngu, the Provincial People's Committee granted an investment certificate in 2014 and extended it to 2020. Currently, the project has completed the following items: hotel, embankment, restaurant, office, swimming pool... and there are still some items that have not been implemented, compared to the requirements, it is behind schedule.

In August 2021, the Provincial People's Committee issued a document assigning Cua Lo town to continue monitoring and urging investors to implement the project. In 2023, the People's Committee of Cua Lo town reviewed slow-progressing projects in the area and issued a document including the above project in the inspection plan of the province's interdisciplinary inspection team. Currently, the Department of Planning and Investment is synthesizing to submit to the Provincial People's Committee to inspect the project; then the team will advise the Provincial People's Committee to handle it according to regulations.

Discussing further on this issue, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the province's viewpoint in leading and directing projects that are behind schedule and do not comply with investment content is to handle them resolutely and ensure compliance with regulations.

However, the handling of these projects still has problems related to asset handling, so the province will consider the issue carefully during the handling process. Currently, the Provincial People's Committee is assigning the Department of Planning and Investment to coordinate with other sectors to review slow-progressing projects, including the above project, and propose solutions.

Regarding the proposal to purchase hull insurance for ships participating in protecting the sovereignty of the sea and islands, the Chairman of the Provincial People's Committee acknowledged and will conduct research to implement this policy. Regarding the regime for militia forces participating in training, the Provincial People's Committee has submitted a Resolution to the Provincial People's Council for approval, but the level of support may not meet actual requirements. Therefore, the Provincial Military Command coordinates with localities to study solutions within the province's budget balance capacity. Regarding the issue of the degraded Nghi Thuy fishing port, the Department of Agriculture is assigned to coordinate with other departments to resolve the recommendations of the base.

RESEARCH ON CASH SUPPORT INSTEAD OF CEMENT SUPPORT FOR COMMUNES REGISTERED TO REACH THE NEW RURAL DEVELOPMENT GOAL

Regarding the work of building new rural areas, Chairman of Thanh Tung Commune People's Committee (Thanh Chuong District) Phan Van Dung said that the province has a policy of supporting cement for communes reaching the new rural, advanced new rural, and model new rural areas.

However, this policy has revealed some difficulties such as slow supply of cement, many places people use cement to switch to fresh concrete and many places are not on the roadmap to reach the new rural or advanced new rural destination but people still really want to be supported with cement for traffic and irrigation.

"Should the cement support policy be applied flexibly so that it can be received in cash and communes not on the finish line still be supported to promote the people's internal strength?", delegate Dung raised the issue.

In response to delegate Dung's question, Director of the Department of Agriculture and Rural Development Phung Thanh Vinh said that the province is very interested and issued Resolution No. 24/2020, which supports communes registering to reach the new rural finish line. By June 30, the province had deployed 11 support batches, with 200,306 tons of cement out of the planned 343,500 tons bid; thereby building 1,144km of roads, with a total cost of VND 13,912 billion.

Cement supply from 2021 onwards will be organized through centralized bidding. Due to the impact of the Covid-19 pandemic, determining the transportation route to determine the bidding price takes a lot of time. In addition, the implementation of bidding according to regulations takes a lot of time and the area is large, so the supply of cement is slow. From 2023 onwards, the province has assigned according to the target, so the time has been improved, so it is recommended that districts and communes receive it soon for implementation.

Regarding the recommendation "should the cement support policy be applied flexibly so that it can be received in cash", comrade Phung Thanh Vinh said that in the coming time, the Department will coordinate with localities to research to continue to build and perfect the policy to suit the actual implementation of the program.

In response to questions from delegates, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the province's policy of supporting cement for communes building new rural areas is completely correct, contributing to the province's new rural construction results. In the past, due to the Covid-19 pandemic and complicated bidding regulations, the progress of cement handover was slow, but in 2023, the province has directed that this work not be delayed.

Regarding the proposal to provide cash support instead of cement support, the Chairman of the Provincial People's Committee said that cement support in some areas is not suitable. The Provincial People's Committee assigned the Departments of Agriculture and Finance to study it to make it suitable with regulations and practice. For communes that do not register to reach the finish line but reach the finish line during the implementation process, cement support can be considered.

Continuing to ask questions, Party Secretary and Chairman of the People's Council of Ma Thanh Commune (Yen Thanh District) Bui Trong Long said that the provincial leaders need to have a preliminary plan, summarize the implementation of the new rural construction planning, develop a supplementary plan in a synchronous manner, assign the functional sector to advise the design consulting unit to have real capacity, vision, and be close to reality.

"When there is a draft assigned to the head of each locality, it is necessary to organize to ask for comments from all people in each specific locality. When submitting it to higher levels for approval, it must be specifically reviewed and checked by specialized staff before being approved," delegate Long emphasized.

Assessing the question of the delegate as very good, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the planning for new rural construction in the communes has been implemented for more than 10 years. According to regulations, it must be periodically reviewed, but up to now this work has not been reviewed to re-establish the planning to suit the reality.

Emphasizing that this is the authority of the district level, comrade Nguyen Duc Trung said that the province will direct to review and summarize the implementation of the new rural construction planning in the previous phase. At the same time, he requested that leaders of districts, cities and towns pay attention to directing, from hiring consulting units, determining factors suitable to reality to have a planning that ensures requirements, during the implementation process, it is necessary to get people's opinions because the ultimate goal is that people are the beneficiaries.
