On the afternoon of April 25, under the chairmanship of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung, the Provincial People's Committee held a regular meeting for April 2024 to listen to and give opinions on important contents.
Attending the meeting were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches and sectors.
ECONOMY CONTINUES TO MAINTAIN POSITIVE RESULTS
At the meeting, the Provincial People's Committee listened to and discussed the implementation of the socio-economic development plan; the implementation of the state budget and financial tasks in April, and key tasks and solutions for May 2024.
After listening to the discussion of Vice Chairman of the Provincial People's Committee Nguyen Van De and leaders of departments, branches and sectors, concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that in April, the economy maintained positive results.
Agricultural and industrial production maintained good results; service activities improved; budget collection and investment attraction were positive. The cultural and social sectors received attention and had many exciting activities. In the past year, Nghe An has supported the renovation and repair of 8,440 houses for poor households, with a total resource of more than 606 billion VND, equal to the results of the previous 10 years combined.
In addition, the province has coordinated with ministries and branches to submit to the National Assembly Standing Committee for approval the proposal to develop a pilot resolution to supplement a number of specific mechanisms and policies for the development of Nghe An province in the spirit of Resolution No. 39 of the Politburo. The Provincial People's Committee has also advised the Provincial People's Council to organize the 19th session to resolve arising issues as required. Major projects are being implemented to ensure progress.
According to the results of the Public Administration Reform Index (Par Index), Nghe An ranked 15th out of 63 provinces and cities; the index of people's satisfaction with the services of state administrative agencies (SIPAS) ranked 12th out of 63 provinces and cities. The security and order situation continues to be stable.
In addition to the achieved results, the Chairman of the Provincial People's Committee pointed out a number of difficulties and shortcomings. These include the complicated development of animal diseases, difficulties in production and business activities of enterprises; some industrial products are lower than the same period; administrative reforms have changed but have not met requirements.
COMPETITION TO ESTABLISH ACHIEVEMENTS TO CELEBRATE THE 134TH BIRTHDAY OF UNCLE HO
Emphasizing the key tasks in May, Chairman of the Provincial People's Committee Nguyen Duc Trung said that for Nghe An province, May is extremely meaningful as it has Uncle Ho's birthday. It is even more meaningful when we try, strive, make the highest effort, and perform the best tasks to celebrate the 134th anniversary of President Ho Chi Minh's birthday.
In that spirit, the Chairman of the Provincial People's Committee requested that all sectors and levels continue to promote responsibility, be decisive, timely, and closely, synchronously and effectively coordinate in the direction and administration of the Provincial People's Committee, as well as in the work of sectors in each field; in accordance with the spirit of "5 determinations", "5 guarantees", "5 promotions" requested by the Prime Minister.
All levels and sectors proactively advise, propose and handle work according to their authority; during that process, they must closely follow and coordinate with each other to effectively carry out work, especially focusing on removing difficulties for businesses and investors in the province.
Strive to complete the targets and objectives set out in the scenario for the second quarter and the whole year of 2024, making up for the shortfall in the first quarter; Proactively carry out tasks according to the plans and projects issued by the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee, ensuring quality and progress.
Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the sectors to focus on solving and completing the key tasks of May. In particular, the priority task is to actively coordinate with ministries and sectors to complete the dossier of the Resolution on piloting the addition of a number of specific mechanisms and policies to develop Nghe An province.
"Directors of departments and branches must directly contact the Ministers of the Ministries to ask for opinions before May 3, ensuring the completion of the dossier to be sent to the National Assembly Standing Committee," the Chairman of the Provincial People's Committee requested.
The Department of Planning and Investment completes the Plan for implementing the Provincial Planning and submits it to the Prime Minister for approval. The Department of Home Affairs continues to implement the Project on rearranging commune-level administrative units for the 2023-2025 period to ensure progress and quality, and the Project on expanding the administrative boundaries and urban space of Vinh city.
The Management Board of the Southeast Economic Zone is closely monitoring and submitting the Project to expand the Southeast Economic Zone. The Department of Agriculture and Rural Development is advising on the serious and effective implementation of Directive No. 32 of the Central Party Secretariat on strengthening the Party's leadership in combating illegal, unreported, and unregulated fishing and sustainable development of the fisheries sector.
The head of the provincial People's Committee also requested the sectors to focus on removing difficulties and obstacles, doing a good job of site clearance to hand over to construction units in a timely manner, ensuring the progress of projects, especially important national projects and key transport infrastructure projects of the province.
In particular, strive to complete as committed the traffic road project connecting from National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky) before June 30, 2024; the Vinh - Cua Lo traffic road project before July 30, 2024; the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) before December 30, 2024.
On the other hand, pay attention to site clearance for the 500kV line 3 project; implement procedures related to the Quynh Lap LNG thermal power project - a very important project of the province; speed up the progress of the Ban Mong reservoir project and the Khe Lai - Vuc Mau irrigation system project.
Regarding budget revenue, expenditure and public investment, the Chairman of the Provincial People's Committee requested the Finance sector to coordinate with the Tax Department and the Customs Department to closely monitor and evaluate the progress of revenue collection, advise on budget expenditure management to ensure strictness, economy and efficiency; coordinate to ensure conditions for implementing the new salary regime from July 1, 2024.
In addition, the Department of Planning and Investment urges and evaluates the disbursement capacity of investors for each project, promptly advises and rewards units that perform well, and criticizes units that do not perform well. At the same time, reviewing projects with slow disbursement will transfer capital from June.
Comrade Nguyen Duc Trung also requested all levels and sectors to continue to improve the investment environment, remove obstacles for businesses; promote administrative reform, digital transformation, especially implementing Project 06; continue to strengthen discipline and state administrative discipline.
"During the April 30 and May 1 holidays, all levels and sectors must not delay or interrupt work due to the extended holidays," the Chairman of the Provincial People's Committee requested.
All levels and sectors are interested in removing obstacles related to investment projects in the province; urging localities to clear land for VSIP II Industrial Park and Hoang Mai II Industrial Park projects.
In the cultural and social fields, the Department of Education and Training focuses on completing the 2023-2024 school year program, organizing exams well, trying to ensure the highest enrollment targets for public grade 10, and strengthening communication so that parents can understand and share.
In addition, the sectors pay attention to medical examination and treatment, proactively respond to summer epidemics, ensure food safety and hygiene, ensure the purchase of medical equipment and supplies; strengthen the connection between labor supply and demand, solve employment problems, and support businesses to overcome local labor shortages.
Pay attention to festival activities in May; increase promotion and attract tourists, do not let "price gouging" or arbitrary price increases occur during the tourist season. Strengthen national defense, security, social order and safety, traffic safety, especially during holidays and summer vacations.
