On the afternoon of April 10, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee had a working session with the Department of Agriculture and Rural Development on the results of the sector's tasks in the past time and the key directions and tasks in the coming time.
Attending the meeting were comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee; leaders of the Provincial Fatherland Front Committee, the Provincial Party Committee of Provincial Agencies, the Provincial Farmers' Association; Directors of departments, branches and sectors.
HIGH GROWTH RATE IS THE BASE OF THE ECONOMY
Reporting to the Chairman of the Provincial People's Committee, Deputy Director of the Department of Agriculture and Rural Development Vo Thi Nhung said that in the period of 2021-2023, despite many difficulties, agricultural, forestry and fishery production in the province remained stable, achieving high growth, with an average of 4.73% in the 3 years of 2021-2023.
The agricultural sector has affirmed its important role as the foundation of the economy, firmly ensuring food security, contributing to economic stability and social security of the locality.
The economic structure within the sector has shifted positively towards gradually reducing the proportion of cultivation and gradually increasing the proportion of livestock and services. The total export value of agricultural, forestry, aquatic and seafood products in 2022 is estimated at over 487.5 million USD; in 2023 it is estimated at over 562 million USD.
The mindset of agricultural production innovation has gradually shifted to agricultural economics, with added value and the quality of agricultural, forestry and fishery products being improved along the value chain. Many ineffective rice areas have been converted to other crops, aquaculture has become more effective, the forest area has been controlled, and the quality of seeds has reached a high rate.
Many economically effective ecological, green and organic agricultural models have been developed. Gradually changing from brown agricultural approaches to green agricultural approaches, increasing the application of organic production processes. Many scientific and technological advances, especially high technology, have been rapidly applied to production, contributing to increasing the added value of agricultural products and increasing people's income.
Programs and projects to restructure the agricultural sector and the National Target Program on New Rural Development continue to be implemented, creating a movement and driving force to promote agricultural and rural development. Agricultural and rural infrastructure is invested in a concentrated, focused and key manner.
Up to now, the whole province has 317/411 communes meeting new rural standards; 67/317 communes meeting advanced new rural standards; 10/319 communes meeting model new rural standards; 9 district-level units have completed their tasks and met new rural standards. The whole province has 567 OCOP products, ranking 2nd in the country.
According to the Department of Agriculture and Rural Development, it is expected that by 2025, 4 aggregate targets of the 5-year period 2021 - 2025 will be completed or exceeded; 23 production targets are expected to be achieved or exceeded; 3 targets will be difficult to achieve compared to the target.
The Department of Agriculture and Rural Development recommends that the Chairman of the Provincial People's Committee consider and resolve issues related to marking and demarcating forest boundaries; building, renovating and upgrading a number of Forest Protection Management Stations.
In addition, consider and supplement human resources for the Fisheries Surveillance vessels and arrange funds to repair two fisheries surveillance vessels; determine a plan for the organization of the management apparatus of the High-Tech Forestry Zone in the North Central region; arrange funds to build a center to introduce and promote OCOP products and typical products.
At the meeting, leaders of departments, branches and sectors participated in giving comments and discussing the results of coordination in implementing tasks with the Agriculture sector in the past time. Leaders of departments and branches requested the Agriculture sector to pay attention to and study policies to promote the development of craft villages; pay attention to the linkage chain and consumption of agricultural products; and pay attention to disbursing public investment capital.
On the other hand, the agricultural sector needs to increase resources, replicate high-tech application models; pay attention to disbursing the National Target Program on Poverty Reduction, increase funding for vocational training for rural workers; pay attention to the issue of domestic water in rural areas; pay attention to developing recreational agriculture; increase the cultural content in agricultural products...
Speaking at the meeting, emphasizing the difficulties of the agricultural sector, Vice Chairman of the Provincial People's Committee Nguyen Van De suggested that the sector pay attention to infrastructure development projects such as the Ban Mong Reservoir project, Khe Lai - Vuc Mau, Nam Mo river embankment and natural disaster recovery projects...
The Vice Chairman of the Provincial People's Committee also requested the Department of Agriculture to strengthen coordination with departments and branches in a more synchronous and effective manner; pay attention to organizing the apparatus at the Project Management Board; review agricultural projects to speed up progress.
PROMOTE THE PERFECTION OF PRODUCT STRATEGY AND KEY PRODUCT GROUPS
Concluding the working session, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the Agriculture and Rural Development sector is a large, multi-sector, multi-field sector with a large workload.
Nghe An is a province with a large natural area, of which agricultural land accounts for more than 90%; a coastline of 82km; more than 962,000 hectares of forest land. This is a potential and favorable condition for the development of the agricultural sector. However, the land area with conditions and efficiency for agricultural production development is still limited because more than 83% of the land area is mountainous areas.
Despite difficulties, the results achieved by the agricultural sector in recent times have been extremely positive. The agricultural sector has affirmed its role as the economic pillar; growth has been stable and high.
The sector is proactive, active and creative in advising on the implementation of goals and targets in the Resolution of the 19th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021-2025.
Reviewing the outstanding results in the fields of the agricultural sector, the Chairman of the Provincial People's Committee assessed that the collective leadership, Party committees, cadres, party members, civil servants, public employees, and workers in the entire sector have a high spirit of solidarity, consensus, and unity. On behalf of the provincial leaders, the Chairman of the Provincial People's Committee acknowledged, highly appreciated, and warmly commended the results that the sector has achieved in the past time.
In addition, the Chairman of the Provincial People's Committee also said that, up to this point, the industry has not created truly branded and outstanding agricultural products; the market for agricultural products is still limited; the scale of agricultural production is still fragmented, small-scale, and dispersed.
New areas in agricultural activities such as ecological agriculture, green agriculture, organic agriculture, and circular agriculture have not been widely deployed; enterprises in the agricultural sector operate on a small scale, with weak capacity, technology, and resources, so they have not promoted agricultural development, especially the agricultural economy.
On the other hand, the agricultural, forestry and fishery processing industry is still slow, investment in planning raw material areas has not been fully implemented. Investment resources for the agricultural sector have not met requirements. There are still many shortcomings in state management, the main cause of which is subjectivity; coordination with other sectors in some specific tasks is still not good.
Emphasizing the key tasks for the agricultural sector in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the sector to closely follow the targets, objectives and tasks in the Resolution of the 19th Provincial Party Congress, the 5-year socio-economic development plan 2021-2025 and annually, especially Resolution No. 39 of the Politburo. Review the targets and objectives in the remaining 2 years to implement and complete at the highest level.
In addition, the industry promotes the completion of product strategies and key product groups in the agricultural sector: rice, raw materials for processing (sugarcane, tea), fruit products (oranges, pineapples), meat of all kinds (pork, poultry), fresh milk, wood and wood products, aquatic products (shrimp, fish) according to development goals based on planning, market, application of information technology, and policies.
The head of the provincial People's Committee also requested the agricultural sector to pay attention to improving the production capacity of enterprises, especially in the field of agricultural product processing; perfecting models, increasing participation in linkages and linkage chains. Improving the efficiency of market development for agricultural products, especially key products; continuing to research and perfect mechanisms and policies for the agricultural sector.
Along with that, the industry continues to direct the implementation of the National Target Program on New Rural Construction associated with OCOP, because the remaining districts and communes are more difficult, so it is necessary to study effective methods that are suitable for practice.
Chairman of the Provincial People's Committee Nguyen Duc Trung requested the sector to pay attention to mobilizing resources to invest in agricultural infrastructure, such as: irrigation infrastructure, aquaculture infrastructure, forestry infrastructure, clean water and environmental sanitation infrastructure and overcoming the consequences of natural disasters; implementing public investment capital and 3 National Target Programs with the highest efficiency; strengthening the direction of important projects.
The sector also needs to continue to focus on seriously and effectively implementing natural disaster prevention and control and search and rescue work, ensuring maximum safety for people's lives and property. Strengthen policy communication and digital transformation in the fields of the agricultural sector.
In addition, the industry needs to pay attention to the work of arranging and organizing the apparatus; strengthening training and attracting high-quality human resources. Pay attention to and create strong changes in administrative reform, strengthen administrative procedure reform, rectify discipline, state administrative discipline, prevent corruption and negativity.
At the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung discussed and resolved the contents of the proposals and recommendations of the Department of Agriculture and Rural Development. In particular, he requested the sectors to continue studying solutions to resolve the proposal to sign contracts for crew members working on the two Fisheries Surveillance vessels in accordance with regulations and in accordance with reality.
