Due to the influence of the tropical low pressure circulation combined with weak cold air, from last night (September 24) to this morning (September 25), the province has had moderate to heavy rain, and some places have had very heavy rain. The amount of rain measured from 7:00 p.m. on September 24 to 4:00 p.m. on September 25 at some automatic rain gauges was from 100 to 212 mm.

It is forecasted that from the night of September 25 to September 28, rainfall in common areas will range from 150-350mm/period, some places over 350mm/period; heavy rains pose a risk of flooding in low-lying areas and floods, flash floods, and landslides in mountainous areas. In addition, on the night of September 25 and September 26, the sea area of ​​Ha Tinh will have strong winds of level 6, gusting to level 7, level 8; offshore sea areas will have strong winds of level 6, gusting to level 7-8. On the night of September 26-27, the Gulf of Tonkin and the North Central Coast will have strong winds of level 6, gusting to level 7-8, rough seas; waves will be 2.0-4.0m high.

Pursuant to Official Dispatch No. 11/CD-QG dated September 24, 2023 of the National Steering Committee for Natural Disaster Prevention and Control - National Committee for Natural Disaster Response and Search and Rescue, to proactively respond to tropical depressions and heavy rains, the Chairman of the Provincial People's Committee requested directors of departments, heads of sectors and units; Chairmen of People's Committees of districts, cities and towns to focus on immediately implementing a number of tasks.

Chairmen of People's Committees of districts, cities and towns closely monitor the developments of tropical depressions and heavy rains, and direct the immediate implementation of response measures according to the "4 on-site" principle to ensure the safety of people's lives and limit damage caused by natural disasters. Review and proactively prepare forces to evacuate households in dangerous areas, areas at risk of landslides, flash floods, deeply flooded areas, isolated areas during floods, especially in low-lying areas, along rivers and streams, and along mountain slopes to ensure the safety of people's lives and property.

Proactively provide timely information, advice and guidance to people in their activities, especially when traveling during rain and floods, arrange forces to control, place prohibition signs, warning signs, and traffic instructions, especially in areas that are often deeply flooded and have strong currents. Organize inspections, reviews and implement plans to ensure safety for activities at sea and aquaculture, and ensure safety for people and property at watchtowers and rafts.

Continue to direct and implement measures to reinforce and protect dykes and dams, especially those at high risk of insecurity, arrange guards, and have plans to proactively evacuate people downstream to ensure safety in case of an incident; review and arrange forces, materials, and means to be ready to respond when an incident occurs. Instruct people to implement plans to protect agricultural production, citrus fruit trees, and aquaculture areas that are ready for harvest, especially in areas at risk of deep flooding; proactively drain buffer water to prevent flooding and protect production. Arrange forces and means in key areas to be ready to carry out rescue work and promptly overcome the consequences of natural disasters.

The Provincial Border Guard Command, the Subcommittee on Fisheries Safety at Sea, the Ha Tinh Maritime Port Authority and coastal localities closely monitor information and developments of natural disasters; organize a count of vessels operating at sea, notify owners of vehicles and captains of vessels and boats operating at sea of ​​the location, direction of movement and developments of natural disasters to proactively avoid or not move into dangerous areas. Be ready to mobilize forces and means to deploy rescue and relief work at sea when situations arise.

The Department of Agriculture and Rural Development directs Irrigation LLCs and localities to regularly inspect and operate flood drainage works to promptly prevent flooding, and implement plans to ensure the safety of reservoirs and irrigation dams. Directs and guides localities and units to implement measures to protect agricultural production and aquaculture.

The Department of Industry and Trade directs the safe operation of reservoirs and hydroelectric dams to ensure safety of works and downstream areas, and directs reservoir owners to promptly update reservoir operation information to the Provincial Steering Committee for Natural Disaster Prevention and Control and the Department of Industry and Trade.

The Department of Transport directs the implementation of plans to ensure traffic safety in areas affected by natural disasters; coordinates with the police force to proactively direct control, traffic flow to prevent congestion, ensure safety for passengers and means of transport; prepares forces, vehicles, and materials to coordinate with management units to promptly overcome consequences and restore traffic on main routes through the province.

Units: Provincial Military Command, Provincial Border Guard Command, Provincial Police are ready with forces and means to organize rescue when requested.

Investors of projects under construction in the province must urgently implement plans to ensure safety for projects, people, machinery and equipment when heavy rain occurs; pay special attention to directing the work of ensuring safety for vulnerable sea dykes or those under construction.

The Provincial Hydrometeorological Station continues to closely monitor natural disaster developments, forecast, warn, and provide information to the media and relevant agencies to promptly inform the people and serve the direction and response work.

The Provincial Radio and Television Station and Ha Tinh Newspaper regularly update information on natural disaster developments; increase broadcasting time and information transmission on mass media so that people know and take proactive measures to prevent and avoid them.

Departments and branches, according to their assigned functions and tasks, coordinate with localities to proactively direct and deploy response readiness measures; maintain forces and means ready to respond when bad situations occur.
