On the morning of March 13, Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Working Group No. 1 on inspection, urging, removing difficulties and obstacles and promoting disbursement of public investment capital, national target programs and the Socio-economic Recovery and Development Program in 2024, inspected the situation and had a working session with a number of localities and units on the progress of implementation and disbursement of public investment capital in 2024.

Regarding the project of connecting Tay Bac Ga Industrial Park with the Western Ring Road of Thanh Hoa City (from landmark A2 to landmark A4), Chairman of the Provincial People's Committee Do Minh Tuan emphasized: This is a project that plays an important role in connecting Tay Bac Ga Industrial Park with neighboring areas, creating conditions to attract investors, effectively exploit and increase the value of land funds according to the planning along the Western Ring Road of Thanh Hoa City, contributing to the development of urban areas according to the planning. However, after 7 years of implementation, the project has not yet been completed and put into use. In the face of the slow construction progress compared to the requirements, Chairman of the Provincial People's Committee Do Minh Tuan criticized Thanh Hoa City and related units in directing and implementing the project; at the same time, requested the contractor and related units to urgently focus on implementing the remaining tasks according to the approved plan.

Working with investors and localities in the areas and fields inspected by Working Group No. 1, Chairman of the Provincial People's Committee Do Minh Tuan and members of the Working Group listened to reports from units and localities clarifying the current situation and progress of investment projects, advantages and difficulties in disbursing public investment capital at units and localities. The Chairman of the Provincial People's Committee also gave specific instructions to each unit and locality in implementing assigned tasks.
According to the report, the total state budget investment plan for 2024 was allocated and assigned in detail by the Provincial People's Council and Provincial People's Committee to 8 units and investors in the areas and fields inspected by Working Group No. 1, including Quang Xuong, Yen Dinh, Hau Loc districts, Thanh Hoa city, the Provincial Military Command, the Provincial Border Guard Command, the Provincial Management Board of Investment Projects for Construction of Agricultural and Rural Development Works, the Provincial Management Board of Investment Projects for Construction of Civil and Industrial Works is 2,835.141 billion VND for 39 projects and tasks. Of which, the capital for 2024 is 2,510.943 billion VND, the capital for 2023 is allowed by the National Assembly to extend the implementation period and disbursement to 2024 is 324.198 billion VND.

As of February 29, 2024, the total disbursed capital of 8 investors and localities was 182,886 billion VND, reaching 6.5% of the capital plan assigned by the Provincial People's Council and Provincial People's Committee at the beginning of the year.
There are 3 investors and localities with disbursement rates higher than the average of the whole province, including: Provincial Border Guard Command (32%); Yen Dinh district (28.2%) and Hau Loc district (25.4%).

There are 4 investors and localities with disbursement rates lower than the average of the whole province, including: Thanh Hoa Agricultural and Rural Development Construction Investment Project Management Board (1%); Provincial Military Command (3.5%); Thanh Hoa City (1.8%) and Quang Xuong District (5.9%). There is 1 investor that has not disbursed, which is Thanh Hoa Civil and Industrial Construction Investment Project Management Board.

Based on the report content as well as through discussion, clarifying the progress of public investment disbursement of units and localities, concluding the working session, Chairman of the Provincial People's Committee Do Minh Tuan once again emphasized the role and importance of public investment activities for the socio-economic development of the province. At the same time, he requested units and localities to pay attention to strengthening the leadership and direction of Party committees and the administration of the government. This task must be done regularly, continuously, resolutely, specifically and closely. Require sectors, units and localities to do better in coordination in performing assigned tasks. Focus on overcoming all difficulties and obstacles at each level, each sector and each unit.

The Chairman of the Provincial People's Committee highly appreciated and commended the units and localities with high capital disbursement rates. At the same time, he requested investors, People's Committees of Hau Loc, Quang Xuong, Yen Dinh districts and Thanh Hoa City, based on the capital disbursement milestones in 2024 stipulated in Directive No. 01/CT-UBND, dated January 26, 2024 of the Chairman of the Provincial People's Committee, to urgently develop a detailed plan for the implementation progress and capital disbursement of projects by month, as a basis for monitoring, urging, inspecting and supervising the implementation progress and capital disbursement of projects, especially projects under the Socio-Economic Recovery and Development Program.
