The People's Committee of Thai Nguyen province has just sent a document to the People's Committees of districts and cities; departments, branches, sectors and organizations regarding the direction of the Chairman of the Provincial People's Committee Trinh Viet Hung on strengthening compliance with the law to ensure traffic order and safety for cadres, party members, civil servants and public employees.
This is also the first directive of the Chairman of the People's Committee of Thai Nguyen province after the working group of the Ministry of Public Security conducted a special inspection in Thai Nguyen city and discovered many cases of alcohol concentration violations while driving.
In the first 9 months of 2023, Thai Nguyen Provincial Traffic Police detected and handled 9,185 cases of alcohol concentration violations.
Previously, on September 19-20, a working group of the Ministry of Public Security coordinated with the Traffic Police Department (Thai Nguyen Provincial Police) to simultaneously conduct alcohol concentration checks on a number of roads and streets in Thai Nguyen City.
After 2 days of operation, the working group discovered and recorded 127 cases of violations when driving vehicles with alcohol concentration exceeding the permitted limit.
Among the violators was Lieutenant Colonel NMH, Deputy Chief of Thai Nguyen City Police, who was discovered and recorded for violating alcohol concentration at level 1 (not exceeding 0.25 mg/liter of breath) while driving a car with license plate 20A-422.XX. In addition to Mr. NMH, the list of violators of alcohol concentration in Thai Nguyen City includes a number of cases of officials and civil servants of departments and branches.
In the directive document, the Chairman of the Thai Nguyen Provincial People's Committee requested leaders and heads of units to continue to thoroughly educate 100% of cadres, party members, civil servants and public employees to strictly comply with regulations and not drive after drinking alcohol or beer. If there is a violation, all cadres, party members, civil servants and public employees must be strictly handled according to the Party's regulations and the State's laws.
In particular, the Chairman of the Thai Nguyen Provincial People's Committee requested units to publicly announce cases of alcohol concentration violations in meetings and briefings at agencies and units to set an example for cadres, party members, civil servants and public employees.
In addition, the Chairman of the Thai Nguyen Provincial People's Committee will consider and strictly handle the joint responsibility of the heads of agencies and units if there are cadres, party members, civil servants and public employees violating alcohol concentration.
In the document, the Chairman of the People's Committee of Thai Nguyen province assigned the Thai Nguyen Provincial Police to preside over, monitor and urge the implementation of the direction of the Chairman of the Provincial People's Committee at agencies, units and localities.
At the same time, Thai Nguyen Provincial Police directed the Traffic Police force to absolutely respect the law when handling traffic violations and alcohol concentration violations, "no forbidden zones, no exceptions". All cadres, party members, civil servants, public employees, officers and soldiers of the armed forces who violate traffic laws must be reported to their agencies and units for handling according to regulations.
According to statistics from the Traffic Police Department, since the beginning of the year, Thai Nguyen has detected and handled 9,185 cases of driving vehicles violating alcohol concentration.
