At the invitation of President Luong Cuong, Cambodian King Preah Bat Samdech Preah Boromneat Norodom Sihamoni arrived in Hanoi, beginning a two-day state visit to Vietnam on November 28-29.
On the afternoon of November 28, at the Presidential Palace, President Luong Cuong presided over the welcoming ceremony for King Norodom Sihamoni.
Attending the welcoming ceremony were Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; Vice Chairwoman of the National Assembly Nguyen Thi Thanh; Head of the Office of the President Le Khanh Hai; Minister of Education and Training Nguyen Kim Son; Deputy Minister of National Defense, Senior Lieutenant General Hoang Xuan Chien; Vietnamese Ambassador to Cambodia Nguyen Huy Tang; Deputy Minister of Public Security, Lieutenant General Le Van Tuyen; Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy; Assistant to the President Tong Thanh Tri; Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen; and Ambassadors and Chargé d'Affaires of ASEAN countries in Vietnam.
A large number of people, Veterans Association, youth and children of the capital stood along both sides of the road leading to the Presidential Palace, waving Vietnamese and Cambodian flags to welcome King Norodom Sihamoni and the Cambodian high-ranking delegation.
During his 20-year reign, King Norodom Sihamoni made three visits to Vietnam in 2006, 2012 and 2018.
This is the King's fourth visit to Vietnam, a testament to the warm, close, and united friendship between King Norodom Sihamoni personally, the leaders and people of Cambodia and the leaders and people of Vietnam.
The motorcade escorting King Norodom Sihamoni entered the Presidential Palace. President Luong Cuong was present on the red carpet to warmly welcome King Norodom Sihamoni, who led a high-ranking Cambodian delegation on a state visit to Vietnam. Children came forward to present the King with a bouquet of fresh flowers.
Amidst the welcoming music, President Luong Cuong invited King Norodom Sihamoni to step up to the podium.
After listening to the national anthems of the two countries, President Luong Cuong and King Norodom Sihamoni stepped forward to salute the military flag and inspect the Guard of Honor of the Vietnam People's Army. Next, the two leaders introduced the high-ranking delegations of the two countries attending the welcoming ceremony.
On June 24, 1967, Vietnam and Cambodia officially established diplomatic relations. Since then, the friendly relationship between the two countries has been continuously nurtured and developed over time.
In 2005, the two countries' senior leaders agreed to set a new motto for developing bilateral relations: "Good neighbors, traditional friendship, comprehensive cooperation, long-term sustainability." With that orientation, the relationship between the two countries has been continuously strengthened and developed in all fields.
This visit by King Norodom Sihamoni was made right after the State visit to Cambodia by President To Lam, now General Secretary, in July 2024 and then the official visit to Cambodia by National Assembly Chairman Tran Thanh Man from November 21-24, showing that high-level contacts between the two countries are conducted regularly and continuously to strengthen solidarity, trust, mutual understanding, and bring bilateral cooperation to increasingly deeper, more substantive and effective levels.
Along with that, cooperation in the field of security and defense between the two countries has increasingly deepened, becoming a solid pillar of cooperation, contributing significantly to maintaining stability, security, politics and society in each country.
Important bilateral cooperation mechanisms such as the Joint Committee on Economic, Cultural, Scientific and Technical Cooperation; Conference on Cooperation and Development of Border Provinces... are held regularly and continue to be effective.
In addition, the two countries also have multilateral cooperation mechanisms in which both sides participate, and closely coordinate with each other at international, regional and sub-regional forums, especially the United Nations and ASEAN..., contributing to enhancing the prestige and position of each country in the region and the world.
On the basis of good political relations, the two sides have proactively and actively promoted bilateral cooperation in practical and effective ways. Two-way trade turnover between Vietnam and Cambodia has made remarkable progress, growing by an average of more than 20% in the 2015-2022 period and exceeding 10 billion USD in 2022.
In the 10 months of 2024, two-way trade turnover reached 8.35 billion USD. The two countries set a target of reaching 20 billion USD in bilateral trade turnover in the near future.
In terms of investment, Vietnam continues to lead ASEAN and is in the top 5 countries with the largest direct investment in Cambodia with 205 valid investment projects with a total registered capital of 2.94 billion USD. In the opposite direction, Cambodia has 38 investment projects with a total registered capital of 76.8 million USD in Vietnam.
Along with that, the two countries have always paid attention to promoting cooperation in the fields of education, transportation, culture-society, tourism, science-technology. The cooperation between ministries, National Assembly, and mass organizations of the two countries has increasingly deepened.
On the basis of good relations, the State visit to Vietnam by King Norodom Sihamoni is an important event, contributing to deepening the Vietnam-Cambodia relationship under the motto "Good neighbors, traditional friendship, comprehensive cooperation, long-term sustainability."
After the welcoming ceremony, President Luong Cuong met with King Norodom Sihamoni to evaluate the results of cooperation between the two countries in recent times and propose directions for future cooperation.
