On the afternoon of August 15, the monitoring delegation of the Standing Committee of the Ho Chi Minh City People's Council supervised the establishment, separation, merger, and renaming of neighborhoods (rearrangement of neighborhoods) in Tan Phu District. Comrade Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairwoman of the Ho Chi Minh City People's Council, head of the monitoring delegation, chaired the meeting.

Proposing the Ho Chi Minh City People's Committee to honor 2,708 people

Acting Chairwoman of Tan Phu District People's Committee Trinh Thi Mai Trinh said that before the reorganization, Tan Phu District had 68 neighborhoods, 1,168 residential groups with 2,880 part-time workers. After the reorganization, Tan Phu District has 237 neighborhoods, 2,105 part-time workers (a decrease of 775 people).

The Acting Chairman of Tan Phu District People's Committee assessed that the work of arranging residential areas in the district was favorable, ensuring the time according to the plan. The Party cell committee, the head of the residential area, the front work committee and socio-political organizations, and mass associations in the residential area quickly approached and grasped the work, effectively carried out the local political tasks, promoted democracy at the grassroots level, and maintained the role of a bridge between the Party, the government and the people.

Along with that, timely orientation and resolution of people's reflections and recommendations according to the law are quick and effective. However, Tan Phu district also faces common difficulties such as arranging headquarters and operating personnel for new neighborhoods.

Tan Phu District People's Committee proposed that Ho Chi Minh City People's Committee honor 2,708 people participating in activities in neighborhoods and residential groups. Of which, 2 people were proposed to receive State-level certificates of merit; 79 people were awarded certificates of merit from Ho Chi Minh City People's Committee; 81 people were awarded Ho Chi Minh City badges; 1,053 people were awarded certificates of merit from District People's Committee; 1,574 people were awarded certificates of merit from Ward People's Committee, specific figures.

At the monitoring session, delegates discussed difficulties and problems, as well as proposed solutions and good practices in neighborhood arrangement work.

According to delegate Cao Thanh Binh, Head of the Culture and Society Committee of the Ho Chi Minh City People's Council, Tan Phu district needs to pay attention to digital transformation to support the neighborhood in updating information, monitoring and providing timely instructions. In addition, the delegate suggested that Tan Phu district pay attention to professional training and timely instructions so that the neighborhood management board can operate more effectively.

Vice Chairman of the Ho Chi Minh City People's Council Huynh Thanh Nhan suggested that Tan Phu district and wards pay attention to improving personnel and applying information technology to support neighborhoods in performing their work. At the same time, review the personnel of neighborhood leaders to ensure they are qualified, healthy, and experienced enough to undertake the task and elect neighborhood leaders in October.

Concluding the monitoring session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le acknowledged the efforts of Tan Phu district in leading and directing the implementation of neighborhood arrangement.

Comrade Nguyen Thi Le assessed that Tan Phu district has done a good job in preparing to honor, show gratitude, and reward people participating in activities in neighborhoods and residential groups. She suggested that Tan Phu district review and propose appropriate rewards for individuals with outstanding achievements and special contributions to the locality, to be discussed at the conference summarizing the work of arranging neighborhoods and hamlets organized by the Ho Chi Minh City People's Committee in the coming time. Comrade Nguyen Thi Le suggested that the locality carefully review, give appropriate rewards, and show gratitude in a timely manner to the contributions of each individual participating in neighborhoods and residential groups.

In the coming time, the Chairman of the People's Council of Ho Chi Minh City requested Tan Phu district to soon complete the personnel, arrange the organization of non-professional activists in the neighborhood and those directly participating in activities in the neighborhood.

In particular, it is necessary to consider and arrange personnel to take on the positions of deputy branch leaders, in order to help the branch leaders complete their work contents. In particular, it is necessary to have directions and solutions for the arrangement structure to account for 30% of non-professional workers in the neighborhoods and those who work directly in the neighborhoods are women.

At the same time, the Department of Home Affairs of Ho Chi Minh City is requested to study the establishment of a coordination regulation between the 5 positions of non-professional people working in the neighborhood. In which, the tasks and contents of the work should be assigned to each other, so that the activities between the positions are convenient and effective.

Currently, Tan Phu district has only completed 77/237 security and order protection teams, with 188 members, still lacking 537 members. Assessing this as an important force in ensuring security and order at the grassroots level, comrade Nguyen Thi Le requested the People's Committee of Tan Phu district to have a plan to mobilize, propagate, and recruit enough personnel for the teams. In particular, it is important to propagate to the people about the level of support, compensation and expenditure for security and order protection forces at the grassroots level, thereby attracting people to participate, especially young people.

Comrade Nguyen Thi Le acknowledged the difficulties in the headquarters of the neighborhoods, as well as proposed to develop regulations on the operation of the neighborhoods with provisions on coordination between the neighborhoods and the apartment building management board... The monitoring team will synthesize these recommendations to propose in the monitoring results report and discuss with the Ho Chi Minh City People's Committee the contents under the city's authority to resolve in the coming time.
