On November 19, the Investigation Police Agency of Quang Nam Province Police announced that it had just issued a decision to prosecute the case, prosecute the accused, and issue a temporary detention order against Phan Thi Le Thuy (born in 1989, residing in Dai Dong village, Tam Loc commune, Phu Ninh district, Quang Nam province) for fraud and property appropriation.
According to the investigation results, from August 2023, Thuy and another subject started organizing online savings and credit associations through the messenger application for many people in the province to participate with various terms and different contribution amounts.

By around July 2024, after the number of people participating in the hui increased, Thuy had the idea of appropriating money from the hui chains he organized. Thuy began to set up online hui chains with short terms, high contribution amounts and high profit levels to attract players.
Taking advantage of the fact that online hui players did not know each other, this "monster" created fake accounts and borrowed accounts from her relatives and friends. Then, Thuy pretended to be a real hui player and participated in most of the hui chains she organized, auctioned high amounts and collected hui money in most of the first hui periods.
At the end of September 2024, Thuy stopped all the hui chains she organized to appropriate the withdrawn hui money. Initial investigation results determined that, by the above tricks, Phan Thi Le Thuy appropriated hui money from more than 40 victims with a total amount of over 3.5 billion VND.
