Telegrams sent to the Ministers of the Ministries of Agriculture and Rural Development, Natural Resources and Environment, Construction, Information and Communications and the Chairmen of the People's Committees of the provinces and cities: Tien Giang, Ben Tre, Tra Vinh, Soc Trang, Bac Lieu, Ca Mau, Kien Giang, Can Tho, Hau Giang, Vinh Long, Long An, Dong Thap, An Giang and Ho Chi Minh City.
The dispatch stated: According to the National Center for Hydro-Meteorological Forecasting, in the past week, salinity intrusion in the Mekong Delta and Ho Chi Minh City tended to increase according to the high tide period, the salinity boundary at the mouths of the Mekong River is from 38 - 48km, the Vam Co River is from 45 - 52km, the Cai Lon River is from 35 - 40km (lower than the same period in 2024 from 03 - 08km; lower than the same period in 2016 and 2020 from 25 - 44km); in Ho Chi Minh City, salinity intrusion is lower than the same period in 2024 and the average of many years. It is forecasted that saline intrusion in the Mekong Delta and Ho Chi Minh City will continue to increase from February to April 2025, at a level higher than the average of many years, approximately equal to and lower than 2024, lower than 2016 and 2020. During the peak period of saline intrusion, there is a possibility of local freshwater shortages, especially in coastal areas, deep saline intrusion into river mouths can affect people's lives and production and business activities.
To proactively respond to and limit the negative impacts of peak saltwater intrusion in the coming time in localities in the Mekong Delta and Ho Chi Minh City, the Prime Minister requested:
Ministers of the Ministries of Agriculture and Rural Development, Natural Resources and Environment, Construction, Chairmen of People's Committees of provinces and centrally-run cities in the Mekong Delta region and Ho Chi Minh City continue to direct the serious and effective implementation of Official Dispatch No. 128/CD-TTg, dated December 8, 2024 of the Prime Minister on proactively preventing and combating drought, water shortage, and saltwater intrusion.
The Minister of Natural Resources and Environment continues to direct close monitoring of developments, providing complete and timely information on the situation, hydrological forecasts, water resources, risks of drought, water shortage, and saltwater intrusion in the Mekong Delta and Ho Chi Minh City to the media, functional agencies, and local authorities to provide accurate information, promptly direct the implementation of appropriate and effective response measures, and avoid being passive or surprised.
The Minister of Agriculture and Rural Development assigned the Ministry's leaders to directly monitor, direct, inspect, and urge localities, especially the coastal areas of the Mekong Delta, to deploy measures to respond to saltwater intrusion in accordance with the reality of each region, limiting the impact on agricultural production.
The Chairmen of the People's Committees of the above-mentioned provinces and centrally-run cities, especially the coastal areas of the Mekong Delta and Ho Chi Minh City, shall closely monitor developments and forecasts of hydrometeorology, water resources, and saltwater intrusion to proactively deploy specific response measures under the direction of the Ministry of Agriculture and Rural Development and in accordance with the actual situation in the locality, focusing on implementing plans to ensure water supply for people and production and business activities, absolutely not allowing people to lack water for daily life, medical facilities, and educational facilities to lack fresh water.
The Minister of Information and Communications, the General Director of Vietnam Television, the General Director of Voice of Vietnam and the General Director of Vietnam News Agency shall direct the updating of information, timely and accurate reporting on the situation of saltwater intrusion, local shortage of fresh water (if any) and especially the direction, tasks and response solutions of competent agencies so that people know and proactively deploy appropriate responses.
Assign Deputy Prime Minister Tran Hong Ha to directly direct relevant ministries, branches and localities to seriously implement this telegram and continue to direct the implementation of saltwater intrusion response work appropriate to the situation.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
