"Proactively identify and prevent acts that cause loss and waste"

Speaking with Dan Tri reporter, Major General Hoang Anh Tuyen, Deputy Chief of Office, Spokesperson of the Ministry of Public Security, informed about the outstanding results of the Ministry of Public Security in 2024 and the direction and tasks of the industry in 2025.

Besides, according to Major General Tuyen, the Ministry of Public Security is also a pioneer in the process of National Digital Transformation, while also doing a good job of advising the Party and State on protecting national security and ensuring social order and safety.

As of October 14, the investigation agencies of the People's Public Security have investigated nearly 6,800 cases, nearly 12,000 defendants for economic crimes, corruption, and negativity; prosecuted nearly 3,500 new cases, more than 7,300 defendants, including major cases that are receiving special attention from the public, such as the Phuc Son Group and Thuan An Group cases...

"It can be said that the investigation and handling of economic and corruption cases in 2024 has been promoted, with many important results," said the Spokesperson of the Ministry of Public Security.

In addition, Mr. Tuyen also said that in 2024, the police force proactively identified and detected risks of loss and waste of State and people's resources in many fields.

"The force's investigation agencies have prosecuted and investigated a number of cases causing loss and waste in the management of land resources, minerals, and construction investment... typically the case of loss and waste of mineral resources occurring at Hung Thinh Company; the case of the Ban Mong Reservoir project (Nghe An) being behind schedule, causing waste of the budget," shared the Deputy Chief of Office of the Ministry of Public Security.

Mr. Tuyen said that through investigating the cases, the Ministry of Public Security has advised the Politburo and the Central Steering Committee on preventing and combating corruption, waste, and negative leadership, and directed the handling of cases to ensure objectivity, comprehensiveness, and humanity.

According to him, the Ministry of Public Security has consulted on solutions to handle assets and evidence during the investigation and prosecution process, in order to avoid loss and waste of assets and resources of the country, individuals and businesses, while protecting the rights and legitimate interests of related organizations and individuals.

At the same time, he also said that the Ministry of Public Security has also proposed important and strategic solutions, contributing to improving the effectiveness of State management, limiting loss and waste, and saving resources for national development.

Talking about solutions in the coming time to contribute to preventing and repelling crimes and violations of the law on corruption, waste and negativity, Major General Hoang Anh Tuyen emphasized that the fight against corruption and negativity continues to be one of the top priority tasks.

Along with that, according to him, the work of fighting against waste will also receive special attention from the Ministry of Public Security.

"To effectively carry out this task, the Ministry of Public Security will continue to advise on institutional improvement, promote administrative reform, and focus on investigating and clarifying corruption and negative cases according to assigned functions and tasks," he said.

According to him, the Ministry will also direct the police of units and localities to strengthen the synchronous implementation of measures to identify acts that cause loss and waste of State and people's assets and resources, thereby advising, proposing and recommending to correct and overcome loopholes and shortcomings that cause loss and waste.

"The Ministry of Public Security will focus on verifying cases with signs of law violations, investigating to clarify the nature, promptly preventing cases and incidents that cause loss and waste, and thoroughly recovering assets for the State," he emphasized.

Regarding the law-making work in 2024, Major General Hoang Anh Tuyen said that during the year, the Ministry of Public Security has consulted, proposed, and developed many new law projects, notably the Law on Traffic Order and Safety, which was passed by the National Assembly and took effect from January 1.

According to Major General Hoang Anh Tuyen, the development and promulgation of the Law on Road Traffic Order and Safety with the highest goal of ensuring the safety of life and health for road traffic participants has contributed to strengthening and consolidating the legal basis for ensuring road traffic order and safety and building an orderly, disciplined, safe and healthy society.

He said that immediately after the 15th National Assembly passed the Law at its 7th Session, the Ministry of Public Security prepared the implementation of the Law in a very proactive and urgent manner and in close coordination with relevant ministries and branches.

Specifically, the Deputy Chief of Office said that within just 5 months after the Law was passed by the National Assembly, the Ministry of Public Security advised the Government to issue 1 decree, 1 implementation plan, 1 decision on the list and assigned the agency to preside over the drafting of documents detailing the implementation of the Law; at the same time, it developed and issued 15 circulars to implement the Law under its authority, ensuring that the documents take effect on January 1.

Along with the development of legal documents, information and communication work is also being promoted, according to Mr. Tuyen.

Mr. Tuyen shared that the Ministry of Public Security has organized 4 intensive training courses on the Law and documents detailing a number of articles of the Law for more than 1,600 traffic police officers and soldiers; directed the dissemination and popularization of the Law and documents detailing a number of articles of the Law on the Ministry of Public Security's electronic information portal and the press system.

In addition, according to Mr. Tuyen, the Ministry of Public Security has prepared conditions in terms of human resources, funding, and means to implement the Law and documents guiding the implementation of the Law, especially the conditions to implement a number of new regulations, such as: Regulations on points and deductions of points for driving licenses; receiving information on journey monitoring devices from relevant units of the Ministry of Transport to carry out state management of means of transport business; protecting children and vulnerable people participating in road traffic...

"It can be affirmed that the work of preparing conditions for implementing the Law on Road Traffic Order and Safety by the Ministry of Public Security has been carried out in accordance with the Government's direction, ensuring the most favorable conditions when the Law comes into effect and comes into life," said the Spokesperson of the Ministry of Public Security.

Major General Hoang Anh Tuyen also said that in 2024, another Law will also take effect from July, which is the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, along with the launch and operation of a new force.

According to Mr. Tuyen, the force participating in protecting security and order at the grassroots level is one of the mass forces arranged at the grassroots level as the core to support the commune-level police and the People's Committees at the same level in protecting security and order and building a movement for the entire people to protect national security.

"After nearly half a year of operation, overcoming initial difficulties, the force participating in protecting security and order at the grassroots level has promoted a sense of responsibility, "being an extended arm" of the People's Public Security force, contributing better to protecting the peaceful and happy life of the people right from the locality and grassroots level," Major General Tuyen shared.

According to the Major General, although it has only been operating for less than half a year, this force has brought positive signals, such as providing more than 50,000 reports related to security and order, social evils, domestic violence; supporting the police force to resolve nearly 33,000 cases; participating in more than 1.2 million patrols, detecting more than 27,000 violations related to security and order...

In particular, during the recent Yagi storm, the security and order protection force coordinated with the local police to propagate and mobilize tens of thousands of elderly people and households with fragile houses to move to safe storm shelters; patrolled to ensure security and order, and cleaned up the environment after the storm...

"From July until now, in the process of carrying out the mission, 4 heroic officers have sacrificed, 43 people have been injured; more than 1,600 members, 144 Security and Order Protection Teams have been commended at all levels.

The efforts, attempts, sacrifices, results and achievements of the forces participating in protecting security and order at the grassroots level have contributed to maintaining security and order, effectively serving the task of local socio-economic development," said Major General Hoang Anh Tuyen.

Regarding digital transformation, Major General Hoang Anh Tuyen said that the Ministry of Public Security is a pioneer in implementing many administrative reform solutions, aiming to best serve people and businesses, including the first implementation of the public service of first-time vehicle registration at the full level.

According to the Spokesperson of the Ministry of Public Security, the field of vehicle registration is identified by the Ministry as one of the urgent fields for people with the number of records always accounting for a high percentage.

Therefore, he said, the Ministry of Public Security has focused resources and means, proactively coordinated with relevant ministries and branches to build infrastructure, complete software, connect... to implement the first-time vehicle registration process for domestically manufactured and assembled vehicles for Vietnamese citizens from the beginning of August.

"The implementation process has overcome many previous backlogs, contributing to reducing inconvenience for people when they do not have to bring their vehicles to the vehicle registration office for actual inspection; procedures are quicker, saving more time; reducing travel costs, which is highly appreciated by the people and society," he said.

The Deputy Chief of the Information Office informed that the Ministry of Public Security is directing relevant units to research and will soon deploy an online public service for first-time vehicle registration for imported vehicles to serve the people better and more fully.

Talking about the results of administrative reform in 2024, Major General Hoang Anh Tuyen said that the Ministry of Public Security has promoted the provision of online public services throughout the process, with 133/225 services, implemented in many fields.

According to statistics in the first 11 months of 2024, the Ministry of Public Security's Public Service Portal received more than 66.1 million online records, reaching a rate of 98.28%. Particularly for the public service of first-time vehicle registration at the full level, after more than 5 months of implementation, more than 160,000 vehicles have been registered.
