In response to the reflection that the construction process of Ring Road 4 in Hong Van Commune, Thuong Tin District, Hanoi used waste and garbage to build the roadbed, the project investor has spoken out.
Suspected project using construction waste and garbage
These days, the Ring Road 4 project in Hong Van commune, Thuong Tin district, Hanoi has completed the embankment process and the contractor is carrying out the leveling and compacting of the roadbed.
However, along both sides of Ring Road 4, there are many bricks, stones, broken cement blocks... On the road section that has been paved, there are some landslides, forming frog jaws and exposing the waste and garbage inside.

Mr. Mai Van Ngan, Vice Chairman of the People's Committee of Hong Van Commune, said that the locality has a Ring Road 4 project passing through. During the construction period, many heavy trucks carrying materials entered the residential road, affecting the lives of the people.
"People had to build a fence but that unit broke the fence to leave," Mr. Ngan said.

Mr. Ngan also said that observing the Ring Road 4 project under construction through the area, he saw the use of waste and garbage.
"After the storm caused landslides, the unfinished part of the Ring Road 4 project was exposed for using construction waste. The road inside also had a lot of trash," said Mr. Ngan.
What do investors say?
Speaking to reporters, Mr. Le Tuan Tu, Deputy Head of Project 2, Hanoi Traffic Construction Investment Project Management Board, said that after receiving feedback on the suspicion of the project using waste and garbage to construct the Ring Road 4 project - Capital region, the leaders of the Ministry of Construction directed the authorities to inspect the project implementation area.
"It is not the contractor who uses waste and garbage to construct the roadbed. Currently, the ground for the Ring Road 4 project in Hong Van commune (Thuong Tin district) is weak. Therefore, the contractor must use about 7,200m3 of on-site materials for loading.
This loading material includes unsuitable materials such as soil, rock, cement, broken bricks and tiles, etc., which are used during the site clearance process. The purpose is to load the project. After about 6 months, when the ground is stable, the construction unit will remove the loading layer to construct the road structure.
Explaining further about the loading, Mr. Tu said that after filling the roadbed with sand, the contractor will use the surrounding land to load the top.
"This is a construction method that was carried out in accordance with regulations. The unit also admitted that it did not promptly remind the contractor to remove some impurities before loading the materials," said Mr. Tu.
A representative of Song Hong Joint Stock Company, the contractor implementing the Ring Road 4 project in Hong Van commune, said that after receiving feedback, the authorities established a team to inspect the project's construction process and found no violations.
"The loading materials contain many materials such as garbage, rocks... because in the past, some households in this area demolished construction works and there was garbage in some areas. Using excavators cannot pick up all the unsuitable materials, which can easily cause misunderstandings about using garbage for construction," said the Commander of the Ring Road 4 project of Song Hong Joint Stock Company.
The Ring Road 4 - Hanoi Capital Region project is about 113km long. Of which, 103.82km is the main route and 9.7km is the expressway section. The section in Hanoi is 57.52km long, Hung Yen is 19.3km long and Bac Ninh is 35.7km long.
The project started construction on June 25, 2023, the section through Hanoi passes through 7 districts: Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, Thuong Tin and Ha Dong.
