Comment on some economic development programs and plans

On October 23, under the chairmanship of Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee continued the working program of the regular meeting in October 2024. Delegates attending the meeting focused on discussing and giving opinions on a number of programs and plans to promote socio-economic development of the province.

Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

At the meeting, delegates discussed and gave their opinions on the issuance of the Decision to abolish Decision No. 22/2023/QD-UBND dated June 19, 2023 of the Thanh Hoa Provincial People's Committee promulgating regulations on auctioning land use rights to allocate land with land use fees or lease land in the province. This content was drafted by the Department of Justice and reported at the meeting.

According to Director of the Department of Justice Bui Dinh Son, through reviewing legal documents related to Decision No. 22/2023/QD-UBND, it is shown that Decision No. 22/2023/QD-UBND has many contents that are no longer suitable, contradictory, and overlapping with the 2024 Land Law, the 2016 Law on Property Auction (amended and supplemented in 2024) and documents guiding its implementation.

Most of the contents in Decision No. 22/2023/QD-UBND have been specifically regulated in the 2024 Land Law, the Law on Property Auction and implementing documents.

Therefore, the abolition of Decision No. 22/2023/QD-UBND dated June 19, 2023 of the People's Committee of Thanh Hoa province promulgating regulations on auction of land use rights to allocate land with land use fees or lease land in the province is in accordance with practical requirements.

Based on the review, report, and proposal of the Department of Justice as well as the comments of the delegates at the meeting, Chairman of the Provincial People's Committee Do Minh Tuan agreed to abolish Decision No. 22/2023/QD-UBND dated June 19, 2023 of the Thanh Hoa Provincial People's Committee promulgating regulations on auction of land use rights to allocate land with land use fees or lease land in the province.

Before issuing the Decision on abolition, the Chairman of the Provincial People's Committee requested the Department of Justice to continue to seek comments from districts, towns and cities as a basis for completing documents and procedures according to regulations.

Chairman of the Provincial People's Committee Do Minh Tuan delivered a concluding speech on the content of the abolition of Decision No. 22/2023/QD-UBND.

Next, the delegates discussed and gave opinions on the detailed allocation plan for the 2024 public investment plan of Thanh Hoa province from increased revenue and savings in provincial budget expenditures (phase 3).

Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi spoke at the meeting.

Concluding this content, Chairman of the Provincial People's Committee Do Minh Tuan agreed with the report and proposal of the Department of Planning and Investment. At the same time, he emphasized: The province has planned the first phase of public investment in 2025, so when the Government announces capital allocation, the Department of Planning and Investment needs to review the contents and plans as required to report to the Provincial People's Council. The spirit is to focus on prioritizing key projects of the province, focusing on investment in transport infrastructure, digital transformation; cultural, medical and educational works.

Director of the Department of Planning and Investment Le Minh Nghia presented the Proposal on adjusting the 2023 capital plan to extend disbursement to 2024 as proposed by the Thanh Hoa City People's Committee.

Director of the Department of Home Affairs Tran Quoc Huy reported on the 2025 staffing plan.

At the meeting, delegates also discussed and gave their opinions on the Submission on adjusting the 2023 capital plan to extend the disbursement to 2024 as proposed by the Thanh Hoa City People's Committee, drafted by the Department of Planning and Investment; Report on the implementation of administrative civil servant payroll, career payroll in 2024 and the payroll assignment plan for 2025 of Thanh Hoa province, drafted by the Department of Home Affairs and reported at the meeting; Report on the settlement of state budget revenue in the area - local budget expenditure of Thanh Hoa province in 2023, drafted by the Department of Finance.

Concluding this content, Chairman of the Provincial People's Committee Do Minh Tuan agreed with the proposal of the Department of Planning and Investment, Department of Home Affairs and Department of Finance.

Regarding the plan for staffing in 2025, the Chairman of the Provincial People's Committee requested the Department of Home Affairs to clarify the principles for implementing the 2025 staffing plan; ensuring that by 2026, a 5% reduction in staffing of cadres and civil servants and an 8% reduction in staffing of public employees in the Party, Fatherland Front, mass organizations and the government of Thanh Hoa province will be implemented.

The meeting also gave opinions on the Draft Report on the assessment of the implementation of the socio-economic development plan, ensuring national defense and security for the period 2021-2025 and the plan for the period 2026-2030; proposed key programs and breakthroughs in the period 2026-2030. This content was drafted by the Department of Planning and Investment.

Concluding this content, Chairman of the Provincial People's Committee Do Minh Tuan suggested many important contents related to the title, layout, and content of the report and requested the Department of Planning and Investment to coordinate with relevant units to supplement and complete the report as required.
