Waiting for procedures to be cleared for the transmission grid at the world's most efficient gas-fired power project

The power transmission grid projects are 500kV connecting lines, which are one of the key projects racing against time to keep up with the connection and grid connection progress of Nhon Trach 3 and 4 gas-fired power projects.

The road to the last anchorage of the 500kV Nhon Trach 4 Power Plant - Phu My - Nha Be turnoff has only one single road crossing the creek by canoe, taking about 30 minutes in both directions.

Construction implementation

According to Tuoi Tre Online , under the scorching sun, nearly a dozen workers are concentrating on pulling wires to complete the project, in order to meet the grid connection schedule of the Nhon Trach 3 and Nhon Trach 4 thermal power projects.

Mr. Bui Quang Thanh - Deputy Director of the Southern Power Project Management Board - said that based on the decision on investment policy for Nhon Trach 3 and Nhon Trach 4 Power Plant projects, the National Power Transmission Corporation (EVNNPT) is investing in 4 power grid projects to synchronize and release capacity for these plants.

Including 500kV line Nhon Trach 4 Power Plant - Phu My branch - Nha Be, 220kV line Nhon Trach 3 Power Plant - Long Thanh 220kV substation Nhon Trach Industrial Park and connection, 220kV line Nhon Trach 3 Power Plant - My Xuan branch - Cat Lai.

Mr. Thanh emphasized that these are key projects, playing an important role in releasing capacity for Nhon Trach 3 and Nhon Trach 4 power plants.

The project helps strengthen grid connectivity, transmit power to serve socio -economic development, contribute to ensuring energy security and increase local budget revenue.

However, although the project has been implemented, it has encountered many difficulties, especially in approving investment policies and planning.

According to Mr. Thanh, because this project is not included in the urban planning of Nhon Trach district approved by the Prime Minister in 2016, there is no legal basis to carry out site clearance.

Waiting for procedural and planning problems to be resolved

By August 2024, the Prime Minister will issue the adjusted urban planning of Nhon Trach district. Therefore, up to now, although the power line is about to be energized, there is still no compensation plan, affecting the handover of the site and the project progress.

Up to now, although the province has had a resolution on the list of land acquisition and rice land conversion, the People's Committee of Nhon Trach district has submitted to the Provincial People's Committee projects that need to acquire and convert rice land, but Mr. Thanh hopes that these steps need to be done in parallel to keep up with the progress...

Meanwhile, according to the representative of the investor of Nhon Trach 3 and 4 Thermal Power Plants, Nhon Trach 3 Plant is expected to have its first fire at the end of December 2024 and be handed over to the investor in June 2025. The first fire of Nhon Trach 4 Plant is scheduled for April 2025 and handover in September 2025.

Therefore, accelerating the progress of the transmission grid project plays a very important role in order to put the project into operation in time, and hand over on schedule for the first project using liquefied natural gas (LNG) fuel in Vietnam.

Lack of large power projects put into operation

Nhon Trach 3 and 4 thermal power plants, invested by Vietnam Oil and Gas Power Corporation (PV Power), have a total investment of 1.4 billion USD, and a total capacity of 1,624 MW. After completion, the project can provide 9-12 billion kWh of electricity per year.

According to the investor, this is also one of the few power projects with the highest capacity turbine (over 500MW) and the highest gas efficiency (64% - the highest in Vietnam) in the world today.

The operation of Nhon Trach 3 and 4 Thermal Power Plants is of great significance as in recent years, no large power plants have been put into operation, causing the risk of power shortages in the near future.

Therefore, in the face of the current situation that power grid projects to release capacity for the factory have not changed and have not handed over the site in October 2024 as committed, Minister of Industry and Trade Nguyen Hong Dien requested the People's Committee of Dong Nai province to promptly approve and issue regulations and procedures on land use, compensation and site clearance to meet the project's progress...

Speaking to Tuoi Tre Online , Mr. Nguyen Huu Thanh - Vice Chairman of Nhon Trach District People's Committee - said that the compensation work is being carried out according to regulations and is starting. However, because they are waiting for the province's additional land recovery plan to be issued, the district will then hold a meeting with the people and announce the recovery, and measure the current status for implementation. Currently, the province is directing strongly and doing the steps in parallel, it will be completed in at least the next 4-5 months.
