The inspection period is from January 1 to December 31, and may be reviewed before or after this period if necessary. The inspection period is 40 working days (excluding Sundays, holidays, and Tet) from the date of announcement of the inspection decision.
The inspection team has 11 members, including Mr. Ngo Dinh Long, Deputy Director of Department III of the Government Inspectorate, as Head of the team.
Deputy Inspector General of the Government Nguyen Van Cuong said that this is an inspection of special importance, receiving great attention from Party and State leaders and public opinion.
The purpose of the inspection is to assess compliance with the law in the implementation of the two projects; detect limitations, shortcomings, and violations (if any); clearly identify the responsibilities of relevant groups and individuals; detect shortcomings and loopholes in the law; thereby take measures to rectify, handle and propose improvements to mechanisms and policies.
The Deputy Inspector General of the Government requested the Ministry of Health, the investors of the two projects and related organizations and individuals to closely coordinate with the inspection team, especially assigning and arranging people who know the job well to work with the inspection team. Regarding documents, from this point on, proactively collect, arrange scientifically, have a specific list of all documents, and be ready to provide them to the inspection team immediately upon request. The provision of documents must not be delayed.
With the inspection team, the Deputy Inspector General noted that it is necessary to strictly comply with the provisions of the law and regulations of the Government Inspector General when conducting direct inspections. The head of the inspection team disseminated the inspection plan and assigned tasks to members with "clear people, clear work, clear requirements".
Members of the inspection team must strictly comply with the assignment of the Head of the team, promote a sense of responsibility and initiative in performing their tasks; the working method must be scientific, in accordance with the law, and must be neat and tidy, ensuring results and minimizing impacts on the normal activities of the inspected subjects.

Given the special nature of the inspection, Deputy Inspector General of the Government Nguyen Van Cuong suggested that responsibility must be enhanced, focus and prioritize the work, and that all parties need to coordinate closely with each other in an open spirit, and cooperate to complete this task well.
The Bach Mai Hospital 2 and Viet Duc Hospital 2 projects were both approved by the Ministry of Health in December 2014 with a total investment of nearly VND 10,000 billion (the State budget is VND 4,500 billion/hospital). By October 2018, the examination areas of these two hospitals were inaugurated.
However, only the examination area of Bach Mai Hospital, branch 2, was put into use from March 2019 to March 2020, then announced a temporary suspension of operations. Viet Duc Hospital, branch 2, only stopped at the ribbon cutting ceremony, never receiving patients. Since then, both hospitals have been abandoned, the facilities have seriously degraded and are typical of projects invested with state budget capital but left unused.
On October 30, 2024, concluding at the meeting of the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity, General Secretary To Lam requested to review and strictly handle major waste cases that are of public concern, in accordance with the spirit of "handling one case to alert the whole region and the whole field".
The General Secretary requested that there must be a responsible address because this is state property and people's money.
