The Civil Aviation Authority of Vietnam requires the implementation of the use of level 2 electronic identification accounts (VNeID) for passengers on domestic flights.

The Civil Aviation Authority of Vietnam (CAAV) has just sent a document to relevant units to officially deploy the use of level 2 electronic identification accounts (VNeID accounts) for passengers when checking in for flights.
Accordingly, with the consent of the Ministry of Transport, from August 2, 2023, the Civil Aviation Authority of Vietnam will officially deploy the use of level 2 electronic identification accounts for passengers on domestic flights at all airports nationwide.
The Civil Aviation Authority of Vietnam requires agencies and units to implement the use of level 2 electronic identification accounts (VNeID) for passengers on domestic flights (for Vietnamese citizens, VNeID is equivalent to a citizen identification card; for foreigners, VNeID is equivalent to a passport or international travel document).
Airport operators, airlines, and businesses providing aviation check-in and boarding services must update the above regulations in their programs, aviation security regulations, and related operational documents (if any).
In the immediate future, the VNeID account verification process will be implemented as instructed by the Civil Aviation Authority of Vietnam in Official Dispatch No. 2798/CHK-ANHK dated June 1, 2023. Units will proactively resolve difficulties and problems during the implementation process to facilitate passengers, ensure security and safety; and report to the Civil Aviation Authority of Vietnam on issues beyond their authority.
In the long term, the Civil Aviation Authority of Vietnam recommends that ACV and Van Don International Airport purchase equipment to check real/fake VNeID accounts; combine investment in a biometric authentication system; technical standards, processes, and procedures for licensing biometric authentication equipment combined with citizen identification authentication, VNeID, and identification systems according to the instructions of the Ministry of Public Security (or specialized agencies under the Ministry of Public Security); authentication systems in accordance with ICAO standards and instructions at Annex9, Doc 9303 and other ICAO standards and instructions.
The Civil Aviation Authority of Vietnam requests that airport authorities notify aviation service providers regarding check-in and boarding.
