Specifically, on June 21, Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport to receive opinions from ministries and localities and promptly implement the direction of the Government leaders on unifying the connection point between Vietnam's Ho Chi Minh City - Moc Bai expressway and Cambodia's Phnom Penh - Ba Vet expressway.
At the same time, the Ministry of Transport promptly reviewed the Road Network Planning for the 2021-2030 period, with a vision to 2050, to make appropriate adjustments and supplements (if really necessary); chaired the establishment of an interdisciplinary working group to promote the implementation of procedures related to the connection of the two above-mentioned expressways.

Tay Ninh Provincial People's Committee, Ministry of Foreign Affairs and relevant ministries and branches shall manage land border gates in accordance with the provisions of law and under the direction of the Deputy Prime Minister.
Previously, the Ho Chi Minh City People's Committee said that the City People's Committee was assigned by the Prime Minister as the competent authority to implement the investment project to build the Ho Chi Minh City - Moc Bai expressway.
The Ministry of Transport has proposed to study the connection between the Ho Chi Minh City - Moc Bai expressway and the Phnom Penh - Ba Vet expressway.
After discussing and agreeing with Tay Ninh province, the City People's Committee sent its opinion to the Ministry of Transport. In particular, the route connecting Ho Chi Minh City - Moc Bai expressway with Phnom Penh - Ba Vet expressway is outside the scope of the Ho Chi Minh City - Moc Bai expressway project, which is currently being submitted to the Prime Minister for consideration and decision on investment policy.
At the same time, it has not yet been established in related planning projects such as: Road network planning for the period 2021-2030, vision to 2050; Master plan for transport of Tay Ninh province to 2020 and vision to 2030... Therefore, the connecting route needs to be studied and added to related planning of Tay Ninh province.
Currently, traffic and trade connections between Vietnam and Cambodia at the Moc Bai/Ba Vet border gate pair are via National Highway 22 (Vietnam side) and National Highway 1 (Cambodia side).
Tay Ninh province is also preparing a master plan for the construction of the Moc Bai border gate economic zone. Therefore, it is necessary to study the section connecting the expressway through Ben Cau town to the Cay Me checkpoint area with the Phnom Penh - Ba Vet expressway.
The Ho Chi Minh City People's Committee said that the memorandum of understanding between Vietnam and the Cambodian Ministry of Transport and Public Works clearly stated: The Phnom Penh - Ba Vet expressway near the border of Cambodia and Vietnam is planned at the location next to border marker No. 164 in Thiok village, about 4km from National Highway 1 (NR1), in Prey Phdao village of Chrok Mtes commune, Ba Vet city.
However, the proposed connection point and future development plans for the construction of a new border structure are subject to further decisions and agreements by both Governments.
Thus, the new connection point in the future (connecting the two highways) as well as the plan to build new border works need to be agreed upon by the Governments of Vietnam and Cambodia.
