On March 20, the Government issued Resolution 32/NQ-CP promulgating the plan to implement Resolution No. 686/NQ-UBTVQH15 dated September 18, 2023 of the National Assembly Standing Committee on thematic supervision of the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks.
The Government requests the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to develop and submit to competent authorities for promulgation strategies and plans for the 2021-2030 period on education and training development and other relevant plans, to be completed in 2024.
Issue documents guiding the method of pricing textbooks, ensuring strict control of publishing and distribution costs to reduce textbook prices. Amend and supplement regulations on experimentation, approval and selection of textbooks.
Research and set standards for teachers of some art subjects at all levels of general education; research and pilot models of joint training of specialized subjects (foreign languages, information technology, art).
Regarding improving the effectiveness and efficiency of state management of innovation in general education programs, the Ministry of Education and Training presides over and coordinates with ministries, branches and localities to continue focusing on implementing the 2018 General Education Program according to the roadmap, ensuring progress and quality; replicating good models, good practices, advanced examples, removing obstacles, overcoming existing shortcomings and limitations.
At the end of the 2024-2025 school year, conduct a summary assessment of the implementation of innovation in general education programs and textbooks; summarize and assess the socialization of textbook compilation, on that basis report to the Government to submit to the National Assembly on the use of the state budget to compile a set of textbooks according to the provisions of Resolution No. 88/2014/QH13 of the National Assembly in 2025.
Removing the shortcomings in recruiting teachers to teach new subjects
The Government requested the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to review and propose amendments and supplements to relevant regulations to remove difficulties and inadequacies in recruiting teachers to teach new subjects according to the 2018 General Education Program.
Research and propose mechanisms and policies for teacher rotation to solve the problem of local teacher surplus and shortage.
Submit to the Prime Minister for approval the project on investment in facilities and minimum teaching equipment to ensure the implementation of the 2018 General Education Program, to be completed in 2024.
Review, evaluate and promulgate policies to support learning costs for students in areas with difficult socio-economic conditions, ethnic minority areas, remote areas, border areas and islands.
Research, review, and issue a decree to replace Decree No. 81/2021/ND-CP on the mechanism for collecting and managing tuition fees for educational institutions in the national education system.
