At the regular Government meeting in August, the Government requested the Ministry of Labor, War Invalids and Social Affairs to focus on implementing social security policies; propose increasing the minimum wage for workers and laborers, and report to competent authorities.
Previously, in early August, the National Wage Council held its first meeting to discuss adjusting the regional minimum wage in 2024.
At the end of the first meeting on the morning of August 9, the National Wage Council agreed to hold the next meetings in the fourth quarter of 2023 instead of in July and August as usual.
At the meeting, representatives of employees, employers... presented the basis and proposed level of increase in regional minimum wage in 2024. Basically, all members shared the difficulties of businesses, shared the lives of workers, laborers, and incomes that do not guarantee a minimum standard of living.
The technical department proposes a salary increase from 1/1/2024 or 1/7/2024. The proposed salary increase level follows the principle that the minimum wage is equal to or higher than the minimum living standard.

In addition, the Vietnam General Confederation of Labor - the representative body of workers - said that it is necessary to adjust wages according to the consumer price index so that workers' real income does not decrease. The union wants the minimum wage adjustment in 2024 to increase by 5-6%.
Meanwhile, business representatives suggested that the National Wage Council should not immediately decide on adjusting regional minimum wages in the above meeting. The consideration of wage increases should be delayed and should be decided based on economic and production parameters in the coming time.
The National Wage Council, established in 2013, is responsible for determining regional minimum wages and advising the Government on wage policy.
The Council meets continuously and periodically to propose to the Government to decide and announce adjustments to the regional minimum wage.
The regional minimum wage is the lowest level that businesses use to negotiate and pay wages to employees. Currently, the minimum monthly wage for employees working in businesses in region 1 is 4.68 million VND; region 2 is 4.16 million, region 3 is 3.64 million and region 4 is 3.25 million. This level has increased by 6% compared to before July 1, 2022.
