After more than 3 months of approval, Power Plan 8 still has no specific implementation plan.
These are mechanisms and plans that are highly anticipated by people and businesses because the construction and consultation process took many years.
Specifically, regarding the draft decision of the Prime Minister on piloting the direct electricity purchase and sale mechanism between renewable energy power generation units and large electricity users, on May 9, 2022, the Ministry of Industry and Trade posted it on the Electronic Information Portal to solicit public comments on the draft. By mid-July, the Prime Minister also "urged" the ministry to promptly complete and submit for promulgation the pilot mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users, in order to accelerate equitable energy transition projects and implement Vietnam's commitments at the COP26 Conference.
In fact, since 2017, the Ministry of Industry and Trade has assigned the Electricity Regulatory Authority to conduct research on the development of a direct electricity trading mechanism between renewable energy generators and electricity users. In June 2019, the Ministry of Industry and Trade organized a consultation workshop to collect opinions on the design and pilot plan for direct electricity trading for Vietnam with the participation of many international partner organizations such as: World Bank, ADB, GIZ, AfD and VEPC; investors developing renewable energy and potential customers buying renewable energy such as Sunseap; Norsk Solar, Heineken, ABB, Apple...
In August 2020, the Minister of Industry and Trade issued Decision 2093 approving the project to design a competitive retail electricity market model, from 2022 to 2024, electricity customers will participate in purchasing electricity on the spot electricity market. In April 2021, draft 2 on the pilot circular on direct electricity trading between renewable energy power generation units and electricity customers was widely consulted... Then in May 2022, there was another draft on the above mentioned direct electricity trading mechanism.
Similarly, on May 15, 2023, the Prime Minister approved Power Plan 8, 2 years behind schedule due to many amendments and adjustments to the draft. However, up to now, after more than 3 months, there is still no plan to implement this plan. At the same time, in order to gradually implement Power Plan 8, at the end of June, the Ministry of Industry and Trade also reported to the Prime Minister a draft mechanism to encourage the development of rooftop solar power installed in homes, offices, and business headquarters for self-use, not selling electricity to other organizations and individuals. This draft has so far received many objections that the draft mechanism has "eliminated" too many subjects that should be encouraged to develop rooftop solar power such as schools, hospitals, industrial parks, etc.
