Deputy Prime Minister Nguyen Hoa Binh has just signed an official dispatch to supplement and complete the plan to arrange and streamline the organizational apparatus of ministries, ministerial-level agencies, and government agencies.
One of the notable contents is that the Government Steering Committee on summarizing the implementation of Resolution No. 18 proposed adjusting a number of functions and tasks between the Ministry of Public Security and a number of related ministries and branches.
Specifically, the task of state management of drug addiction treatment and post-drug addiction treatment is transferred from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Public Security.
The task of state management of criminal records and implementation of public services of issuing criminal records certificates from the Ministry of Justice is transferred to the Ministry of Public Security.
In addition, the task of testing and granting driving licenses for road motor vehicles from the Ministry of Transport; the task of state management of network information safety and security from the Ministry of Information and Communications is proposed to be transferred to the Ministry of Public Security.
Regarding the task of state management of immigration, the Steering Committee assigned the Ministry of Public Security to take the lead in building, collecting, updating, exploiting and sharing information in the national database on immigration.
The Ministry of Public Security also takes the lead in ensuring aviation security at airports and on aircraft.
Regarding the task of ensuring national security in border areas and border gates, the Steering Committee assigned the Ministry of Public Security and the Ministry of National Defense to unify the tasks of presiding over and coordinating, and supplement Decree No. 03/2019 of the Government on coordination between the two ministries in performing the tasks of protecting national security, ensuring social order and safety, fighting and preventing crimes, and national defense tasks.
At the local level, in the dispatch sent to the provincial and municipal Party Committees directly under the Central Government; the People's Committees of the provinces and centrally run cities, the Steering Committee also proposed transferring the task of state management of drug addiction treatment and post-treatment management from the Department of Labor, War Invalids and Social Affairs to the provincial and municipal Police.
The task of state management of criminal records and implementation of public services of issuing criminal records certificates from the Department of Justice is transferred to the management of the Provincial and Municipal Police.
The task of testing and granting driving licenses for road motor vehicles is transferred from the Department of Transport to the Provincial and Municipal Police.
Establishment of the Ministry of Ethnic Minorities and Religions
According to the Government Steering Committee's plan, of the 10 ministries that will be merged into 5 ministries, 4 will keep their original names. Specifically, the Ministry of Planning and Investment will merge with the Ministry of Finance to form the Ministry of Finance; the Ministry of Labor, War Invalids and Social Affairs will merge with the Ministry of Home Affairs to form the Ministry of Home Affairs; the Ministry of Transport will merge with the Ministry of Construction to form the Ministry of Construction; the Ministry of Information and Communications will merge with the Ministry of Science and Technology to form the Ministry of Science and Technology.
The Ministry of Agriculture and Rural Development, when merged with the Ministry of Natural Resources and Environment, is expected to have a new name: the Ministry of Agriculture and Environment.
In addition, the Ministry of Culture, Sports and Tourism, after taking over the state management function of the press from the Ministry of Information and Communications, still retains the same name.
In addition, the Steering Committee also proposed to establish the Ministry of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the state management apparatus on religion from the Ministry of Home Affairs.
These proposals are based on the Politburo's opinions in Document No. 13038 dated January 10 of the Party Central Office and the conclusion of the Government Steering Committee at the meeting on January 11.
The document also stated that the Central Executive Committee will meet on January 23-24, and the National Assembly is expected to hold a session on February 12-17.
The Government Steering Committee requested ministries, ministerial-level agencies, and government agencies to complete the project on restructuring, merging, consolidating, and streamlining the internal apparatus (with a draft Decree stipulating the functions, tasks, powers, and organizational structure of their ministries and branches), and send it to the Ministry of Home Affairs before January 13.
In the process of reorganizing the apparatus, agencies need to pay attention to doing well the political, ideological, regime and policy work for cadres, ensuring the maintenance and good implementation of regular work, especially during the upcoming Lunar New Year.
