On the morning of February 28, in Hanoi, the Ministry of Public Security held a press conference to announce Decree No. 02/2025/ND-CP dated February 18, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security.

At the press conference, Major General Hoang Anh Tuyen, Deputy Chief of Office, Spokesperson of the Ministry of Public Security, said that on February 18, the Government issued Decree No. 02/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security (effective from March 1, 2025), in the direction of reducing levels and intermediate levels to streamline, strengthen, operate effectively, efficiently and effectively, thoroughly overcoming the situation of duplication and division in terms of areas and fields, causing difficulties and reducing efficiency in organizing services for people and businesses, in order to better serve the people.
According to Decree No. 02, regarding functions and tasks, the Ministry of Public Security will receive 5 groups of tasks from ministries and branches, specifically including: Receiving the task of state management of network information security from the Ministry of Information and Communications (formerly).
The Ministry of Public Security assigned the Department of Cyber Security and High-Tech Crime Prevention and Control as the unit directly responsible for state management of network information security.
The Ministry of Public Security takes over the task of state management and aviation security assurance from the Ministry of Transport (formerly).
The Ministry of Public Security assigned the Immigration Department to be the unit in charge of advising and implementing; assigned the Immigration Department of the Public Security of 17 provinces and centrally-run cities with airports to perform the task of state management and directly organize the implementation of aviation security work in the locality.
The Ministry of Public Security takes over the task of state management of drug addiction treatment and post-treatment management from the Ministry of Labor, War Invalids and Social Affairs (formerly).
The Ministry of Public Security assigns the Drug Crime Investigation Police Department to take over all state management functions on drug addiction treatment and post-rehabilitation management; assigns the Drug Crime Investigation Police Department of the Public Security of provinces and centrally-run cities to perform state management tasks on drug addiction treatment and post-rehabilitation management, and directly organizes and implements drug addiction treatment work in the locality.
The Ministry of Public Security takes over the state management task of testing and granting road motor vehicle driving licenses from the Ministry of Transport (formerly).
The Ministry of Public Security assigns the Traffic Police Department to receive and perform the corresponding tasks of the Vietnam Road Administration; the Traffic Police Department under the Public Security of provinces and centrally run cities receives and performs the corresponding tasks of the Department of Transport of provinces and centrally run cities; the commune-level police with qualified facilities perform the task of receiving applications for changing and re-issuing driving licenses to serve the people right at the grassroots level.
The Ministry of Public Security takes over the task of state management of criminal records and performs public services of issuing criminal records from the Ministry of Justice.

Specific administrative procedures for each field will be implemented immediately after the decisions of competent authorities take effect and have been announced in detail on the Ministry of Public Security's Electronic Information Portal and on the Electronic Information Portal of the Public Security of units and localities according to regulations.
In addition, the Ministry of Public Security will represent the owner of Mobifone Telecommunications Corporation.
Regarding organization, Major General Hoang Anh Tuyen said the local police apparatus is being rearranged and streamlined from 3 levels to 2 levels (provincial police and communal police).
“In this reorganization and streamlining, the organization of the People's Public Security force will continue to reduce 1 Department under the Ministry of Public Security (merging the Department of Security Industry and the Institute of Science and Technology), 7 divisions, 694 district-level police (equivalent to division level); reduce 5,916 teams under district-level police,” said the Spokesperson of the Ministry of Public Security.
The Ministry of Public Security has coordinated with the Supreme People's Procuracy and the Supreme People's Court to research, develop and issue a joint circular to comprehensively resolve issues in the coordination relationship on investigation, detention, temporary detention and execution of criminal sentences between the investigation agency and the People's Procuracy and the People's Court at the local level when there is no district-level police force.
The Ministry proactively and urgently reviews the entire system of relevant legal documents and has a plan to propose amendments and supplements to meet work requirements immediately after the reorganization, ensuring legal consistency and not creating legal gaps that disrupt the normal operations of the police force as well as agencies, organizations, businesses and individuals.
