The Government submitted to the National Assembly the national target program on drug prevention and control until 2030, chaired and managed by the Ministry of Public Security , with a total implementation capital of more than VND 22,450 billion.
On the morning of October 8, the National Assembly held a plenary session in the hall to listen to the presentation and review report on the investment policy for the national target program on drug prevention and control until 2030.
Ensure facilities and maintain treatment for at least 50,000 addicts
Presenting the Government's report, Deputy Prime Minister Le Thanh Long said that the national target program on drug prevention and control until 2030 is managed by the Ministry of Public Security.
The program will be implemented nationwide from 2025 to 2030 with a total implementation capital of more than VND 22,450 billion. Of which, the central budget capital is more than VND 17,725 billion (accounting for 78.96%); local budget capital is nearly VND 4,675 billion (accounting for 20.82%); other legally mobilized capital is expected to be VND 50 billion (accounting for 0.22%).
The specific goal of the program, according to the Deputy Prime Minister, is to reduce supply, reduce demand, and reduce harm.
The group of indicators on supply reduction is determined, the number of drug crimes detected and arrested in border areas, sea routes, air routes, and express delivery increases by over 3% annually; the number of transnational organized drug crimes detected and arrested increases by over 3%; the number of crimes taking advantage of cyberspace detected and destroyed increases by over 5%; contributing to an increase of over 3% in the number of drug crimes detected and arrested nationwide each year.
Strive to detect and destroy 100% of complex drug hotspots, drug-related hotspots, drug-related retail locations; 100% of areas of illegal cultivation of drug-containing plants discovered will be destroyed...
Regarding the group of targets on demand reduction, the Government has set a target of keeping the increase rate of drug addicts below 1% per year and the increase rate of illegal drug users below 1% per year. The rate of communes, wards and towns nationwide that are free of drugs is over 20%.
Strive for 100% of public drug rehabilitation facilities to ensure conditions on facilities and equipment according to the provisions of the Law on Drug Prevention and Control; strive for each district-level locality to have at least 1 point/unit providing voluntary drug rehabilitation services at home and in the community.
Regarding the harm reduction target group, the Government determined to ensure facilities and maintain treatment for at least 50,000 people addicted to opioids.
Over 90% of drug addicts, illegal drug users, drug rehabilitation patients, people participating in drug addiction treatment, and post-drug rehabilitation patients receive medical and psychological support and intervention...
The program is divided into 9 projects and 6 sub-projects chaired by 8 ministries and branches.
In which, the project to enhance medical response in drug prevention and control chaired by the Ministry of Health will develop a specific mechanism on expenditure content and expenditure levels in building and organizing the implementation of the model, ensuring that it is suitable to the actual situation of drug addicts and post-drug addicts in localities...
Review additional indicators to have appropriate and feasible quantity
Examining this content, Chairwoman of the Social Committee Nguyen Thuy Anh said that the Social Committee, the Ethnic Council and the Committees of the National Assembly highly agreed on the necessity of submitting to the National Assembly for consideration and promulgation a Resolution on approving the investment policy for the National Target Program on drug prevention and control until 2030.
In addition, the Standing Committee of the Social Committee believes that the program sets out many high targets that are difficult to achieve. Therefore, the Social Committee recommends that the presiding agency and relevant parties review additional targets to have appropriate and feasible numbers; review and stipulate general targets to ensure comprehensiveness, comprehensiveness, and correct nature of the target, as a basis for stipulating specific targets...
Regarding resources for program implementation, the Social Committee finds that, compared to the goals, scale, and scope of program implementation, the total planned state budget allocation is still limited, much lower than other national target programs.
However, the auditing agency also believes that, in the context of the huge demand for using the state budget for development investment in the coming time, especially for key national projects..., the resources from the state budget allocated for the program as planned are appropriate. The estimated 50 billion VND of other legally mobilized capital basically ensures feasibility.
