Reporting on a number of issues regarding the preparation for the 6th Session of the 15th National Assembly, Secretary General of the National Assembly and Head of the Office of the National Assembly Bui Van Cuong said: Implementing the direction of the National Assembly Standing Committee at the 24th session (July 2023), on July 20, 2023, the Secretary General of the National Assembly sent a request for opinions from the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the Standing Committee of the National Council, the Committees of the National Assembly, the State Audit, and the Committees under the National Assembly Standing Committee on the expected content of the 6th Session of the 15th National Assembly and received 16/17 comments from the agencies. The comments basically agreed with the expected content; at the same time, they proposed a number of specific issues.

Overview of the meeting.

Implementing the direction of the National Assembly Chairman, on August 4, 2023, the Secretary General of the National Assembly sent a document asking for opinions from the Standing Committee of the Nationalities Council and the National Assembly Committees on the expected contents that the Government proposed to add to the Program of the 6th Session and received opinions from 8/10 agencies.

Regarding the proposed content, the Government proposes to supplement the following contents to submit to the National Assembly for consideration and decision: (1) Pilot application of investment support policies in the high-tech sector; (2) Application of additional corporate income tax according to regulations against global tax base erosion; (3) Piloting a number of policy mechanisms to remove obstacles in a number of laws related to investment in construction of road traffic works; (4) Collection of fees for using state-invested expressways; (5) One law amending many laws to remove obstacles in a number of related laws to mobilize resources for production and business, serving growth; (6) Adjusting a number of contents of Resolution 53/2017/QH14 on the Feasibility Study Report of the Long Thanh International Airport Land Reclamation, Compensation, Support and Resettlement Project; (7) National Marine Space Planning; (8) Implementation of the 2023 financial plan and the expected 2024 plan of extra-budgetary financial funds managed by the Central Government; (9) A number of specific policy mechanisms applied to investment projects using increased revenue and savings from the central budget in 2022 and the use of increased revenue and savings from the central budget in 2021 allocated to the Socio-Economic Recovery and Development Program to implement the policy of supporting rent for workers with surplus; (10) National target program on the development of Vietnamese culture and people; (11) Ratification of the Agreement on the delimitation of the exclusive economic zone between Vietnam and Indonesia; (12) Ratification of the United Kingdom's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Regarding the above contents, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that up to now, the Government has only sent documents of contents (1), (2), (3) and (6), in which, contents (1), (2) and (6) have been arranged by the National Assembly Standing Committee for consideration at the September 2023 session. Currently, these contents have been arranged in the proposed agenda of the 6th Session; content (3) is being prepared by the Economic Committee for research and examination to submit to the National Assembly Standing Committee for comments at the October 2023 session, so it is proposed not to arrange it in the proposed agenda when sending for comments from National Assembly Deputies. Based on the conclusion of the National Assembly Standing Committee, if the documents are qualified, they will be submitted to the National Assembly for consideration and decision on these contents at the 6th Session.

After the September 2023 meeting, the National Assembly Standing Committee commented on most of the meeting's contents, including continuing to comment for the second time on the draft Land Law (amended) and the Social Insurance Law (amended). The contents related to socio-economics, the state budget, reports on voters' recommendations and a number of other important issues will be commented on by the National Assembly Standing Committee at the October 2023 meeting.

Due to the large volume of content presented to the National Assembly at the 6th Session with many difficult and complicated contents, in order to ensure time for National Assembly Deputies to carefully study the documents, Secretary General of the National Assembly Bui Van Cuong requested the National Assembly Standing Committee to continue to direct relevant agencies to urgently complete the contents to send to National Assembly Deputies within the prescribed time; at the same time, continue to publicize the list of relevant agencies that are late in sending documents of the Session.

The total working time of the 6th Session of the National Assembly is expected to be 25 days; opening on October 23, 2023 and closing on the morning of November 29, 2023, including arrangements for the National Assembly to work on 3 Saturdays. The National Assembly will convene at the National Assembly House.

The meeting will be held in 2 phases, specifically: Phase 1 is 20.5 days, from October 23 to the morning of November 16, 2023; Phase 2 is 4.5 days, from November 24 to the morning of November 29, 2023.
