The Government has just issued Resolution No. 38 promulgating the Government's Action Program on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.
Arrange public service units before December 31
The action program strives to achieve specific targets by 2025 to continue to reduce the national average of at least 10% of public service units compared to 2021.
The Government noted that it is necessary to ensure that public service units after the reorganization must have a suitable organizational structure and a staff structure associated with job positions.
For ministries and branches, strive to reduce the number of public service units under the management of ministries and branches by 13.5% compared to 2021, and complete the arrangement of public service units before December 31, 2024.
Ministries, branches and localities that have achieved the target of reducing at least 10% of public service units in the 2015-2021 period will continue to reorganize to ensure that by 2025, the national average will reduce at least 20% of public service units compared to 2015.
Ministries, branches and localities that have achieved the target of reducing at least 20% of public service units in the 2015-2025 period must continue to review and promote reorganization to reduce focal points and ensure the completion of the targets.
For career positions receiving salaries from the State budget, follow the staff streamlining roadmap of the Central Executive Committee and the Politburo.
Strive to have at least 20% of units with financial autonomy. For ministries and branches, strive to have over 60% of public service units under the management of ministries and branches self-insure regular expenditures or more.
By 2030, strive to have only public service units serving political tasks, serving State management and units providing basic and essential public service units. Reduce 10% of public service staff receiving salaries from the State budget compared to 2025; reduce an average of 15% of direct expenditure from the State budget for public service units compared to the period 2021 - 2025.
Do a good job of ideological work with cadres and civil servants
To achieve the set goals, the Resolution also specifically identifies tasks and implementation solutions.
In particular, promote information and propaganda work, raise awareness and responsibility of ministries, branches, localities, public service units, especially leaders and managers. At the same time, do a good job of political and ideological work for cadres, civil servants, public employees, and workers, create unity, consensus, and high determination to continue to carry out fundamental, comprehensive, and synchronous innovation of the public service unit system.
Ministries and ministerial-level agencies shall complete the promulgation of regulations on specific criteria for classification, conditions for establishment, reorganization, and dissolution of public service units by sector and field.
The Government requests ministries and ministerial-level agencies to review, amend and supplement circulars guiding job positions in public service units by industry and field. At the same time, provide guidance on the number of employees in public service units by industry and field.
Ministries, sectors and localities develop, approve and adjust civil servant job positions and civil servant structure according to professional titles under the guidance of the sector and field management ministry.
Regarding the arrangement and reorganization of public service units, the Government requires ministries, branches and localities to proactively review and arrange public service units according to goals, tasks and solutions to ensure streamlining, effective and efficient operations...
For ministries and branches, the Government requires continuing to reduce the number of focal points, striving to have only public service units serving political tasks, serving State management and units providing basic and essential public service services associated with the functions and tasks of ministries and branches.
For other public service units, ministries and branches are required to proactively develop plans to transfer them to localities or to ministries managing sectors and fields to unify management points.
