In Resolution 01 on key tasks and solutions to implement the Socio -Economic Development Plan and State Budget Estimates for 2024, the Government has important instructions related to salary reform.
Accordingly, the Government requires synchronous, comprehensive and effective implementation of salary policy reform in accordance with Resolution No. 27 of the Central Executive Committee on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises.

The Government requires the completion of the construction of job positions for cadres, civil servants and public employees in the state administrative system before March 31; and the issuance of a Decree regulating the new salary regime in May.
At the same time, the Government requires clearly defining the responsibilities of each ministry, branch, locality and head as a basis for implementing salary policy reform from July 1, 2024.
In addition, the Government directed to continue to perfect and build a streamlined apparatus that operates effectively and efficiently; further promote the work of preventing and combating corruption, negativity, waste, and group interests; and tighten administrative discipline and order.
Agencies and units resolutely reorganize their internal apparatus towards streamlining, effective and efficient operations; Complete the reorganization of district and commune-level administrative units in the third quarter of 2024 to focus on Party congresses at all levels, especially at the commune level, in early 2025.
