Strategy for comprehensive and sustainable development

Closely following the education and training development strategy, along with the mission of improving people's knowledge, training human resources, and nurturing talents, the Thanh Hoa Education and Training sector in general, each school unit in particular, together with local Party committees and authorities, have proposed many strategic solutions to comprehensively improve the quality of education and training in the province.

Identify the challenge

The results achieved in both the quality of mass education and key education have been affirming the "brand" of Thanh education in the national education system, worthy of the tradition of "Thanh Land - Land of Learning". However, objectively looking at and evaluating, the quality of Thanh Hoa education in recent years has not really made a breakthrough; there is still a difference in quality between regions in the province, especially in mountainous areas and areas with many difficulties. The results of the high school graduation exam have had a remarkable change; however, if compared with some localities with similar conditions such as Ha Tinh, Phu Tho... it can be seen that these provinces all have average scores of subjects in the high school graduation exam much higher than Thanh Hoa. Or Ninh Binh province, bordering Thanh Hoa, has always held the 3rd and 4th position nationwide in this index...

Regarding the quality of key education, although it has achieved proud results, its stability is not high. Another difficulty and challenge that directly affects the improvement of education quality is the shortage of teachers and the lack of uniformity in the structure of subject teachers. After many years of being recognized, the local education sector has implemented many solutions to overcome this, but up to now, the shortage of teachers is still a matter of "knowing, suffering, and talking about forever".

In addition to the lack of teachers, facilities and teaching equipment are also a concern for schools and the entire education sector. Every year, the province has hundreds of projects and items serving teaching and learning that are built by the government and the education sector, but they still do not meet the requirements for implementing the 2018 General Education Program and the regulations of the Ministry of Education and Training on facilities. For example, the rate of temporary classrooms and borrowed classrooms is still high; the number of general schools that have invested in building subject classrooms is not much...

Particularly for high schools, the number of schools that need investment and upgrading of facilities is still large. There are 33 schools for classrooms, 34 schools for subject classrooms; 22 schools for principal's offices; 21 schools for multi-purpose buildings. In particular, equipment and teaching aids for the implementation of the 2018 General Education Program are being gradually invested in according to the roadmap, however, the number of equipment provided to schools is still limited compared to the list according to the regulations of the Ministry of Education and Training. The purchase of equipment and teaching aids to implement the 2018 General Education Program roadmap is still slow. The construction of smart school models and smart classrooms is still confusing, there is not enough legal basis for implementation, while the goal is that by 2025, the whole province will have 20% or more of schools applying the smart school model and smart classrooms...

Many reasons have been given to explain the above limitations and difficulties. However, according to Director of the Department of Education and Training Tran Van Thuc, the fundamental reason is still due to the shortcomings in State management of education. State budget investment in education has not met the requirements; while the socialization of education is still limited. In addition, professional guidance on teaching and learning has not been given due attention in some places. A number of teachers are not really dedicated and responsible for their profession. The arrangement, assignment of teachers, and work assignment for teachers in some localities are not reasonable. In addition, the coordination between family - school - society is not synchronous, in some localities, parents have not paid due attention to the study and ensuring the study conditions for their children...

From the difficulties, challenges and causes that have been identified, at a number of important conferences of the province and the education and training sector, provincial leaders have requested the education and training sector to seriously review and re-evaluate the current situation with a spirit of openness, looking straight at the truth, to come up with solutions and strategies for development.

Persist in the goal of innovation

Resolution No. 29-NQ/TW of the Central Executive Committee affirms: Education and training is the top national policy, the cause of the Party, the State and the entire people. Investment in education is investment in development, given priority in socio-economic development programs and plans. Fundamental and comprehensive innovation in education and training is innovation in major, core and urgent issues, from viewpoints, guiding ideology to goals, content, methods, mechanisms, policies, conditions to ensure implementation; innovation from the leadership of the Party, the management of the State to the governance activities of education and training institutions and the participation of families, communities, society and learners themselves; innovation at all levels and fields of study.

Closely following the Party's orientation and strategy for developing the education and training career, with the love for the profession, the desire to contribute to the cause of "growing people" of teachers and the studious spirit of students, the entire Thanh Hoa education and training sector has been demonstrating its determination to persevere in the goal of innovation associated with the sector's mission of improving people's knowledge, training human resources, and nurturing talents for the homeland and the country. In order to realize the goal, the sector has proposed many strategic solutions, at the same time focusing on directing and implementing drastically to comprehensively improve the quality of education and training. In particular, the key solution that the sector focuses on implementing is to focus on improving the effectiveness and efficiency of State management of education; continue to review and arrange the network of educational institutions, and strengthen facilities. In this task, the sector determines to continue to organize and implement the Project on arranging kindergartens, primary schools, secondary schools and general schools with many levels in the province in the period of 2021-2025 to ensure compliance with the set plan; organize timely implementation, ensuring compliance with regulations on providing teaching equipment for educational institutions according to the roadmap for implementing the 2018 General Education Program; advise on the development of projects and programs to strengthen and consolidate school and classroom facilities.

Along with the above tasks, the sector focuses on building a team of cadres and teachers with sufficient quantity and quality, meeting the requirements of innovation. At the same time, it directs educational institutions and teachers to constantly innovate teaching content and methods, and evaluate student quality; promote the emulation movement of "good teaching, good learning", apply information technology in teaching, learning and educational management according to the requirements of innovation; build a system of high-quality primary and secondary schools for districts, towns and cities; pay attention to mobilizing diverse investment resources for the comprehensive and sustainable development of education.

In order to maintain the quality of key education, the sector has determined to continue to pay attention to developing a plan to recruit high-quality teachers to undertake the work of nurturing excellent students at high-quality secondary schools and high schools; implementing mechanisms and orientations for students who have won national and international prizes, and excellent graduates from pedagogical universities to teach at Lam Son High School for the Gifted. Along with that, focusing on innovating the selection and nurturing of excellent students. Especially for high school level, in order to create a source of excellent students, while maintaining and upholding the "brand" on the "golden board" of general achievements of the province's education and training career, in addition to constantly innovating teaching and learning methods, the work of discovering and "nurturing" outstanding and outstanding students to nurture and promote their talents is also of special interest to the sector. In addition, the industry will focus on testing and evaluation in the teaching and learning process in a practical direction and on examinations, especially for excellent student exams, entrance exams to high schools, Lam Son Specialized High School and high school graduation exams... At the same time, promptly build and supplement mechanisms and policies for the teaching staff directly nurturing excellent students.

In addition to solutions to improve the quality of teaching and learning, one of the tasks that the Provincial People's Committee, the Department of Education and Training, localities and schools are interested in implementing is to promptly encourage and reward teachers and students who have achieved excellent results in regional and international Olympic competitions, students who have achieved high scores in national high school exams and students with difficult circumstances who have overcome difficulties to achieve high academic achievements. Timely encouragement and rewards are a great motivation to help teachers and students continue to make efforts and strive to excel in teaching and learning to achieve even higher achievements in teaching and learning, together with the whole sector, to realize the goal of fundamental and comprehensive educational innovation, worthy of the tradition of "Thanh Land - Land of Learning" as well as the expectations of the Party Committee, government and people of all ethnic groups in the province.
