Details of the zoning plan for the construction of a large urban area, resort tourism, and sports area of ​​nearly 700 hectares in Dien Chau have just been approved by Nghe An province.

Nghe An Provincial People's Committee has just issued a Decision approving the 1/2,000 scale construction zoning plan for this urban, resort and sports area, for the period from 2023 to 2040.

The boundary of this urban, resort and sports area is bordered to the North by the N2 Planning Road of the Southeast Economic Zone, to the South by Cuong Temple and Mo Da Mountain; to the East by the East Sea; to the West by the North-South Railway, divided into 4 sub-areas:

Sub-area A is an urban and auxiliary service subdivision located in the West of the planning area, with an area of ​​108.96 hectares and a population of about 13,350 people. It is oriented to become an urban area with high population density and a low-income segment to become an auxiliary functional area serving the main accommodation and living needs of people and workers in the Western and Northern Industrial Parks of the Southeast Nghe An Economic Zone.

Sub-area B is the central urban and ecological housing subdivision located in the center of the planning area, with an area of ​​153.46 hectares and a population of about 6,700 people. It is oriented to become an urban area combining urban public services and ecological housing.

Sub-area C is a tourism and service urban area located in the Northeast of the planning area, with an area of ​​181.84 hectares and a population of about 8,050 people. It is oriented to become a tourism and service urban area to exploit the potential of sea tourism in the planning area.

Sub-area D is a resort and sports tourism subdivision located in the Southeast of the planning area with an area of ​​242.26 hectares, a population of about 850 people, oriented to become a regional resort and sports tourism center, the main attraction of the planning area.

In subdivision D, the potential of coastal landscape and diverse flora systems at the foot of Mo Da mountain will be exploited. It is expected to arrange a 36-hole golf course with modern infrastructure, aiming to serve customers in the high-end segment with auxiliary functions such as: Clubhouse, Services, Golf Villa, Resort,...

The 1/2,000 scale construction zoning plan of the Urban, Resort and Sports Area south of Road N2 in Dien Chau District also clearly shows the architectural and landscape space planning including: Urban centers, main traffic axes (inter-regional landscape axes organized along two traffic routes, Road N2 and coastal road; and ecological landscape axes); key works; open spaces.

Along with that, the planning also clearly shows the planning of traffic, drainage, water supply, wastewater drainage, electricity supply, and communications.

In terms of nature and function, this is an urban-oriented residential development area, including the main functions: Urban - Tourism - Services - Sports with a synchronous and modern social and technical infrastructure system to support the development of industrial functional areas in the Southeast Economic Zone.

This is a low-density ecological urban area associated with Cua Hien Sports Tourism Area; and becomes a mixed-use urban area combining resort tourism in the Northeast of Nghe An province to reduce development pressure in the central urban area, while promoting socio-economic development and urban upgrading.

The approval of the 1/2,000 scale construction zoning plan by the People's Committee of Nghe An province aims to concretize the Project to Adjust the Overall Construction Master Plan of the Southeast Nghe An Economic Zone, Nghe An province to 2040, which was approved by the Prime Minister in Decision No. 93/QD-TTg dated February 15, 2023.

At the same time, create a high-class eco-tourism resort complex, meeting international standards, one of the tourist centers of the North Central region, increasing the ability to meet the needs of relaxation and entertainment of domestic and foreign tourists.

It is an urban, sports, eco-tourism resort area with synchronous technical infrastructure and landscape architecture; at the same time, it determines the framework of social infrastructure and technical infrastructure.

The approval of the 1/2,000 scale construction zoning plan also serves as a basis for attracting, calling for, and selecting investors to implement the plan in accordance with regulations; as a legal basis for planning construction investment and construction management of works and functional areas in the area.

Nghe An Provincial People's Committee assigned the Southeast Economic Zone Management Board to preside over and coordinate with Dien Chau District People's Committee and relevant agencies to organize the public announcement of the Planning project and hand over the approved Planning documents to relevant agencies and localities to perform management functions according to regulations.

At the same time, organize planning management, coordinate with relevant agencies to research and develop plans to implement the planning according to the approved schedule and order, in accordance with current regulations.

The Department of Natural Resources and Environment and the People's Committee of Dien Chau district, based on the content of the approved construction zoning plan, review and advise the Provincial People's Committee on the plan to adjust the land use plan of Dien Chau district (if any), ensuring consistency and unity between the plans.
