According to the investigation of Dai Doan Ket Newspaper reporters, people were supported with breeding buffaloes under the Buffalo Support Project for Poor Households in Lien Minh Commune under the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025. The program is implemented by the Thai Nguyen Provincial Ethnic Minorities Committee, and the bidding was entrusted to Hung Loan Production and Trading Company Limited located in Dong Hy District (Thai Nguyen Province).
Lien Minh Commune has 33 poor households that have received buffaloes from the project program, reflecting that the supported buffaloes are small in weight (under 200kg), with a market value of less than 10 million VND, but are valued at nearly 25 million VND. According to regulations, people only have to pay extra if the buffalo weighs more than 220kg, with a counterpart fee of 95,000 VND/kg, but people still have to pay a counterpart fee of 10% of the buffalo's value to receive the buffalo.
Mr. Trieu Phuc Dat, the person who received the buffalo, informed: “At the time of the buffalo distribution, the buffalo weighed 1.9 quintals, but on the paper it was written as 2.2 quintals. When asked, they said that no matter how much was taken, it was taken, but they still did not pay. As for the counterpart money, I don’t know what it was for, I was only informed that when I received the buffalo, I had to pay 10% of the buffalo.”
Many households reported that the buffaloes they received were stunted and some showed signs of illness. Specifically, Mr. Trieu Van Cong, a household receiving support in Lien Minh commune, shared that he discovered that the buffalo had white spots on its nose right after it was brought home. The disease spread more and more, accompanied by symptoms of a lot of eye discharge. Although he bought medicine to inject, it did not cure it.
Speaking to reporters, Mr. Hoang Van Thuong, Chairman of the People's Committee of Lien Minh Commune, admitted that there were errors and shortcomings in the implementation of the Buffalo Support Project for poor households in the locality. He explained that the 10% amount of money to rotate capital to implement the Project in the next phase was earlier than the regulations of the People's Committee of Thai Nguyen province. Currently, the above-mentioned amount of wrongly collected money has been notified by Lien Minh Commune to the people to come and receive it (notified from March 9, 2024).
In response to reports of unusual signs in the implementation of the Buffalo Support Project for poor households in Lien Minh commune (Vo Nhai district), the Chairman of the Thai Nguyen Provincial People's Committee has directed an urgent inspection.
Currently, the Thai Nguyen Provincial Ethnic Committee, in coordination with relevant departments, branches and Vo Nhai district, has established a working group to inspect the implementation of the buffalo support project for poor households in Lien Minh commune and other projects under the Government's national target programs being implemented in the district.
The inspection team is responsible for verifying and clarifying the reported information; at the same time, promptly correcting and strictly handling violations, if any. The inspection results are expected to be announced in March 2024.
The national target program on socio-economic development for ethnic minority and mountainous areas was approved by the government at the end of 2021 with the goal of promoting economic development, ensuring social security, rapidly reducing poverty, gradually narrowing the gap in living standards between regions, and increasing income for about 4 million ethnic minority households.
