Approval of investors for Son La City Cemetery Park Project

The People's Committee of Son La province has just issued a decision approving the investor to implement the Son La City Cemetery Park Project. The project aims to build a synchronous, modern, environmentally friendly cemetery park, meeting the needs of burial, cremation and ash storage for people in the area; contributing to reducing the load on cemeteries in the city, completing environmental criteria, improving the criteria for a type II urban area, and aiming for the criteria for a type I urban area.

The Son La City Cemetery Park Project was approved in principle for investment by the Provincial People's Committee in Decision No. 1868/QD-UBND dated September 9, 2024. The project is implemented on an area of ​​over 164 hectares, in the areas of the villages: Phuong, Na Ngan, Ka Lap, Chieng Ngan commune, Son La city. The project is divided into two phases, starting from the fourth quarter of 2024 and expected to be completed in the third quarter of 2028.

Son La City Cemetery Park is designed with a modern scale, including main items such as: Administrative area, funeral home, cremation area, burial land, green land, water surface and internal traffic system; meeting the burial needs of Son La city residents and neighboring areas within 50-70 years.

The area implementing the Son La City Cemetery Park Project is in Na Ngan village, Chieng Ngan commune.

In which, the funeral home is combined with a crematorium on a land area of ​​about 6,380 m2 . In which: The funeral home can organize with a capacity of 2 - 4 funerals at the same time; the crematorium system has 6 - 8 furnaces with an average capacity of 30 cremations/day, crematorium technology according to European standards. Criteria on environmental standards meet the requirements of column A of QCVN 02:2012/BTNMT - National technical regulations on incinerators and medical waste. Wastewater from the cemetery is collected and treated to meet QCVN 28:2010/BTNMT before being discharged into the waste receiving system.

On March 31, 2025, the Provincial People's Committee issued Decision No. 738 approving the investor of the Son La City Cemetery Park Project. Accordingly, Phuc Lac Vien Son La Investment Joint Stock Company, located at 101 Nguyen Van Linh Street, Chau Co Village, Chieng Coi Ward, Son La City and its partners, including: Hop Luc Joint Stock Corporation and Phuc Lac Vien - Hoan Vu Hoan Than Ha Tinh One Member Co., Ltd. are the investors to implement the Son La City Cemetery Park Project.

Mr. Dinh Quang Hung, Director of Phuc Lac Vien Son La Investment Joint Stock Company, informed: The total capital for the project is over 980 billion VND. Regarding the project implementation progress, from the second quarter of 2025 to the first quarter of 2026, compensation and site clearance will be carried out; the project will be established, appraised, approved and the project will be invested in construction for phase I.

Accordingly, from the first quarter of 2026 to the third quarter of 2028, compensation, site clearance, and project construction investment for phase II will be carried out. In the fourth quarter of 2028, the entire project will be put into operation. Currently, the investor is actively coordinating with local authorities and relevant units to carry out site clearance and complete all legal procedures to start the project at the end of 2025.

Conference to collect opinions on the detailed planning project at scale 1/500 of Son La City Cemetery Park Project.

Immediately after the decision to approve the investor was made, on April 12, 2025, in Chieng Ngan commune, the City People's Committee coordinated with the Mai Son District People's Committee to collect opinions from organizations, individuals and communities on the tasks and methods of preparing a detailed planning project at a scale of 1/500 and assessing the environmental impact of the Son La City Cemetery Park Project.

At the conference, the participants highly agreed with the detailed planning scheme 1/500 Son La City Cemetery Park proposed by the investor based on the general planning scheme of Son La City until 2045 and the zoning plan for the construction of Chieng Ngan urban area approved by the People's Committee of Son La province.

Receiving comments and contributions at the conference, the investor and the consulting unit will complete the task dossier and detailed planning project according to regulations. The investor commits to proactively coordinate with departments, offices, and professionals of the City People's Committee, Mai Son District People's Committee, Chieng Ngan Commune People's Committee (City), Muong Bang Commune People's Committee (Mai Son District), villages and related units and people to speed up the progress of planning, project establishment, environmental impact assessment and site clearance, submit to competent authorities for appraisal and approval as a basis for starting the project as soon as possible to soon put the project into operation according to the plan and implementation roadmap set out.

Mr. Ca Van Yeu, Chairman of the People's Committee of Chieng Ngan Commune, said: The commune coordinated with specialized units and departments to organize conferences and go to households to propagate and listen to people's opinions. Through collecting opinions, households agreed to support the policy of building the City Cemetery Park and were ready to move assets and trees on the land, handing over the site to the contractor to construct the project.

The Son La City Cemetery Park Project is supported by the majority of the people. Mr. Lo Van Thanh, Party Cell Secretary, Head of Na Ngan Village, Chieng Ngan Commune, shared: The village has 35 affected households, 3 households have to relocate; of which 33 households have inventoried their assets and crops by the end of 2024. The people in the village hope that the City and the investor will commit to the implementation time and completion time of the project; have policies to support production development, invest in traffic infrastructure for households whose land is recovered; organize the inventory and statistics of assets and crops in a public and accurate manner. Early resettlement arrangements for households whose residential land is recovered, ensuring environmental quality during construction and after the project comes into operation.

Phuc Lac Vien Son La Investment Joint Stock Company inspected the project implementation area in Na Ngan village, Chieng Ngan commune.

Mr. Dinh Quang Hung, Director of Phuc Lac Vien Son La Investment Joint Stock Company, added: The Company continues to closely coordinate with State agencies in land acquisition, compensation, site clearance, land allocation, land lease, and conversion of land use purposes to implement the project on schedule, ensuring compliance with regulations and documents approved by competent authorities on the scale, location and progress of land use for project implementation, ensuring no disputes or complaints regarding the right to use the project site.

The investment in the construction of Son La City Cemetery Park is extremely necessary, in order to concretize the Master Plan for Son La City construction until 2045; close Bo An Cemetery and form a centralized cemetery, diversify burial forms to ensure civilization, ensure environmental hygiene, meet the needs of spiritual life, beliefs, customs and practices of the people. When the cemetery park comes into operation, it will ensure to serve the burial needs, and at the same time provide cemetery services according to the wishes of the deceased's relatives.
