On the afternoon of December 13, the Provincial Party Committee discussed and gave opinions on the investment policy of the Thai Binh LNG Thermal Power Plant Project in Thai Do Commune, Thai Thuy District. Comrades: Ngo Dong Hai, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Attending the conference were representatives of the Central Party Committees; members of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, and the Provincial National Assembly Delegation.

The delegates agreed with the contents of the Proposal of the Party Committee of the Provincial People's Committee on the proposal to approve the investment policy of the Thai Binh LNG Thermal Power Plant Project in Thai Do Commune, Thai Thuy District; at the same time, they affirmed that this is a large-scale project of great significance, which, when put into operation, will promote the socio-economic development of the province, enhance the scale of the economy as well as the position of the province; contribute to ensuring national energy security. The comrades also said that this is one of the key projects of the province that needs to speed up the progress of approving the investment policy and expect the project to be completed and put into operation soon.

Speaking at the conference, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee analyzed and clarified the preparation process as well as the legal bases and foundations to ensure that Thai Binh has sufficient conditions according to the law to implement the project; emphasizing that the project has received consensus and agreement from all relevant ministries and branches.

He affirmed: This is a large-scale national project, contributing to ensuring national energy security. He acknowledged and highly appreciated the efforts, endeavors and determination of the Provincial People's Committee and related departments, branches and localities in the process of implementing the project-related work, especially the innovation in thinking and implementation methods.

He requested the Provincial People's Committee to continue to complete the legal basis, organize the implementation of the next steps, and at the same time pay attention to supporting investors to ensure the set progress and require that all legal procedures must be completed before approving the investment policy. Once all legal procedures are completed, they will immediately start implementing the project on the ground, carry out site clearance, land allocation and pay special attention to supporting investors to start the project early. The goal is to start the project to welcome the 21st Provincial Party Congress.

In addition, he suggested that the Provincial People's Committee continue to advise the Government to add more capacity targets so that the project can be expanded as soon as possible and turn the project into a key project of the region and the whole country.

The Provincial Party Secretary emphasized: The province's goal does not stop at this project, this will be the core and foundation for building a green energy, renewable energy, zero carbon socio-economic area in line with the current world trend; thereby attracting many large investors in the world to research, learn and invest in the province.

On that basis, the Provincial Party Executive Committee unanimously approved the investment policy of the Thai Binh LNG Thermal Power Plant Project in Thai Do Commune, Thai Thuy District by investors: Tokyo Gas Co.,LTD and Kyuden International Corporation and Truong Thanh Vietnam Group Joint Stock Company.

Carry out the procedure of taking a vote of confidence for the members of the Provincial Party Standing Committee.

Also at the conference, the Provincial Party Committee carried out the process of taking a vote of confidence for members of the Provincial Party Committee Standing Committee; at the same time, studied and commented on the report on the results of the implementation of inspection, supervision and discipline enforcement work in the Party in 2023, the direction and tasks in 2024; the Inspection and Supervision Program of the Provincial Party Committee Executive Committee in 2024; the Working Program of the Provincial Party Committee and the Provincial Party Committee Standing Committee in 2024.
