Approval for 8 4-lane highways to increase speed to 90km/h

Vehicles traveling on a section of the North-South Expressway have been put into operation and exploitation.

The Ministry of Transport has just sent a document to relevant units regarding the adjustment to increase the operating speed of the expressway with 4 lanes for motor vehicles with a median strip (2 lanes in each direction).

Accordingly, there are 8 limited 4-lane expressway sections that can operate at a maximum speed of 90km/h instead of 80km/h as present for cars, passenger vans with up to 30 seats, and trucks up to 3.5 tons that the Ministry of Transport has agreed to increase the speed, including: Mai Son-National Highway 45, National Highway 45-Nghi Son, Nghi Son-Dien Chau, Dien Chau-Bai Vot, Nha Trang-Cam Lam, Cam Lam-Vinh Hao, Vinh Hao-Phan Thiet, Lao Cai-Kim Thanh.

For the 15km Cao Bo-Mai Son Expressway, because the route has 4 bridges without continuous hard dividers, it does not ensure the required acceleration section length, so the operating speed will not be adjusted to increase until the route is upgraded and expanded to meet technical requirements.

The Ministry of Transport requests the Department of Construction Investment Management to be responsible for directing project management boards and investors of expressway projects with a scale of 4 lanes with a median strip (also known as limited 4-lane expressways) to review the routes under management or temporary exploitation, check technical factors to ensure that they meet the operating speed of 90km/h as prescribed; adjust the operating speed in the route traffic organization plan, and submit it to the Vietnam Road Administration for approval.

Based on the traffic organization plan prepared and submitted for approval by investors and management units, the Vietnam Road Administration approves the traffic organization plan to adjust projects eligible to increase the operating speed, and directs the Road Management Areas that are managing the operation of the expressways with investment phases to complete the necessary procedures to increase the operating speed to meet travel needs.

Vietnam Expressway Administration, Construction Investment Management Department performs the functions of a specialized construction agency under the Ministry of Transport for expressway construction investment projects that are being prepared or being invested in nationwide as assigned to ensure synchronization and unity in exploitation speed.

Previously, the Ministry of Transport has resolutely directed the Vietnam Road Administration and investors to urgently evaluate and complete documents to adjust the maximum operating speed (up to 90km/h) for the 4-lane expressways that have just been put into operation in the past, striving to complete them right before the Lunar New Year 2024.

In the context of economic resources remaining difficult, the National Assembly and the Government have approved the policy of dividing investment into construction phases for a number of routes with a cross-section of 4 lanes and a design speed of 80km/h.

Some expressway sections have completed construction and put into operation with a maximum speed of 80km/h and a minimum speed of 60km/h, such as Cao Bo-Mai Son, Trung Luong-My Thuan, Mai Son-National Highway 45-Nghi Son, Nha Trang-Cam Lam and Vinh Hao-Phan Thiet.

In the question-and-answer session at the 6th Session of the 15th National Assembly, Minister of Transport Nguyen Van Thang affirmed that the ministry is adjusting the standards and regulations for expressways. It is expected that in the first quarter of 2024, the speed limit on some expressways will be changed from 80km/h to 90km/h.
