Attending the meeting were Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan, leaders of the Provincial Fatherland Front Committee, the Provincial Party Committee's Propaganda Department, the Provincial People's Council's committees; leaders of member departments, branches, and sectors, and People's Committees of districts and cities.
Strictly implement the Working Regulations of the Provincial People's Committee
At the beginning of the meeting, the Chairman of the Provincial People's Committee thoroughly grasped the implementation of the Working Regulations of the Provincial People's Committee. Accordingly, after 1 year of implementing the new regulations, they have become regular; the direction and administration work has been favorable, and the socio-economic situation has developed. However, the implementation is sometimes not strict; the implementation of discipline is not strict; many draft documents submitted by departments and branches to the Provincial People's Committee do not ensure time and quality. He requested that heads of departments, branches, and chairmen of district and city People's Committees should rectify their working style, strengthen administrative discipline, uphold their sense of responsibility, actively perform their advisory functions for the Provincial People's Committee, and take responsibility for their assigned tasks. For documents submitted to the Provincial People's Committee, departments and branches must ensure legal bases and legal regulations, clearly expressing their viewpoints on the solution.
Departments, branches and sectors need to closely follow the Working Regulations, closely follow the direction of the Government, the Provincial Party Standing Committee, and the work program of the Provincial People's Committee to effectively carry out their tasks.

Decision to amend a number of articles of the Regulations on recruitment of civil servants at commune, ward and town levels in Tuyen Quang province, issued together with Decision No. 10/2021/QD-UBND dated August 25, 2021 of the People's Committee of Tuyen Quang province, aims to create a legal basis for localities in organizing the recruitment of civil servants at the commune level in accordance with current regulations. Giving opinions on this draft, delegates discussed and suggested filling legal gaps in the document.
The adjustment of the state budget capital plan to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period and 2024 is aimed at ensuring effectiveness and suitability with the actual situation in the locality; adjusting capital, supplementing the list, increasing the total investment level but not changing the capital source, the level of central budget capital allocated to projects, sub-projects, and component content. Delegates agreed that this is necessary content to ensure suitability with the actual situation in the locality. The adjustment ensures compliance with current regulations on adjusting public investment capital, the level of allocation of central budget development investment capital to implement national target programs and related regulations.

Regarding the adjustment of career capital for national target programs that have not been fully disbursed in 2023, the source has been transferred to 2024 according to the principle of ensuring that it does not exceed the total state budget estimate and does not change the structure of investment and regular expenditures of each national target program assigned by competent authorities. The delegate suggested that there should be a more thorough review of career capital. The Chairman of the Provincial People's Committee assigned the Department of Finance to coordinate with relevant sectors and People's Committees of districts and cities to urgently clarify the amount of career expenditures, report to the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee before promulgation; review the regulations to have specific instructions.
Director of the Department of Planning and Investment Van Dinh Thao presented the draft to adjust the career capital of National Target Programs.
Regarding the delimitation of prohibited areas and temporary bans on mineral activities in the province, the goal is to delimit and temporarily ban so that the Provincial People's Committee can direct relevant agencies, district and city People's Committees in protection work; grant licenses for mineral exploration, exploitation and processing without encroachment on the province's economic development planning. The result has been the delimitation of 1,794 prohibited and temporarily banned areas with a total area of over 268.3 hectares.
Regarding this, the delegates suggested that there must be an assessment of the impact of the issuance of the demarcation to ensure the requirements for management and socio-economic development, avoiding the situation of being unable to manage and then banning. The Chairman of the Provincial People's Committee affirmed that this is necessary, however, caution must be exercised when implementing it. The Department of Natural Resources and Environment must commit to complying with the regulations, ensuring that the demarcation both complies with the law and does not affect socio-economic development.
Director of the Department of Justice Nguyen Thi Thuoc gave her opinion on the Regulations on recruitment of civil servants of communes, wards and towns.
The remaining 5 contents, members of the People's Committee gave their opinions in writing, including: Plan to adjust Plan No. 227/KH-UBND dated November 9, 2022 of the Provincial People's Committee on implementing Project 8 "Implementing gender equality and solving urgent issues for women and children" under the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, Phase I: from 2021 to 2025 in Tuyen Quang province; Plan to implement Resolution No. 29/NQ-CP dated March 8, 2024 of the Government promulgating the Action Program to implement Conclusion No. 61-KL/TW dated August 17, 2023 of the Secretariat on continuing to implement Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development; Plan to implement the Project on developing multi-use values of forest ecosystems to 2030, with a vision to 2050 in Tuyen Quang province; Plan to implement the Project on improving forest quality to preserve forest ecosystems and prevent and combat natural disasters to 2030; Plan to organize a dialogue conference between the Chairman of the Provincial People's Committee and farmers of Tuyen Quang province in 2024.
