The project to upgrade National Highway 7, section Km0 - Km36, and handle landslides caused by storms and floods, section Khe Thoi - Nam Can, Nghe An, cannot be completed on schedule due to the delay and prolongation of site clearance work.
The Ministry of Transport has just sent a document requesting the People's Committee of Nghe An province to support in resolving problems related to land clearance to complete the project of renovating and upgrading National Highway 7, section Km0 - Km36, and handling landslides caused by storms and floods in the Khe Thoi - Nam Can section.

The document clearly stated that, in the face of prolonged delays in site clearance and project implementation progress, on August 16, 2024, leaders of the Ministry of Transport, leaders of Nghe An Provincial People's Committee, Vietnam Road Administration (Investor) and related units and localities inspected the site, urged and directed the completion of site clearance of the project in September 2024 for handover to the construction unit.
On August 29, the Minister of Transport continued to issue Document No. 9403 requesting the Head of the National Assembly Delegation of Nghe An Province and the Chairman of the People's Committee of Nghe An Province to pay attention to directing departments, branches, and localities to focus on resolving all existing land issues and handing over the entire project in September 2024.
However, according to the investor's report, in Dien Chau district there are still 56 land plots (20 affected sections with a total length of more than 617m).
In Yen Thanh district, there are still 48 land plots (15 affected sections with a total length of more than 817m).
"The continued delay in site clearance has resulted in the project not being completed on schedule, greatly affecting traffic safety and environmental sanitation on the operating National Highway 7 and the investment goals and efficiency, especially the section from the intersection of National Highway 7 with the expressway to National Highway 1," the Ministry of Transport emphasized, and at the same time requested the People's Committee of Nghe An province to pay attention to and resolutely direct departments, branches, sectors and localities to complete the site clearance work of the project.
"Nghe An Provincial People's Committee takes full responsibility for the slow site clearance work and failure to complete the project, leading to loss and waste," the document stated.
The project to renovate and upgrade National Highway 7 was approved by the Ministry of Transport in Decision No. 333 dated March 18, 2022 with a total investment of more than 1,300 billion VND, a total length of 27.5km passing through 3 districts of Dien Chau, Yen Thanh and Do Luong (Nghe An).
According to plan, the project will be completed in 2024. The section from Km0 - Km5 (Dien Chau intersection to the expressway interchange) must be completed in 2023.
However, land acquisition issues prevented the project from completing on time as approved. The investor had to submit to the competent authority for consideration and adjustment of the completion date to 2025.
