On January 22, the Standing Committee of Hai Duong Provincial Party Committee issued regulations on functions, tasks, powers, and organizational structure of advisory and support agencies of the Provincial Party Committee.
According to regulations, the advisory and support agencies of the Provincial Party Committee have no more than 3 deputy heads. Special cases are decided by the Standing Committee of the Provincial Party Committee, but the principle is to ensure that the total number of deputies of the heads of advisory and support agencies of the Provincial Party Committee does not exceed 18 people. The Provincial Party Committee's Organization Department has 4 deputy heads, of which 1 deputy head is also the Director of the Department of Home Affairs.
The Provincial Party Committee's Organization Department has 4 departments: Personnel Organization; Party Organization and Party Members; Internal Political Protection; Office.
The Provincial Party Committee's Propaganda Department has 4 departments: Political theory, Party history; Propaganda, Press - Publishing; Science and Education, Culture - Arts; Information - General.
The Provincial Party Committee's Mass Mobilization Committee has 3 departments: Mass organizations and associations; Mass mobilization of state agencies, ethnic groups and religions; Office.
The Provincial Party Committee's Internal Affairs Committee has 4 departments: Monitoring internal affairs and judicial reform; Monitoring anti-corruption and anti-negativity work; Monitoring the handling of petitions, letters, and citizen reception; Office.
The Provincial Party Committee Inspection Commission has 4 departments: Department I; Department II; Department III; Office.
The Provincial Party Committee Office has 5 departments: General; Administration; Party Finance; Cryptography - Information Technology; Administration, Archives and 1 public service unit (Bach Dang Guest House).
The Standing Committee of the Provincial Party Committee stipulates that a focal point must have at least 5 people. In case there is not enough staff, there must be at least 4 people to establish a focal point. A department with less than 10 people is assigned a department head and no more than 2 deputy department heads; a department with 10 people or more is assigned no more than 3 deputy department heads. The staffing of the units is considered and decided by the Standing Committee of the Provincial Party Committee annually.
