According to a report by the Department of Construction of Vinh Phuc province, the province has attracted 13 social housing projects with a construction scale of more than 10,000 houses and a total floor area of ​​more than 960,000 square meters. However, to date, only 6/13 social housing projects have been built and put into use, with 2,082 houses.

Vinaconex Xuan Mai low-income housing project is one of six projects that have been completed and put into use.

Many projects are just empty lots. For example, the Nam Vinh Yen New Urban Area developed by the Construction Development Investment Corporation (DIC Corp) is still empty lots. Meanwhile, the adjacent rows have been built, but many houses are still unfinished because there are no residents.

In September 2024, DIC Corp announced a plan to build social housing in Vinh Phuc, Ha Nam and Hau Giang provinces, contributing to the realization of the Government's project "Investing in the construction of at least one million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030".

Of which, the social housing project in Nam Vinh Yen New Urban Area - phase 1 has the largest scale with an area of ​​over 17 hectares m2, total investment capital of 8,038 billion VND.

In Vinh Yen city, the urban housing area in Dinh Trung commune (commercial name Mountain View) is also having its foundation unfinished. Information from VCI Investment Joint Stock Company (project investor) said that all investment procedures have been completed, the project is expected to be re-implemented in October.

According to the Vinh Phuc Department of Construction, for the Project to build at least 1 million social housing units for low-income people and industrial park workers according to Decision No. 338 of the Prime Minister, Vinh Phuc province will have to complete 8,800 apartments in the period of 2022 - 2025 and 19,500 apartments in the period of 2026 - 2030. "This is a very high target, very difficult to complete because investment resources for social housing are entirely dependent on enterprises. Moreover, the current legal regulations on social housing still have many problems, especially preferential policies for investors," the provincial Department of Construction informed.
