On June 20, the Ministry of Education and Training held an online conference between the National Steering Committee for the 2024 High School Graduation Exam and the exam steering committees of 63 provinces and cities.
CANDIDATES AND PARENTS MUST SIGN A COMMITMENT
In last year's high school graduation exam, authorities had to prosecute a number of candidates for leaking or leaking exam questions, including a candidate from Cao Bang province who used his mobile phone to take a photo of the literature exam 15 minutes after it was distributed and sent it to someone outside via the Facebook messaging app.

This year, the locality is implementing strong measures to prevent the above violations from recurring. Ms. Nguyen Ngoc Thu, Director of the Cao Bang Department of Education and Training, said that the provincial exam steering committee is determined to train officials on exam duty; propagate and educate candidates about absolutely not bringing cheating support devices into the exam room. All candidates taking the exam this year must write a commitment to comply with the exam regulations and rules with the confirmation of their parents and leaders of the residential group, village where the candidates reside... 100% of candidates and their parents receive text messages reminding them about the exam time, regulations on items allowed and not allowed to be brought into the exam room, violations of exam regulations... to avoid unintentional or intentional violations.
Similarly, Mr. Dao Ngoc Lam, Vice Chairman of the People's Committee of Quang Binh province, also said that the province has required educational institutions to have candidates sign a commitment not to bring technological devices into the exam room and not to intentionally cheat on exams.
Ms. Nguyen Thi Hanh, Vice Chairman of the People's Committee of Quang Ninh province, said that the province determined that organizing the 2024 high school graduation exam is a particularly important task, especially since the 2024 exam is the last exam according to the 2006 general education program. To prevent cheating using broadcasting devices, according to Ms. Hanh, the province has also checked all houses near the exam sites, minimizing the use of wifi during the exam days, limiting the possibility that candidates can take advantage of wifi waves to do things that are not good for the exam.

Ms. Nguyen Thi Hanh shared her concerns regarding unverified information, causing public confusion and misunderstanding about the objectivity and fairness of the exam on cyberspace. "We request that the National Steering Committee for High School Graduation Exam direct the authorities to proactively review all information on the internet and request strict handling of any false information that causes negative public opinion about the exam," Ms. Hanh suggested.
USING HIGH TECHNOLOGY TO CHEAT IN EXAM
Major General Le Minh Manh, Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security), said that the Ministry of Public Security has participated in training to help exam officials detect negative risks, focus on grasping the situation, and fight against those who buy and sell high-tech equipment to cheat on exams. However, according to Mr. Manh, through inspections, some localities do not clearly understand the importance of security work, such as the place to store candidates' belongings must be 25 meters away from the place where candidates take the exam...
"The situation of using high technology in exam cheating is very complicated, even in some countries, AI has been used in exam cheating. Routing devices are now not only located within 25 meters but are designed right on the sole of the shoe. Therefore, detecting cheating devices is becoming more and more difficult. Therefore, examination councils need to strengthen training in detecting and recognizing high-tech devices," Major General Le Minh Manh warned.
Mr. Manh also emphasized the requirement to arrange a place to store candidates' belongings 25 meters or further from the examination room, and suggested that examination boards instruct candidates to minimize bringing unnecessary items into the examination site. For candidates' parking lots and residential areas near the examination site, schools can temporarily arrange this area outside the school gate; coordinate with local police to propagate to residential areas around the examination site to raise awareness, not to support negative behavior.
The representative of the Ministry of Public Security affirmed that they will request local police to increase forces and means to support the education sector to ensure safety for key stages of the exam, especially the printing and copying of exam papers, focusing on grasping the situation, detecting and strictly handling negative risks, fraud, and cheating using high-tech equipment; eliminating high-tech equipment trading lines for exam cheating. Promptly detect and handle subjects posting false information causing public confusion, affecting the seriousness and seriousness of the exam. Request examination councils to propagate and raise awareness, especially regulations on state secrets with exam papers for PhDs.

Concluding the conference, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, said: "No matter how widespread high-tech devices for cheating are nowadays, the most important thing is to choose people. Many times, it is just a simple understanding but the consequences are huge. An individual's wrong action can affect the entire national exam. Therefore, it is necessary to organize training, improve qualifications and awareness so that each person can see their responsibilities, even the risks if they violate, the risks they face if they cheat, and the form of handling if they violate."
The Deputy Minister noted that for officials, it is necessary to be self-respecting, self-aware, and extremely serious in performing public duties. For candidates, this is the result of 12 years of studying and training from kindergarten to high school... When they have real knowledge, they will enter the exam room properly, not bringing items that are not allowed into the exam room.
Mr. Pham Ngoc Thuong requested that the local exam steering committees, in their training work, need to propagate, raise awareness, point out lessons learned, violations that have been handled, even criminally prosecuted in previous exams, to consider them as lessons that need to be avoided for exam invigilators as well as candidates.

The number of candidates exempted from foreign language exams has increased sharply.
Last year, 46,670 candidates nationwide were eligible to register for exemption from the foreign language exam for the 2023 high school graduation exam. This year, this number has increased to 66,927 students, accounting for 6.25% of the total number of candidates. Of which, Hanoi has the largest number with 21,554 candidates (15,991 candidates in 2023); followed by Ho Chi Minh City with 13,076 candidates.
Up to this point, there are 1,071,393 candidates registered for the exam (an increase of more than 45,000 candidates compared to the 2023 exam). This year is the last year to organize the high school graduation exam according to the 2006 general education program, so the number of independent candidates is also higher with 46,978 candidates (accounting for 4.38% of the total number of candidates), many of whom have not graduated from 2020, 2021... but this year registered to retake the exam because next year they will take the exam according to the new program.
Online registration: 1,014,020 students, accounting for 94.66% of total students.
Due to the increase in the number of candidates, the number of exam scores this year also increased, with 2,323 exam scores (an increase of 51 exam scores compared to 2023). The total number of exam rooms is 45,149.
