Attracting and utilizing talent has been a long-standing concern of the Party and State, and numerous policies have been enacted. To concretize these policies, the Government has also issued various documents. Local authorities have actively implemented incentive mechanisms such as priority direct recruitment, preferential housing allocation, salary policies and initial support, and priority training and development.

However, in reality, these policies have not been as effective as desired, failing to retain talented individuals and encourage their contributions to the common good of the country. This reality demands a breakthrough in thinking for the national strategic plan on attracting and utilizing talent.

Dr. Tran Anh Tuan, Chairman of the Vietnam Association of Administrative Sciences and former Deputy Minister of the Ministry of Interior , stated that talented individuals are a special and crucial resource. If attracted and utilized effectively, they can create immense strength to promote the rapid and sustainable development of the country. Attracting and utilizing talent is a task that must be prioritized in all areas of social life. A key aspect of the draft National Strategy on Attracting and Utilizing Talent must clearly define the concept and criteria for identifying talent.

"The criteria for identifying talent are framework criteria, which will be specified in each field and in public service activities. In the draft, talent is defined as individuals with political qualities, moral character, outstanding creative abilities, a spirit of dedication, and achievements that contribute to the progress of a sector, an organization, or a locality...", Mr. Tran Anh Tuan stated.

Expressing strong agreement with the concept of talent in the draft, the Director of the Vietnam National Institute of Culture and Arts, Nguyen Thi Thu Phuong, stated that attracting talent should encompass both the public and private sectors.

"We must have a system of decentralization and superior policies to attract talent in the public sector. The most important thing is to have a mechanism to attract talent from outside sectors ," said Ms. Nguyen Thi Thu Phuong.

Seeking an answer to the question of why, despite numerous ministries, departments, and localities implementing attractive talent attraction policies in recent years, the effectiveness has been low, and the number of talented individuals attracted remains very low, is the reason due to insufficient incentives? Mr. Nguyen Tien Dinh, former Deputy Minister of the Ministry of Interior, believes that to attract talent, it is necessary to utilize them effectively. However, this has not been achieved much so far, despite substantial initial incentives, many still leave. Beyond incentives, effective utilization requires careful consideration of how talent is utilized, whether an environment and conditions are created, and whether scientists who want to conduct research are assigned to laboratories and specific programs and projects.

"Newly graduated students and new staff members are assigned tasks like sweeping and making tea, rather than being truly valued and promoted. The fundamental principle is to trust, utilize, assign, and create conditions for them to work," said Mr. Nguyen Tien Dinh.

Based on Ho Chi Minh City's experience in attracting talent, Pham Duc Hai, Deputy Head of the Propaganda Department of the Ho Chi Minh City Party Committee, noted that without clear policies, it is impossible to attract talent. Furthermore, there needs to be a mechanism for agencies, units, and localities to issue outstanding policies, and the exceptional creative capacity of talent should be quantified in relation to projects, development plans, and innovative ideas that are evaluated in practice.

"The most important thing is to have a policy. After inviting candidates, they must present what they can do, not just rely on qualifications. They must target the areas the agency needs. The role of the People's Committee is to have outstanding policies to attract talent so that they can be valued," said Mr. Pham Duc Hai.

According to Dr. Bui Truong Giang, Vice Chairman and Secretary General of the Central Theoretical Council, the draft strategic plan needs to demonstrate breakthroughs in thinking, awareness, and mechanisms for attracting and utilizing talent.

"When employing talented people, we shouldn't think of them as our property. Utilization is more important than ownership. They can contribute to this system from anywhere; there's no need to bring them into the public sector, as that makes it difficult to retain talent. We should maintain a flexible mechanism for utilization rather than placing too much emphasis on ownership. We need a streamlined mechanism for attracting talent, not a sequential one. A streamlined process will allow us to immediately utilize talent in the workplace. We need breakthrough thinking and innovative measures, and we need models of elite centers to nurture a team of talented individuals working together ," said Mr. Bui Truong Giang.

The draft National Strategy on Attracting and Utilizing Talent will continue to be refined so that the drafting committee can soon submit it to the Prime Minister for consideration and promulgation. Each section of the draft needs to clearly demonstrate a breakthrough with substantial significance in order to promote and motivate talent to contribute more to the country's development.
