The shortest, cheapest way to a bright Vietnamese future

The first session is also the most important session of the Vietnam - Asia DX Summit 2024 with the theme "Digital transformation, green transformation - Digital economic development", which recently took place in Hanoi.

As an annual event organized by the Vietnam Software and IT Services Association (VINASA), under the auspices of the Ministry of Information and Communications, the opening session of this year's forum was followed and listened to from beginning to end by Deputy Prime Minister Tran Luu Quang, Minister of Information and Communications Nguyen Manh Hung, and leaders of many domestic and foreign agencies, organizations, and enterprises.

Speaking at the forum, Deputy Prime Minister Tran Luu Quang stated: The topic of digital transformation, green transformation, and digital economic development towards sustainable development is an inevitable trend of the whole world, not just Vietnam, and is perhaps the shortest and cheapest path to a bright future for Vietnam.

Deputy Prime Minister Tran Luu Quang commented that after more than 4 years of implementing the national digital transformation program, we have done a number of important things, which are a good start, creating initial trust to be more confident and excited, and also receiving the response of the whole society.

Specifically, in addition to the change in awareness, Vietnam has also made a strong and rapid investment in digital infrastructure. According to statistics, fiber optic cables have reached all communes, wards and towns, 82% of Vietnamese households have fiber optic cables to their homes and especially smartphones have become necessary for everyone.

At the same time, digital transformation has been promoted in areas such as justice, agriculture, banking, etc. Some Vietnamese digital technology enterprises have had a spectacular start, increasingly gaining a high position in the general competition in the region and the world; Many FDI enterprises, including leading corporations such as Samsung, Intel, LG, etc. have chosen Vietnam as their headquarters.

Acknowledging the achievements, Deputy Prime Minister Tran Luu Quang pointed out some limitations, including the fact that there are still people, including those in charge, who are not interested in digital transformation and green transformation. The reason may be that they do not want to change their old habits and ways of thinking or do not like transparency, so they choose to do things the traditional way.

Other limitations, according to Deputy Prime Minister Tran Luu Quang, include: Digital infrastructure, the foundation for green growth, despite development, has not yet met requirements; Resources for digital transformation have not been prioritized and have not been treated as a pioneering field; Some of Vietnam's indicators in the world rankings are still low; Policy mechanisms and institutions have not really created a "runway" for everyone, especially businesses, to "take off".

Regarding the tasks to be done in the coming time, Deputy Prime Minister Tran Luu Quang pointed out six main tasks, specifically: There needs to be a proper and accurate perception of digital transformation and green transformation, the mindset must be clear to be confident in doing, giving priority to the field and also for everyone to dare to commit.

In addition, it is necessary to focus on investing in digital infrastructure, especially in areas with development needs and impacts, such as central areas, economic zones, industrial zones, and must have priority, because there is not enough funding to invest in everything at the same time.

It is necessary to mobilize resources outside the budget. This, according to Deputy Prime Minister Tran Luu Quang, is correct in theory and in practice, because the state budget cannot handle everything, only accounts for a very small proportion and is of a "preliminary" nature.

Regarding human resource training, including the goal of training 50,000 semiconductor chip engineers by 2030, Deputy Prime Minister Tran Luu Quang shared that the method being implemented is to call on FDI enterprises to participate in training, so that after training, there will be factories for workers to have jobs.

The Deputy Prime Minister said that two other things that need to be focused on are having a mechanism to encourage businesses, especially startups, to participate in this field; and the need to "stand on the shoulders of giants", that is, exploiting and making good use of the world's achievements through international cooperation and attracting investment.

Proposal to "measure, quantify, and count" digital economy and green economy

One difference in the opening session of this year's forum is that instead of organizing a discussion, the Organizing Committee had the initiative to integrate the opinions and suggestions of the speakers into the general petition presented by Dr. Can Van Luc.

Commenting on this year's Vietnam - Asia DX Summit, Dr. Can Van Luc commented: In the context of Vietnam's economy facing many difficulties and challenges, both internally and externally, digital transformation and green transformation are two important economic growth drivers that do not cost too much, but bring good and sustainable profits.

There are currently many statistics, with different views on the contribution of the digital economy to GDP. Therefore, in his recommendation to the Government, Dr. Can Van Luc said that in order for the digital economy and green economy to develop, it is necessary to "measure, count, and count".

“When calculating GDP, we must take into account added value. Temasek’s method of calculating the digital economy based on the total value of goods and services (GMV) is relatively accurate. Vietnam also lacks a green classification list and a tool to measure emissions. Another important issue is to establish a carbon credit market as soon as possible,” Dr. Can Van Luc stated.

The speakers also suggested that ministries and sectors need to further specify the goals, targets, methods, solutions and resources to implement green transformation, digital transformation, circular economy and related issues. For example, with the Law on Electronic Transactions recently passed by the National Assembly, the Ministry of Information and Communications needs to have specific and effective implementation measures, in parallel with other laws.

According to the speakers, Vietnam is looking to form a controlled testing mechanism (Sandbox). However, this mechanism has not yet taken shape because the approaches and viewpoints of ministries, sectors and localities are extremely different.

Dr. Can Van Luc also recommended that the Government direct an open-minded approach and risk control to go hand in hand, without over-emphasizing one side and the other side. According to him, the balance between openness and risk control is extremely important and this is the right approach for the AI ​​field.

With the semiconductor industry, Taiwan earns 160 billion USD in revenue each year from this technology industry but only graduates about 200 - 300 engineers. Therefore, Dr. Can Van Luc recommends that the Government consider setting a goal of training 50,000 semiconductor engineers from now until 2030, so that it is feasible, positive, effective, but also quick to win, taking shortcuts.
