According to the feedback of the people of Tho Son area, Doan Hung town, Doan Hung district, recently, many households living in the area have been heavily affected by environmental pollution caused by the processing and production of wood pellets by KD Wood Joint Stock Company.
Ms. Duong Thi Nhung - Tho Son area said: Due to the impact of the wood pellet processing and production factory of KD Wood Joint Stock Company, for many months now my family has had to live with smoke, dust and noise. During the production process, a lot of dust and smoke from the factory has flowed down to households in the area, including my house, along with loud noises day and night. Even though we are indoors, children and adults often have to wear masks, making life extremely difficult and inconvenient. If this situation continues, it will greatly affect people's health.
Doan Hung town leaders reviewed documents and minutes of working with KD Wood Joint Stock Company due to issues related to environmental pollution.
Visiting and understanding the actual situation at the factory as well as working with the leaders of the People's Committee of Doan Hung town, we learned that: Immediately after the Wood Trading Joint Stock Company came into operation, the People's Council and People's Committee of Doan Hung town received many petitions from the people of Tho Son area about the environmental pollution caused by this Company.
Comrade Do Duc Giang - Vice Chairman of the Town People's Committee said: Since the Company conducted a trial run and later went into operation, there has been environmental pollution, affecting the lives of the people. The leaders of Doan Hung Town have repeatedly established inspection teams to inspect the production process at the Company. At the time of inspection on May 14, 2024, the Company did not have environmental records and fire prevention and fighting records in accordance with regulations. The People's Committee of Doan Hung Town has issued a record requesting the Company to complete the missing records and procedures and ensure regulations on labor safety, fire prevention and fighting and environmental pollution.
KD Wood Joint Stock Company processes and produces compressed wood pellets.
Working with the Department of Natural Resources and Environment of Doan Hung district, it is known that: KD Wood Joint Stock Company is located in My Dinh 2 ward, Nam Tu Liem district, Hanoi city. In January 2023, the Company rented a factory and cooperated with 19/5 Doan Hung Joint Stock Company (5-year term from April 1, 2023 - April 1, 2028) to process and produce wood pellets in Tho Son area, Doan Hung town on an area of 5,092.0m2 of production and business land of 19/5 Doan Hung Joint Stock Company.
In March 2023, the Company started building the factory and started testing in July 2023. However, due to the unfinished machinery and equipment, the Company officially started operating in April this year with a capacity of 1.7-2 tons/hour; 16 hours/day. On November 20, the District Department of Natural Resources and Environment coordinated with the People's Committee of Doan Hung town to inspect the Company and found that: KD Wood Joint Stock Company operates in the processing and production of compressed wood pellets, which is subject to environmental licensing as prescribed in Article 39 of the Law on Environmental Protection 2020. At the time of inspection, the Company could not provide an environmental monitoring report, and had no records or licenses on environmental protection. During the production process, a lot of smoke and dust were generated in the factory and flew into the air to people's houses.
Inside the factory there is a lot of sawdust and fine dust that can easily fly into the air, polluting the environment.
It is known that the nearest household is about 40m from the factory, so it is heavily affected by smoke, dust, and noise caused by the factory.
Due to the effects of air pollution, some households in the area make their children wear masks when indoors.
Comrade Dinh Viet Son - Deputy Head of the Department of Natural Resources and Environment of Doan Hung district said: Immediately after receiving feedback from the people about the environmental pollution in Tho Son area, Doan Hung town, comrade Nguyen Van Van - Chairman of the District People's Committee directed the specialized departments to quickly inspect and review the wood production and processing process of KD Wood Joint Stock Company, requesting strict handling if any violations are detected, not allowing pollution to occur among the people.
On December 16, the People's Committee of Doan Hung district issued Document No. 2112/UBND-TNMT on compliance with the law on environmental protection in the production of wood pellets. Accordingly, the District Police were assigned to advise the District People's Committee to sanction administrative violations in the field of environment against KD Wood Joint Stock Company according to the provisions of Point c, Clause 2, Article 14 of Decree 45/2022/ND-CP dated July 7, 2022 of the Government on sanctioning administrative violations in the field of environmental protection, with a fine of 65 million VND. Additional penalty: Suspension of operation of the waste source for 4.5 months, as prescribed in Point a, Clause 5; Article 14 of Decree 45/2022/ND-CP dated July 7, 2022 of the Government on sanctioning administrative violations in the field of environmental protection. Waste generation sources are only allowed to operate when permitted by competent authorities. Implementation must be completed before December 25, and results must be reported to the District People's Committee before December 30, 2024.
For the People's Committee of Doan Hung town: Strengthen inspection and supervision of production facilities in the area; require facilities to strictly implement environmental protection regulations according to the provisions of the Law on Environmental Protection and other relevant laws.
