The Traffic Police Department of the Ministry of Public Security has an article titled “Causing a traffic accident and then fleeing: A condemnable act”. The article includes information that, “In the first 9 months of 2021, the Traffic Police - Order Team of Hue City Police handled 22 cases of causing traffic accidents without stopping, not preserving the scene, fleeing without reporting to the competent authority, and not participating in first aid for the victims”. Traffic Safety Newspaper has an article titled: “A 9X truck driver hit a pedestrian and injured him and fled the scene”. Most recently this year, the media reported on the case of a female driver H (living in Tra Vinh), who stopped her car on the side of the road in Can Loc district (Nghe An). A motorbike traveling in the same direction hit the back of Ms. H’s car, causing her to fall to the road and be seriously injured and unable to move. Instead of helping the victim by bringing her to the side of the road, H drove away, and then a refrigerated truck ran over her, killing her. H was prosecuted and banned from leaving his place of residence for the crime of "Failure to rescue a person in life-threatening danger", according to Article 132 of the Penal Code.
Decree 100/2019/ND-CP of the Government stipulates administrative sanctions for violations in the field of road and railway traffic. Violations causing traffic accidents such as not stopping, not preserving the scene, fleeing without reporting to competent authorities, and not providing first aid to victims will be subject to a fine of 16-18 million VND (for car drivers) and a fine of 6-8 million VND (for motorbike and moped drivers)...
Beautiful action
Besides those insensitive and irresponsible actions, there are also beautiful actions when causing traffic accidents, demonstrating a civilized and humane lifestyle. For example, in the recent traffic collision on Hung Vuong Avenue, Phu Thuy Ward, Phan Thiet City, when Mr. Le Van L (67 years old, living in Quarter 13, Phu Thuy Ward) was exercising in the morning by bicycle. Mr. L was then unfortunately hit from behind by NVD (17 years old, living in Tien Thanh Commune). Both fell, Mr. L was injured in the head and leg, and D had scratches on his arms and legs. Instead of running away, D stayed to help him by taking Mr. L to the hospital with his family. After deducting health insurance, ignoring the mistake, and being grateful for D's beautiful action, Mr. L's family paid the remaining hospital bill.
D thanked Mr. L and said that his family had 7 siblings, his father died early, all of his siblings were married, but were poor. D dropped out of school early to work as an assistant at a restaurant in Hung Vuong residential area to earn extra income to support his mother. At the same time, he explained that the reason he hit Mr. L was because a colleague at the restaurant called to help urgently, so he drove too fast. "It was my fault, so I have to take responsibility for what I did," D said.
D is a typical example of a person who caused a traffic accident and did not run away but stayed to help the victim until the end. This shows a responsible lifestyle towards the community, contrary to the actions of "running away", shirking responsibility, only caring about one's own interests and not caring about others.
